    Academic Library as Scholarly Publisher Bibliography, Version 2

    Introduction The Academic Library as Scholarly Publisher Bibliography includes over 175 selected English-language articles, books, and technical reports that are useful in understanding the digital scholarly publishing activities of academic libraries since the late 1980\u27s, especially their open access book and journal publishing activities. The bibliography covers the following subtopics: pioneering academic library publishing projects in the 1980\u27s and 1990\u27s, early digital journals and serials published by librarians (as distinct from libraries), library-based scholarly publishing since the Budapest Open Access Initiative, technical publishing infrastructure, and library and university press mergers/partnerships and other relevant works. Here is the Library Publishing Coalition\u27s definition of library publishing: The LPC defines library publishing as the set of activities led by college and university libraries to support the creation, dissemination, and curation of scholarly, creative, and/or educational works. Generally, library publishing requires a production process, presents original work not previously made available, and applies a level of certification to the content published, whether through peer review or extension of the institutional brand. Based on core library values, and building on the traditional skills of librarians, it is distinguished from other publishing fields by a preference for Open Access dissemination as well as a willingness to embrace informal and experimental forms of scholarly communication and to challenge the status quo. Starting in the late 1980\u27s, university libraries were among the first publishers of digital scholarly journals on the Internet. With the approval and support of Robin N. Downes, the Director of the University of Houston Libraries, The Public-Access Computer Systems Review, an open access journal, was launched in August 1989, with the first issue being published in January 1990. In November 1990, the Virginia Tech University Libraries published the first issue of the Journal of the International Academy of Hospitality Research. The Stanford University Libraries established the HighWire Press in 1995, publishing The Journal of Biological Chemistry as its first journal. As of March 2015, HighWire Press had published over 2.4 million open access articles out of a total of 7.6 million articles. Again with Downes\u27 approval, the University of Houston Libraries began publishing the Scholarly Electronic Publishing Bibliography, an open access book, in October 1996. This digital book was updated 64 times between 1996 and 2006 (Digital Scholarship continued its publication though version 80 in 2011). In the 1990\u27s, digital journal and serial publishing projects that involved university libraries working in partnership arrangements included the BioOne Project (the University of Kansas, the Big 12 Plus Libraries Consortium, and other partners), Project Euclid (Cornell University Library and Duke University Press), Project Muse (Johns Hopkins University Press and the Milton S. Eisenhower Library), and RLG DigiNews (the Research Libraries Group and the Cornell University Library Department of Preservation and Conservation). Early digital journals and serials published by librarians included the Arachnet Electronic Journal on Virtual Culture, Ariadne, Current Cites, Information Research, Issues in Science and Technology Librarianship, The Katharine Sharp Review, LIBRES (early volumes), MC Journal: The Journal of Academic Media Librarianship, and Public-Access Computer Systems News. (See the Directory of Electronic Journals, Newsletters and Academic Discussion Lists, 6th edition and section 3.1 Electronic Serials: Case Studies and History of the Scholarly Electronic Publishing Bibliography for further information on this topic. In the 1990\u27s, University libraries also acted as important digital journal publishing testing grounds for major academic publishers in ventures such as the CORE Project, the Red Sage Project, the SuperJournal Project, and the TULIP Project. (See section 3.3 Electronic Serials: Electronic Distribution of Printed Journals of the Scholarly Electronic Publishing Bibliography for further information on this topic.) In the 1990\u27s, a few library organizations and companies published electronic journals and serials. The Library Information Technology Association published Telecommunications Electronic Reviews and OCLC published The Online Journal of Current Clinical Trials. In the last 20 years, there has been a growing movement by academic and other libraries to directly publish books, journals, and other works. This resurgent activity has been fueled by the open access movement, which is typically viewed as starting with the 2002 Budapest Open Access Initiative. Academic libraries built organizational and technical infrastructure to support this movement, often using open source software that was created in order to advance it. An increasing commitment to the OA movement sparked important cultural changes in libraries, which resulted in the proliferation of institutional repositories, scholarly communication units, and research data support units supported by them. Open source software from the Public Knowledge Project, such as Open Journal Systems, is frequently used in library-based publishing programs; however, a variety of software tools, are also employed. Promising new open source publishing programs, such as Fulcrum, Hypothesis, Janeway, Manifold, and PubPub, are emerging; but are not well represented in the types of works covered by this bibliography. University presses are in a period of change and restructuring. Increasingly, they are being put under the administrative control of university libraries. Furthermore, entirely new all-digital open access university presses are being established, often under the direction of or in partnership with university libraries

