A Network Science and Document Similarity based Hybrid Job Recommendation System
Tööde soovitussĂŒsteemid kasutavad erinevaid andmeallikaid lĂ”ppkasutajale parema sisu tagamiseks. HĂ€sti toimiva soovitussĂŒsteemi arendamine nĂ”uab keerulisi hĂŒbriidseid lĂ€henemisi sarnasuse kujutamisele pĂ”hinedes töökuulutuste ja resĂŒmeede sisudele ja nendevahelistele interaktsioonidele. Antud töö tulemina arendati efektiivne vĂ”rgul baseeruv töökohtade soovitussĂŒsteem, mis kasutab Personalized PageRank algoritmi töökohtade jĂ€rjestamiseks pĂ”hinedes tööotsija resĂŒmee ja töökuulutuse kui tekstiliste dokumentide sarnasustele ning eelnevatele kasutaja ja töökuulutuste vahelistele interaktsioonidele.Meie lĂ€henemine saavutas 50%-lise saagise ja tekitas online A/B testi jooksul rohkem kandideerimisi kui eelmised algoritmid.Job recommendation systems mainly use different sources of data in order to give the better content for the end user. Developing the well-performing system requires complex hybrid approaches of representing similarity based on the content of job postings and resumes as well as interactions between them. We develop an efficient hybrid network-based job recommendation system which uses Personalized PageRank algorithm in order to rank vacancies for the users based on the similarity between resumes and job posts as textual documents, along with previous interactions of users with vacancies. Our approach achieved the recall of 50% and generated more applies for the jobs during the online A/B test than previous algorithms
A series of case studies to enhance the social utility of RSS
RSS (really simple syndication, rich site summary or RDF site summary) is a dialect of
XML that provides a method of syndicating on-line content, where postings consist of
frequently updated news items, blog entries and multimedia. RSS feeds, produced by
organisations or individuals, are often aggregated, and delivered to users for consumption
via readers. The semi-structured format of RSS also allows the delivery/exchange of
machine-readable content between different platforms and systems.
Articles on web pages frequently include icons that represent social media services
which facilitate social data. Amongst these, RSS feeds deliver data which is typically
presented in the journalistic style of headline, story and snapshot(s). Consequently, applications
and academic research have employed RSS on this basis. Therefore, within the
context of social media, the question arises: can the social function, i.e. utility, of RSS be
enhanced by producing from it data which is actionable and effective?
This thesis is based upon the hypothesis that the
fluctuations in the keyword frequencies
present in RSS can be mined to produce actionable and effective data, to enhance
the technology's social utility. To this end, we present a series of laboratory-based case
studies which demonstrate two novel and logically consistent RSS-mining paradigms. Our first paradigm allows users to define mining rules to mine data from feeds. The second
paradigm employs a semi-automated classification of feeds and correlates this with sentiment.
We visualise the outputs produced by the case studies for these paradigms, where
they can benefit users in real-world scenarios, varying from statistics and trend analysis
to mining financial and sporting data.
The contributions of this thesis to web engineering and text mining are the demonstration
of the proof of concept of our paradigms, through the integration of an array of
open-source, third-party products into a coherent and innovative, alpha-version prototype
software implemented in a Java JSP/servlet-based web application architecture

Big data for monitoring educational systems
This report considers âhow advances in big data are likely to transform the context and methodology of monitoring educational systems within a long-term perspective (10-30 years) and impact the evidence based policy development in the sectorâ, big data are âlarge amounts of different types of data produced with high velocity from a high number of various types of sources.â Five independent experts were commissioned by Ecorys, responding to themes of: students' privacy, educational equity and efficiency, student tracking, assessment and skills. The experts were asked to consider the âmacro perspective on governance on educational systems at all levels from primary, secondary education and tertiary â the latter covering all aspects of tertiary from further, to higher, and to VETâ, prioritising primary and secondary levels of education
Collective intelligence: creating a prosperous world at peace
The era of collective intelligence has begun in earnest. While others have written about the wisdom of crowds, an army of Davids, and smart mobs, this collection of essays for the first time brings together fifty-five pioneers in the emerging discipline of collective intelligence. They provide a base of tools for connecting people, producing high-functioning teams, collaborating at multiple scales, and encouraging effective peer-production. Emerging models are explored for digital deliberative democracy, self-governance, legislative transparency, true-cost accounting, and the ethical use of open sources and methods. Collective Intelligence is the first of a series of six books, which will also include volumes on Peace Intelligence, Commercial Intelligence, Gift Intelligence, Cultural Intelligence, and Global Intelligence.Table of Contents

Congress UPV Proceedings of the 21ST International Conference on Science and Technology Indicators
This is the book of proceedings of the 21st Science and Technology Indicators Conference that took place
in ValĂšncia (Spain) from 14th to 16th of September 2016.
The conference theme for this year, âPeripheries, frontiers and beyondâ aimed to study the development and
use of Science, Technology and Innovation indicators in spaces that have not been the focus of current indicator
development, for example, in the Global South, or the Social Sciences and Humanities.
The exploration to the margins and beyond proposed by the theme has brought to the STI Conference an
interesting array of new contributors from a variety of fields and geographies.
This yearâs conference had a record 382 registered participants from 40 different countries, including 23
European, 9 American, 4 Asia-Pacific, 4 Africa and Near East. About 26% of participants came from outside
of Europe.
There were also many participants (17%) from organisations outside academia including governments (8%),
businesses (5%), foundations (2%) and international organisations (2%). This is particularly important in a
field that is practice-oriented.
The chapters of the proceedings attest to the breadth of issues discussed. Infrastructure, benchmarking
and use of innovation indicators, societal impact and mission oriented-research, mobility and careers, social
sciences and the humanities, participation and culture, gender, and altmetrics, among others.
We hope that the diversity of this Conference has fostered productive dialogues and synergistic ideas and
made a contribution, small as it may be, to the development and use of indicators that, being more inclusive,
will foster a more inclusive and fair world
