The statement above is probably the best way to sum up the main goal of this work: to connect space engineering and economy in a theoretical approach. The proposal for the thesis is to study the economy of space in Europe and the main challenges for the crucial future decades. This work is intended to give insight into economic strategies in order to enhance the growth of the space sector whilst also detailing the state of space technology in Europe today. This thesis should be useful as a guide for those looking to comprehend the state of space technology in Europe, those interested in creating new companies and those who want to invest in space technology. The broader goal is to focus on solving the fundamental Five Ws with respect to space technology and its socio-economic consequences in Europe. All fundamental questions must be assessed avoiding prior subjective assumptions and/or desired outcomes. Space is experiencing a major shift from concentrated government-lead projects to an ever-increasing volume of commercial activities. This thesis aims to break down the fundamental aspects that are driving the current transformation of space1 while also taking a deep dive into the European space sector, future space economy trends and Europe’s role in the global space sector. In addition, the future of space clusters, space agencies and private-public interactions will be studied. The statement and aim are broad indicators of the contents of the thesis. Before defining specific objectives, some of the topics need defining in a more precise way. Let us make a list of relevant topics to be assessed in the thesis: The emerging NewSpace and Space 4.0 agenda proposed and adopted by ESA require space technologies to be developed coordinating public and private sectors. The rapid increase of private market ecosystems in space in the US and the emerging Indian and Chinese Space markets urge Europe to develop strategies to compete by fostering new private endeavours and stimulating the creation of new markets. Space in Europe may focus on optimizing regional technology clusters paying more attention on regions which could play a larger role in ESA’s industrial policy in the future. Considerations on the creation of new high-tech jobs for social and political concerns would create new opportunities to least developed countries. New financing models or investment communities to effectively catalyse dynamic risk capital investments and additional private investments in the sector. This can be done by studying economic profitability, its relation to specific space technologies and dependency on short/long term growths. A new approach to further linking universities, research institutions, private companies and ESA could be an interesting tool to fully develop student skills and interactions in the real world. An overview of clusters and ecosystems can be key to understand how policy makers can stimulate the growth of the space sector

    Briefing on meetings at & reports by the 65th & 66th United Nations General AssemblyNo relevant differences are observed or identified after perusal of the space-related resolutions and documents issued by the UN System between 2010 and 2011. The most remarkable statements remain virtually unchanged in this time period. For instance, the UN GA recognizes the common interest of all mankind in the exploration and use of outer space for peaceful purposes, and reaffirms that these shall be carried out for the benefit and in the interest of all countries, irrespective of their degree of development. Also, the growing use of outer space increases the need for greater transparency and better information on the part of the international community. Again in 2011, the UN GA stated that it is deeply convinced of the important role that science and technology play in promoting sustained economic growth and sustainable development and that their use and applications in areas such as telemedicine, tele-education, disaster management, environmental protection and other EO applications, contribute to achieve the objectives in various aspects of economic, social and cultural development and welfare, particularly poverty eradication and mitigation of the consequences of disasters. It is necessary to continue to examine how space science and technology and their applications could contribute to achieve the UN MDG, since space tools are indispensable not only in areas linked to disasters, but also in climate change, food security, opportunities for education and global health. In 2011, 12 April was declared as the International Day of Human Space Flight to celebrate each year at the international level the beginning of the space era for mankind, reaffirming the important contribution of space science and technology in achieving sustainable development goals and increasing the well-being of States and peoples, as well as ensuring the realization of their aspiration to maintain outer space for peaceful purposes. We congratulate SGAC people working on the project YGNSS as their contribution [8] to the 2011 HLS AMR of the UN ECOSOC was accepted for distribution to all participants of the HLS in Geneva, July 2011. In this a written statement, the YNSS team informed the HLS AMR that SGAC “is focused on cultivating the next generation of space leaders and increasing awareness of the educational and societal benefits of space technology” and that “Within SGAC, the project YGNSS aims to present to youth the benefits of GNSS and how various such systems applications are able to benefit a nation’s economy and society”. Also, it is mentioned that “YGNSS has supported the educational outreach of GNSS applications”, that YGNSS has spread “the word that GNSS can be used for precision timing, agricultural and disaster management, and a wide variety of items that need accurate positioning, navigation, and timing”, that YGNSS has recommended “that the international community continue to foster the education of GNSS and the utilities of space technology”. Finally, the written statement informs that SGAC “is committed to providing a network for university students and young professionals in the international space sector to collaborate and contribute their international knowledge and skills to foster development”. As per the report from the IAF GEOSS Workshop, Space Sensors for Climate Monitoring [9], it is worth noting that satellite data are required to effectively monitor, characterize and predict changes in the Earth system, and particularly in the climate. Earth Observation (EO) satellites are essential as they provide the only realistic means to obtain the necessary global coverage. With well-calibrated measurements, e.g. using in situ data, space-based sensors will become a critical contribution to global observations for climate.Preprin

Estos esfuerzos han abarcado desde una indagatoria sobre la instalación de un sistema de satélites, como es el caso en Colombia, hasta el lanzamiento de satélites con la ayuda de gobiernos extranjeros, en el caso de Brasil, Argentina y Bolivia. En todos estos casos, la falta de un marco jurídico coherente que apoye un programa espacial sólido que proporcione comunicaciones por satélite a las poblaciones más vulnerables es uno de los desafíos más apremiantes. El Consejo Asesor de Generación Espacial (SGAC) podría resolver este problema mediante un proyecto unificador que pondrá todas las mentes y desarrolladores en el objetivo común de alcanzar la autonomía espacial para América Latina.In the twenty-first century, Latin American countries have made significant efforts to advance their space programs. These efforts have ranged from inquiring about setup of a satellite system, as is the case in Colombia, to launching satellites with the aid of foreign governments, in the case of Brazil, Argentina and Bolivia. In all these cases, the lack of a coherent legal framework that supports a solid space program that provides satellite communications to the most vulnerable populations is one of the most pressing challenges.     SMALL STATES IN SPACE: CRAFTING A STRATEGY FOR SINGAPORE

    Many nascent space powers have initiated strategic assessments and announced policy objectives to integrate space activities to serve their national interests. This thesis seeks to study: How should Singapore, a small state with limited capacities (e.g., geographical size, population, and resources), develop near-term policy objectives that best draw on its competitive advantages? This provides clarity to Singapore’s progress as an emerging spacefaring nation, in response to emerging global trends in space and in leveraging space in meeting its national interests. To draw meaningful comparisons and lessons, this thesis examines the key policies, strategies, and programs as well as the objectives and priorities driving the sectoral developments of two trailblazing small states (the United Arab Emirates and Luxembourg). This thesis presents policy recommendations for Singapore to best capitalize on its competitive strengths as it progresses as an emerging spacefaring nation.     Space4Health: A Place for Satellite Applications and Technology in the UK COVID-19 Governance Framework

    Now that society is firmly planted within the ‘new normal’ of the COVID-19 pandemic, it is time for the United Kingdom to assess where it stands regarding the juxtaposition between technology and governance. As COVID-19 develops within the UK, it is time to implement strategies that call for a cross-sectoral approach in order to strengthen the work that is done to combat the virus and make society safe and secure. One way in which this can be done is through the continued and more substantial use of space-enabled technologies and their data-driven outputs. Space-enabled technologies refers to activities of satellite communications, satellite navigations, remote sensing, and Earth Observation (EO). This research will discuss how space-enabled technologies can support global health issues as well as the current utilisation in the UK. It will also discuss the status quo of the UK COVID-19 governance framework and provide recommendations on how this framework could better utilise space-enabled technologies especially paired with a risk governance framework