    The University Library System, University of Pittsburgh: How & Why We Publish

    The University Library System (ULS), University of Pittsburgh began its e-journal publishing program in 2007 and in five years has quickly grown to publish 34 peer-reviewed scholarly research journals. In this chapter, we will describe the rationale for and the genesis of this program to publish new original content, explain how the program evolved, and give insight into what direction it is likely to take in the future. The ULS has built an extensive digital publishing program over the past two decades. Beginning with digitization projects to reformat the ULS’ unique collections, the program now includes well over 100,000 digital objects in over 100 thematic digital collections including photographs, manuscripts, maps, books, journal articles, electronic theses and dissertations, government documents, and other gray literature such as working papers, white papers, and technical reports. The development of the ULS publishing program was driven by a strong and enduring institutional commitment to Open Access to scholarly information. The organization has placed strategic emphasis on leadership in transforming the patterns of scholarly communication and supporting researchers not only in discovering and accessing scholarly information, but in the production and sharing of new knowledge and the creation of original scholarly research. In pursuit of these goals, the ULS has developed a suite of specific tools and techniques to build a highly cost-efficient e-journal publishing program. The ULS provides its publishing partners with a hardware and software platform and associated electronic publishing services using the open source Open Journal Systems (OJS) software developed by the Public Knowledge Project. This platform allows for richly customizable management of all stages of editorial workflow. In addition, OJS sports a number of reader tools to enhance content discovery and use, including multilingual support for both online interfaces and content in many languages, persistent URLs, RSS feeds, tools for bookmarking and sharing articles through social networking sites, full-text searching, and compliance with the Open Archives Initiative Protocol for Metadata Harvesting. Additional services offered by the ULS include consultation on editorial workflow management, software configuration, graphic design services, initial training, online usage statistics, review of all new published issues for metadata quality, and ongoing systems support. The ULS also provides ISSN registration, assigns DOIs, and assists in promotional efforts to establish the journal. Digital preservation is facilitated through LOCKSS. Steps to start up a new scholarly journal are covered. We will also describe common pitfalls to avoid and techniques that help with clear communications and management of mutual expectations between publisher and publishing partners. Quality control is discussed, including careful selection of partners, conducting peer reviews, maintaining academic quality, advising on publishing best practices, and measuring impact. With each passing year and each acquisitions budget cycle, research libraries have more to gain by becoming publishers. By publishing new Open Access content, libraries can not only help meet the most fundamental needs of the researchers they support, but they can simultaneously help transform today’s inflationary cost model for serials.     The present issue of the Brazilian Jornal of Operations & Production Management (BJO&PM) relies on a special context: the transition of the Editorial responsibility which has changed from Prof. Dr. Paulo Cauchick Miguel to myself. Prof. Cauchick Miguel had been in charge of it since this journal was first published  in 2004. I think the Brazilian community of Production and Operations Management is really in debt with him, since he was the pioneer of it and has performed a very valuable work. Since its first edition up to December 2008, 9 issues were published containing 46 papers, all of them selected under a rigorous blind review system, whose referees were well qualified and important researchers on production and operations management subjects. So, it is a great responsibility to take the BJO&PM ahead in the direction of its mission: “Publish research on production engineering and operations management produced in Brazil and abroad, in English language.”. Facing this challenge, the new editorial efforts focus on two main goals: increase visibility of our journal, in both Brazilian and international communities, and reduce the lead time for publishing high quality manuscripts. To achieve these goals, some strategies have been adopted, such as installing a portal for managing electronic submissions and increasing the number of referees from the international community. It is also relevant to highlight that it is not a result of a solitary work. Right now there are also important contributions from three associated editors that are working hard in order to make this journal a reference for excellence on its subject: Prof. Dr. Nei Soma, Prof. Dr. Caroline Miranda and Prof. Dr. José Luís Duarte Ribeiro. Their work, jointed with the carefully collaboration of ad-hoc referees and also the contribution of authors, encourage and make it possible to consolidate BJO&PM as a vehicle for publishing high quality researches in POM fields

    Dermatological nursing. Design of editorial and scientific improvement (2007-2015)

