    Electronic Employment Eligibility Verification: Franz Kafka's Solution to Illegal Immigration

    In last summer's debate over immigration reform, Congress treated a national electronic employment eligibility verification (EEV) system as a matter of near consensus. Intended to strengthen internal enforcement of the immigration laws, electronic EEV is an Internet-based employee vetting system that the federal government would require every employer to use. Broad immigration reform failed before Congress thoroughly considered national EEV, but the lines of debate have been drawn. Advocates in Congress will try to attach a nationwide worker registration system to any immigration bill Congress considers, and the Bush administration recently announced steps to promote such a system.A mandatory national EEV system would have substantial costs yet still fail to prevent illegal immigration. It would deny a sizable percentage of law-abiding American citizens the ability to work legally. Deemed ineligible by a database, millions each year would go pleading to the Department of Homeland Security and the Social Security Administration for the right to work. By increasing the value of committing identity fraud, EEV would cause that crime's rates to rise. Creating an accurate EEV system would require a national identification (ID) system, costing about $20 billion to create and hundreds of millions more per year to operate. Even if it were free, the country should reject a national ID system. It would cause law-abiding American citizens to lose more of their privacy as government records about them grew and were converted to untold new purposes. "Mission creep" all but guarantees that the federal government would use an EEV system to extend federal regulatory control over Americans' lives even further

    Improving the Accuracy and Scope of Control-Oriented Vapor Compression Cycle System Models

    The benefits of applying advanced control techniques to vapor compression cycle systems are well know. The main advantages are improved performance and efficiency, the achievement of which brings both economic and environmental gains. One of the most significant hurdles to the practical application of advanced control techniques is the development of a dynamic system level model that is both accurate and mathematically tractable. Previous efforts in control-oriented modeling have produced a class of heat exchanger models known as moving-boundary models. When combined with mass flow device models, these moving-boundary models provide an excellent framework for both dynamic analysis and control design. This thesis contains the results of research carried out to increase both the accuracy and scope of these system level models. The improvements to the existing vapor compression cycle models are carried out through the application of various modeling techniques, some static and some dynamic, some data-based and some physics-based. Semiempirical static modeling techniques are used to increase the accuracy of both heat exchangers and mass flow devices over a wide range of operating conditions. Dynamic modeling techniques are used both to derive new component models that are essential to the simulation of very common vapor compression cycle systems and to improve the accuracy of the existing compressor model. A new heat exchanger model that accounts for the effects of moisture in the air is presented. All of these model improvements and additions are unified to create a simple but accurate system level model with a wide range of application.     The New Employment Verification Act: The Functionality and Constitutionality of Biometrics in the Hiring Process Note

    In 1990, Congress created the U.S. Commission on Immigration Reform to assess and make recommendations regarding the implementation and impact of U.S. immigration policy. Unanimously, the Commission proposed employment-based immigration reforms that have lead to the creation of E-Verify, an Internet-based electronic verification system used by employers to verify a prospective worker’s eligibility. Today, the system compares a prospective worker’s identification information, such as her name, date of birth, and social security number with information contained in databases housed by the Department of Homeland Security and Social Security Administration. Several members of Congress, however, have proposed legislation that would require prospective workers to submit biometric information to curb identity fraud and existing shortfalls in the verification process. This Note examines the practical and legal implications of a nationally mandated biometric verification system and whether such a system is constitutionally viable under current Fourth Amendment jurisprudence. Ultimately this Note argues that no matter how unsettling the collection of biometric information by the government may be, at least in the employment hiring context, a nationally mandated biometric verification system will most likely pass constitutional muster

    Microlensing induced spectral variability in Q2237+0305

    We present both photometry and spectra of the individual images of the quadruple gravitational lens system Q2237+0305. Comparison of spectra obtained at two epochs, separated by ∼ 3 \sim~3\,years, shows evidence for significant changes in the emission line to continuum ratio of the strong ultraviolet CIV~λ\lambda1549, CIII]~λ\lambda1909 and MgII~λ\lambda2798 lines. The short, ∼ 1 \sim~1\,day, light--travel time differences between the sight lines to the four individual quasar images rule out any explanation based on intrinsic variability of the source. The spectroscopic differences thus represent direct detection of microlensing--induced spectroscopic differences in a quasar. The observations allow constraints to be placed on the relative spatial scales in the nucleus of the quasar, with the ultra--violet continuum arising in a region of \la~0.05~{\rm pc} in extent, while the broad emission line material is distributed on scales much greater than this.Comment: Accepted for Publication in MNRAS.
