    Design of Theoretical Framework: Global and Local Parameters Requirements for Libraries

    Library is one of the important aspect in modern reading environment. Theoretical framework is an inevitable and indispensable for each and every library in the field of automated and digital library system. In this original research paper all the parameters have selected on the basis of global recommendations and local requirements for libraries in six theoretical sections. Designing the theoretical framework in the following areas such as (i) Theoretical framework of integrated library system cluster (ii) Theoretical framework of community communication and interaction (iii) Theoretical framework of digital media archiving cluster (iv) Theoretical framework of content management system (v) Theoretical framework of learning content management system (vi) Theoretical framework of federated search system. Integrated library system cluster two things are more important development of ILS and open source ILS software. On the other hand it also crafted the requirement of parameters selection and it can be developed in three ways such as basic parameters settings, theoretical framework for housekeeping operations, and theoretical framework for information retrieval system. Software selection and parameter selection is also an pivotal tasks in the field or theoretical framework of community communication and interaction. Theoretical framework of digital media archiving cluster can be developed in three sections such as selection of software, selection of standards, and metadata selection for all the libraries. Content management system can be developed in three ways such as workflow of content management system, software selection in CMS cluster, and parameters selection in CMS cluster. Development of theoretical framework of learning content management system for libraries in three sections such as Components of Learning Content Management System , Software selection in LCMS cluster, and Parameters selection in LCMS cluster. Software selection and parameters selection is also an important components in the federated search system theoretical framework for the development of single window based interface

    Own-language use in language teaching and learning: state of the art

    Until recently, the assumption of the language-teaching literature has been that new languages are best taught and learned monolingually, without the use of the students’ own language(s). In recent years, however, this monolingual assumption has been increasingly questioned, and a re-evaluation of teaching that relates the language being taught to the students’ own language has begun. This article surveys the developing English language literature on the role of students’ own language(s) in the language classroom. After clarifying key terms, the paper charts the continuing widespread use of students’ own languages in classrooms around the world and the contemporary academic and societal trends which have led to a revival of support for this. It then explores key arguments which underpin this revival, and reviews a range of empirical studies which examine the extent and functions of own-language use within language classrooms. Next, the article examines the support for own-language use that a range of theoretical frameworks provide, including psycholinguistic and cognitive approaches, general learning theory and sociocultural approaches. Having explored the notion of ‘optimal’ in-class own-language use, the article then reviews research into teachers’ and students’ attitudes towards own-language use. It concludes by examining how a bilingual approach to language teaching and learning might be implemented in practice

    Language technologies for a multilingual Europe

    This volume of the series “Translation and Multilingual Natural Language Processing” includes most of the papers presented at the Workshop “Language Technology for a Multilingual Europe”, held at the University of Hamburg on September 27, 2011 in the framework of the conference GSCL 2011 with the topic “Multilingual Resources and Multilingual Applications”, along with several additional contributions. In addition to an overview article on Machine Translation and two contributions on the European initiatives META-NET and Multilingual Web, the volume includes six full research articles. Our intention with this workshop was to bring together various groups concerned with the umbrella topics of multilingualism and language technology, especially multilingual technologies. This encompassed, on the one hand, representatives from research and development in the field of language technologies, and, on the other hand, users from diverse areas such as, among others, industry, administration and funding agencies. The Workshop “Language Technology for a Multilingual Europe” was co-organised by the two GSCL working groups “Text Technology” and “Machine Translation” (http://gscl.info) as well as by META-NET (http://www.meta-net.eu)

    Spoken content retrieval: A survey of techniques and technologies

    Speech media, that is, digital audio and video containing spoken content, has blossomed in recent years. Large collections are accruing on the Internet as well as in private and enterprise settings. This growth has motivated extensive research on techniques and technologies that facilitate reliable indexing and retrieval. Spoken content retrieval (SCR) requires the combination of audio and speech processing technologies with methods from information retrieval (IR). SCR research initially investigated planned speech structured in document-like units, but has subsequently shifted focus to more informal spoken content produced spontaneously, outside of the studio and in conversational settings. This survey provides an overview of the field of SCR encompassing component technologies, the relationship of SCR to text IR and automatic speech recognition and user interaction issues. It is aimed at researchers with backgrounds in speech technology or IR who are seeking deeper insight on how these fields are integrated to support research and development, thus addressing the core challenges of SCR

    Using Semantic-Based User Profile Modeling for Context-Aware Personalised Place Recommendations

    Place Recommendation Systems (PRS's) are used to recommend places to visit to World Wide Web users. Existing PRS's are still limited by several problems, some of which are the problem of recommending similar set of places to different users (Lack of Personalization) and no diversity in the set of recommended items (Content Overspecialization). One of the main objectives in the PRS's or Contextual suggestion systems is to fill the semantic gap among the queries and suggestions and going beyond keywords matching. To address these issues, in this study we attempt to build a personalized context-aware place recommender system using semantic-based user profile modeling to address the limitations of current user profile building techniques and to improve the retrieval performance of personalized place recommender system. This approach consists of building a place ontology based on the Open Directory Project (ODP), a hierarchical ontology scheme for organizing websites. We model a semantic user profile from the place concepts extracted from place ontology and weighted according to their semantic relatedness to user interests. The semantic user profile is then exploited to devise a personalized recommendation by re-ranking process of initial search results for improving retrieval performance. We evaluate this approach on dataset obtained using Google Paces API. Results show that our proposed approach significantly improves the retrieval performance compare to classic keyword-based place recommendation model

    Multilingual Information Access: Practices and Perceptions of Bi/multilingual Academic Users

    The research reported in this dissertation explored linguistic determinants in online information searching, and examined to what extent bi/multilingual academic users utilize Multilingual Information Access (MLIA) tools and what impact these have on their information searching behavior. The aim of the study was three-pronged: to provide tangible data that can support recommendations for the effective user-centered design of Multilingual Information Retrieval (MLIR) systems; to provide a user-centered evaluation of existing MLIA tools, and to offer the basis of a framework for Library & Information Science (LIS) professionals in teaching information literacy and library skills for bi/multilingual academic users. In the first phase of the study, 250 bi/multilingual students participated in a web survey that investigated their language choices while searching for information on the internet and electronic databases. 31 of these participants took part in the second phase which involved a controlled lab-based user experiment and post experiment questionnaire that investigated their use of MLIA tools on Google and WorldCat and their opinions of these tools. In the third phase, 19 students participated in focus groups discussions and 6 librarians were interviewed to find out their perspectives on multilingual information literacy. Results showed that though machine translation has alleviated some of the linguistic related challenges in online information searching, language barriers do still exist for some users especially at the query formulation stage. Captures from the experiment revealed great diversity in the way MLIA tools were utilized while the focus group discussions and interviews revealed a general lack of awareness by both librarians and students of the tools that could help enhance and promote multilingual information literacy. The study highlights the roles of both IR system designers as well as LIS professionals in enhancing and promoting multilingual information access and literacy: User- centered design, user-modeling were found to be key aspects in the development of more effective multilingual information retrieval (MLIR) systems. The study also highlights the distinction between being multilingually information literate and being multilingual information literate. Suitable models for instruction for bi/multilingual academic users point towards Specialized Information Literacy Instruction (SILI) and Personalized Information Literacy Instruction (PILI)