    Aim: To analyze the scientific production of the Dermatological Nursing Journal until 2015. Method: Descriptive and bibliometric study of all the published articles from January 2007 to December 2015 in the Dermatological Nursing journal, accessible to full text on the website of the “Asociación Nacional de Enfermería Dermatológica e Investigación del Deterioro de Integridad Cutánea (ANEDIDIC)”. Valuation of contents through the peer review system and an ad hoc listing. The data were tabulated in EXCEL for their descriptive statistical analysis. Results / Discussion: During the 9 years analyzed, a total of 26 issues and 205 articles have been published; scientific publishing (3%), dermatological training articles (24%), original articles (25%), clinical cases (20%), scientific papers (3%), scientific recommendations (7%), of them were letters to the director (3%). The most used clinical topic was the approach of the skin integrity deterioration, chronic ulcers and wounds, especially pressure ulcers (45%), in both, editorial and original article, review or clinical case. The profile of the first author is preferably a male (58%), and nurse specializing Master (52%). Dermatological Nursing, is a scientific journal. It is specialized in dermatology, ulcers and wounds, published since 2007. In 2012, the peer review system was incorporated, improving its editorial and scientific quality, indexing the full text in the DIALNET repository. Since 2013 it is being widespread in Latin America through the Latindex Directory; in 2014 an own ethical code is established, the editorial committee is enlarged, the first scientific editorial is published and it is available, exclusively, in electronic format. In 2015, it was indexed in the CUIDEN database, which improves its impact. The published articles are mainly secondary sources (evidences, recommendations, consensuses, experiences, etc.). The improvement plan includes promoting a greater production of original articles, clinical trials (primary sources), as well as the participation of more external authors to ANEDIDIC.     Scottish academic publications implementing an effective networked service (SAPIENS) project

    This article describes the aims and continuing progress of the Scottish Academic Periodicals Implementing an Effective Networked Service (SAPIENS) project which has been running at the University of Strathclyde's Centre for Digital Library Research since September 2001. Initially funded for two years, the project has been extended until October 2004. The rationale behind SAPIENS is the concern that small Scottish publishers, operating on limited budgets, are in danger of finding themselves marginalised in the modern information environment. The project's primary objectives are to explore the viability of, and launch, an electronic publishing service to assist small-scale Scottish publishers of academic and cultural periodicals to publish online. It has achieved these aims by implementing a demonstration service which is gradually moving into an operational mode, delivering current journals

    `Electronic Publishing' -- Practice and Experience

    Electronic Publishing -- Origination, Dissemination and Design (EP-odd) is an academic journal which publishes refereed papers in the subject area of electronic publishing. The authors of the present paper are, respectively, editor-in-chief, system software consultant and senior production manager for the journal. EP-odd's policy is that editors, authors, referees and production staff will work closely together using electronic mail. Authors are also encouraged to originate their papers using one of the approved text-processing packages together with the appropriate set of macros which enforce the layout style for the journal. This same software will then be used by the publisher in the production phase. Our experiences with these strategies are presented, and two recently developed suites of software are described: one of these makes the macro sets available over electronic mail and the other automates the flow of papers through the refereeing process. The decision to produce EP-odd in this way means that the publisher has to adopt production procedures which differ markedly from those employed for a conventional journal

    Water level monitoring and controlling of water treatment plants using wireless sensors in LabVIEW

    Monitoring and controlling systems are taken as the main entity of any field which can ensure for the effective performance, hence its importance is rising exponentially in industry field. There can be many factors which can bring variations in those systems. This may cease the efficiency of the industry and destruction of industrial equipment. Therefore, monitoring, evaluation and controlling of the variables of any system is significantly important. The main objective of this research is to investigate the process of combining monitoring and controlling of the water level in the distribution tanks of water treatment plants by using wireless sensors network. The design and developed prototype of remote monitoring and controlling system of water levels in various tanks can be used in different parts of the water treatment plants. We have proposed, developed and tested hardware module based on two Arduino Mega2560 boards linked wirelessly by using two NRF transceivers. Remote Arduino is designed to monitor the water flow and the level of the distribution tank besides controlling the water level whenever is necessary. The real time sensors readings obtained are observed by specially designed LabVIEW application using graphical user interface running on a PC connected directly to the local Arduino. The application displays and analyses sensors reading on the front panel. Water level is controlled based on preset values entered by the user. The experimental result and percentage error curve endorse the reliability and feasibility of the proposed system to provide a solution for similar problems in industrial liquids treatment process applications

