    Examination of Regional Transit Service Under Contracting: A Case Study in the Greater New Orleans Region, Research Report 10-09

    Many local governments and transit agencies in the United States face financial difficulties in providing adequate public transit service in individual systems, and in providing sufficient regional coordination to accommodate transit trips involving at least one transfer between systems. These difficulties can be attributed to the recent economic downturn, continuing withdrawal of the state and federal funds that help support local transit service, a decline in local funding for transit service in inner cities due to ongoing suburbanization, and a distribution of resources that responds to geographic equity without addressing service needs. This study examines two main research questions: (1) the effect of a “delegated management” contract on efficiency and effectiveness within a single transit system, and (2) the effects of a single private firm—contracted separately by more than one agency in the same region—on regional coordination, exploring the case in Greater New Orleans. The current situation in New Orleans exhibits two unique transit service conditions. First, New Orleans Regional Transit Authority (RTA) executed a “delegated management” contract with a multinational private firm, outsourcing more functions (e.g., management, planning, funding) to the contractor than has been typical in the U.S. Second, as the same contractor has also been contracted by another transit agency in an adjacent jurisdiction—Jefferson Transit (JeT), this firm may potentially have economic incentives to improve regional coordination, in order to increase the productivity and effectiveness of its own transit service provision. Although the limited amount of available operation and financial data has prevented us from drawing more definitive conclusions, the findings of this multifaceted study should provide valuable information on a transit service contracting approach new to the U.S.: delegated management. This study also identified a coherent set of indices with which to evaluate the regional coordination of transit service, the present status of coordination among U.S. transit agencies, and barriers that need to be resolved for regional transit coordination to be successful

    Improving Pathways to Transit for Persons with Disabilities

    Persons with disabilities can achieve a greater degree of freedom when they have full access to a variety of transit modes, but this can only be achieved when the pathways to transit – the infrastructure and conditions in the built environment – allow full access to transit stops, stations, and vehicles. Since passage of the Americans with Disabilities Act (ADA) in 1990, many transit agencies and governmental jurisdictions have made significant progress in this area. Policy initiatives, incremental enhancements, modifications, and other measures undertaken by transit agencies and their partners have significantly improved access to transit for persons with disabilities, others who rely on public transportation, and individuals who chose to utilize these services. This research study explores, through case study work, efforts that have been effective in improving pathways to transit. Interviews and site visits were conducted with five transit agencies, along with their partners, that are actively engaged in improving pathways to connect transit consumers – particularly people with disabilities – with transit stations and stops. These agencies are: Broward County Transit (Broward County, FL), Memphis Area Transit Authority (Memphis, TN), NJ TRANSIT (Newark and New Brunswick, NJ), Tri-County Metropolitan Transportation District of Oregon (Portland, OR), and Link Transit (Wenatchee, WA). Promising practices and/or lessons were identified through the case study analysis; these should be considered by any transit agency seeking to create improved access to its services for persons with disabilities

    Potential Transportation Improvements and Land Use Impacts in the Elysian Fields Corridor

    This study examines potential transportation improvements in the Elysian Fields Avenue Corridor, and the benefit that these improvements may produce. Data for the study area are compiled and analyzed. Conceptual plans for the implementation of different transit technology alternatives were developed and assessed in terms of user benefits, cost, potential land use impacts, potential economic impacts, and feasibility. Case studies and relevant literature are reviewed. The intent of this thesis is to provide an overview of the study area prior and subsequent to Hurricane Katrina, develop plans for the implementation of transit alternatives in the Elysian Fields Avenue Corridor, and assess potential costs and benefits of the different alternatives developed

    Light Rail Transit Systems: A Definition and Evaluation

    Rail transit represents a family of modes ranging from light rail to regional rapid transit systems and it can be utilized in a number of different cities and types of applications. Many European cities of medium size employ very successfully light rail mode for gradual upgrading of transit service into partially or fully separated high speed, reliable transit systems. Analysis of these cities show that with population densities and auto ownership very similar to those in the United States cities, their transit systems offer a superior service and have much better usage than our cities. Many modern features of light rail technology are not known in this country. Wider use of different rail systems, greatly increased transit financing, introduction of more qualified personnel into transit industry and improved transit planning and implementation procedures are recommended to close the gap in urban transportation between some more progressive European cities and their counterparts in this country

    Designing and Operating Safe and Secure Transit Systems: Assessing Current Practices in the United States and Abroad, MTI Report 04-05

    Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes

    Connecting Troutdale: Options for Future Transportation Choices

    145 pagesSustained population and employment growth in the City of Troutdale have benefited the city in a variety of ways. However, this growth has amplified demand on the city’s transportation system and impacted people’s ability to get around. The class proposed several possible solutions to address these issues. For example, the City could paint crosswalks more clearly, stripe bike lanes, and ensure that sidewalks are continuous in their construction. This provides pedestrians and bicyclists with more certainty and comfort as they navigate the city. In addition, the class recommended different ways to connect downtown to the rest of the City via a shuttle or trolley. After assessing both options, it was concluded that a shuttle could provide a better replacement for personal vehicle trips to the downtown area. The class also recommended a golf cart zone be added to augment the shuttle in low speed zones and offer even greater flexibility in transportation choices. An additional system of electric bicycles and scooters throughout the City could also offer new and exciting methods of transportation for many residents, tourists, and commuters. These scooters could be paired with a multi- use path near a bus stop to transport workers to and from the Amazon and FedEx facilities in the Troutdale Reynolds Industrial Park. Finally, in order to facilitate the movement of goods and people in the City center, a system of three different loading/ unloading zones could be implemented during certain hours of the day to maintain space for deliveries and drop offs without obstructing the flow of traffic. These recommendations offer diverse alternatives to help improve and increase opportunities to get around within the City of Troutdale

    Evaluating public transit accessibility to employment : the case of Ottawa, Canada

    The purpose of this study was to address the need for a straightforward and practical tool for evaluating public transit accessibility to places of employment. The need for such a study stems from the widespread adoption of planning policies by Canadian municipalities seeking to promote public transit commuting as part of their broader efforts to develop environmentally and socially sustainable transportation systems. To date, planners have not had any practical methods for identifying barriers to public transit commuting nor for evaluating the extent to which stated goals and objectives are being achieved. The study was conducted in three stages. First, a “Comprehensive Definition of Public Transit Commuter Needs” was developed by means of a literature review, a survey questionnaire, and consultations with sustainable transportation advocacy groups. In the second stage, the “Comprehensive Definition of Public Transit Commuter Needs” was used as a framework for creating the “Public Transit Commuter Accessibility Audit”. Through a six-step process that involves the collection of both qualitative and quantitative data, this tool provides planners with a means of identifying any potential obstacles or deterrents to public transit travel within the context of actual spatio-temporal commuter flows. The practical utility of the “Public Transit Commuter Accessibility Audit” was tested in the third stage by means of two case studies conducted in the City of Ottawa, Canada. This study has shown that commuters require a broad array of infrastructure, facilities and services in order for public transit to represent a viable travel option. It has also revealed that responsibility for promoting public transit commuting rests not only with transit agencies, but also with land use and transportation planners, private developers and employers. Furthermore, the case studies successfully demonstrated that application of the “Public Transit Commuter Accessibility Audit” can provide a preliminary indication of problem areas where direct planning interventions may be required, where municipal planning policies may need revision or more aggressive implementation, or where new policies may be necessary in order to increase the viability of public transit commuting