    General cost analysis for scholarly communication in Germany : results of the "Houghton Report" for Germany

    Management Summary: Conducted within the project “Economic Implications of New Models for Information Supply for Science and Research in Germany”, the Houghton Report for Germany provides a general cost and benefit analysis for scientific communication in Germany comparing different scenarios according to their specific costs and explicitly including the German National License Program (NLP). Basing on the scholarly lifecycle process model outlined by Björk (2007), the study compared the following scenarios according to their accounted costs: - Traditional subscription publishing, - Open access publishing (Gold Open Access; refers primarily to journal publishing where access is free of charge to readers, while the authors or funding organisations pay for publication) - Open Access self-archiving (authors deposit their work in online open access institutional or subject-based repositories, making it freely available to anyone with Internet access; further divided into (i) CGreen Open Access’ self-archiving operating in parallel with subscription publishing; and (ii) the ‘overlay services’ model in which self-archiving provides the foundation for overlay services (e.g. peer review, branding and quality control services)) - the NLP. Within all scenarios, five core activity elements (Fund research and research communication; perform research and communicate the results; publish scientific and scholarly works; facilitate dissemination, retrieval and preservation; study publications and apply the knowledge) were modeled and priced with all their including activities. Modelling the impacts of an increase in accessibility and efficiency resulting from more open access on returns to R&D over a 20 year period and then comparing costs and benefits, we find that the benefits of open access publishing models are likely to substantially outweigh the costs and, while smaller, the benefits of the German NLP also exceed the costs. This analysis of the potential benefits of more open access to research findings suggests that different publishing models can make a material difference to the benefits realised, as well as the costs faced. It seems likely that more Open Access would have substantial net benefits in the longer term and, while net benefits may be lower during a transitional period, they are likely to be positive for both ‘author-pays’ Open Access publishing and the ‘over-lay journals’ alternatives (‘Gold Open Access’), and for parallel subscription publishing and self-archiving (‘Green Open Access’). The NLP returns substantial benefits and savings at a modest cost, returning one of the highest benefit/cost ratios available from unilateral national policies during a transitional period (second to that of ‘Green Open Access’ self-archiving). Whether ‘Green Open Access’ self-archiving in parallel with subscriptions is a sustainable model over the longer term is debateable, and what impact the NLP may have on the take up of Open Access alternatives is also an important consideration. So too is the potential for developments in Open Access or other scholarly publishing business models to significantly change the relative cost-benefit of the NLP over time. The results are comparable to those of previous studies from the UK and Netherlands. Green Open Access in parallel with the traditional model yields the best benefits/cost ratio. Beside its benefits/cost ratio, the meaningfulness of the NLP is given by its enforceability. The true costs of toll access publishing (beside the buyback” of information) is the prohibition of access to research and knowledge for society

    Cyberscience and the Knowledge-Based Economy, Open Access and Trade Publishing: From Contradiction to Compatibility with Nonexclusive Copyright Licensing

    Open source, open content and open access are set to fundamentally alter the conditions of knowledge production and distribution. Open source, open content and open access are also the most tangible result of the shift towards e-Science and digital networking. Yet, widespread misperceptions exist about the impact of this shift on knowledge distribution and scientific publishing. It is argued, on the one hand, that for the academy there principally is no digital dilemma surrounding copyright and there is no contradiction between open science and the knowledge-based economy if profits are made from nonexclusive rights. On the other hand, pressure for the ‘digital doubling’ of research articles in Open Access repositories (the ‘green road’) is misguided and the current model of Open Access publishing (the ‘gold road’) has not much future outside biomedicine. Commercial publishers must understand that business models based on the transfer of copyright have not much future either. Digital technology and its economics favour the severance of distribution from certification. What is required of universities and governments, scholars and publishers, is to clear the way for digital innovations in knowledge distribution and scholarly publishing by enabling the emergence of a competitive market that is based on nonexclusive rights. This requires no change in the law but merely an end to the praxis of copyright transfer and exclusive licensing. The best way forward for research organisations, universities and scientists is the adoption of standard copyright licenses that reserve some rights, namely Attribution and No Derivative Works, but otherwise will allow for the unlimited reproduction, dissemination and re-use of the research article, commercial uses included
