    An integrated approach for evaluating the effectiveness of landslide risk reduction in unplanned communities in the Caribbean

    Despite the recognition of the need for mitigation approaches to landslide risk in developing countries, the delivery of ‘on-the-ground’ measures is rarely undertaken. With respect to other ‘natural’ hazards it is widely reported that mitigation can pay. However, the lack of such an evidence-base in relation to landslides in developing countries hinders advocacy amongst decision makers for expenditure on ex-ante measures. This research addresses these limitations directly by developing and applying an integrated risk assessment and cost-benefit analysis of physical landslide mitigation measures implemented in an unplanned community in the Eastern Caribbean. In order to quantify the level of landslide risk reduction achieved, landslide hazard and vulnerability were modelled (before and after the intervention) and project costs, direct and indirect benefits were monetised. It is shown that the probability of landslide occurrence has been substantially reduced by implementing surface-water drainage measures, and that the benefits of the project outweigh the costs by a ratio of 2.7 to 1. This paper adds to the evidence base that ‘mitigation pays’ with respect to landslide risk in the most vulnerable communities – thus strengthening the argument for ex-ante measures. This integrated project evaluation methodology should be suitable for adoption as part of the community-based landslide mitigation project cycle, and it is hoped that this resource, and the results of this study, will stimulate further such programmes.Landslide modelling, Risk assessment, Cost Benefit Analysis, Developing countries, Community

    Simulation-Based Countermeasures Towards Accident Prevention : Virtual Reality Utilization in Industrial Processes and Activities

    Despite growing industrial interests in fully immersive virtual reality (VR) applications for safety countermeasures, there is scanty research on the subject in the context of accident prevention during manufacturing processes and plant maintenance activities. This dissertation aims to explore and experiment with VR for accident prevention by targeting three workplace safety countermeasures: fire evacuation drills, hazard identification and risk assessments (HIRA), and emergency preparedness and response (EPR) procedures. Drawing on the virtual reality accident causation model (VR-ACM) (i.e., 3D modelling and simulation, accident causation, and safety drills) and the fire evacuation training model, two industrial 3D simulation models were utilized for the immersive assessment and training. These were a lithium-ion battery (LIB) manufacturing factory and a gas power plant (GPP). In total, five studies (publications) were designed to demonstrate the potential of VR in accident prevention during the manufacturing processes and maintenance activities at the facility conceptual stages. Two studies were with the LIB factory simulation to identify inherent hazards and assess risks for redesigning the factory to ensure workplace safety compliance. The other three studies constituted fire hazard identifications, emergency evacuations and hazard control/mitigations during the maintenance activity in the GPP simulation. Both study models incorporated several participants individually immersed in the virtual realm to experience the accident phenomena intuitively. These participants provided feedback for assessing the research objectives. Results of the studies indicated that several inherent hazards in the LIB factory were identified and controlled/mitigated. Secondly, the GPP experiment results suggested that although the maintenance activity in the virtual realm increased the perception of presence, a statistically significant delay was recorded at the pre-movement stage due to the lack of situational safety awareness. Overall, the study demonstrates that participants immersed in a VR plant maintenance activity and manufacturing factory process simulation environments can experience real-time emergency scenarios and conditions necessary for implementing the essential safety countermeasures to prevent accidents.Vaikka kiinnostus virtuaalitodellisuuden (VR) kÀyttöön turvallisuuden varotoimissa teollisuudessa on kasvanut, tutkimuksia ei ole juurikaan tehty onnettomuuksien ehkÀisystÀ valmistus- ja kunnossapitotoiminnassa. TÀmÀn vÀitöskirjan tavoitteena on tutkia ja kokeilla VR:ÀÀ tapaturmien ehkÀisyssÀ kohdistuen kolmeen työpaikan turvallisuuden varotoimeen: paloharjoitukset, riskien arvioinnit sekÀ hÀtÀtilanteiden valmiusmenettelyt ja toimintasuunnitelmat (EPR). Kokemuksellisessa ja uppouttavassa koulutuksessa hyödynnettiin kahta teollisuuden 3D-simulointimallia, jotka nojautuvat virtuaalitodellisuuden onnettomuuksien aiheutumismalliin (VR-ACM) (eli 3D-mallinnus- ja simulointi, onnettomuussyy- ja turvallisuuskoulutus) sekÀ paloharjoitusmalliin. NÀmÀ 3D-simulointimallit ovat litiuminoniakkuja (LIB) valmistava tehdas, joka rakennettiin Visual Components 3D-simulointiohjelmistolla (versio 4.0) ja kaasuvoimala (GPP) Unrealin reaaliaikaisella pelimoottorilla (versio 4.2). YhteensÀ viisi tutkimusta (julkaisua) suunniteltiin havainnollistamaan VR:n potentiaalia tapaturmien ehkÀisyssÀ valmistusprosessin layout-suunnittelun ja tehtaan konseptivaiheissa tehtÀvÀn kunnossapidon aikana. Kaksi tutkimusta tehtiin LIB-tehdassimulaatiolla vaarojen tunnistamiseksi sekÀ riskien arvioimiseksi. Tutkimukset tehtiin tehtaan uudelleensuunnittelua varten, työturvallisuuden noudattamisen varmistamiseksi. Muut kolme tutkimusta kÀsittelevÀt palovaaran tunnistamista, hÀtÀevakuointia ja riskien vÀhentÀmistÀ huoltotoiminnan aikana GPP-simulaatiossa. Molemmissa tutkimusmalleissa oli useita virtuaalimaailmaan uppoutuneita osallistujia, jotka saivat kokea onnettomuudet yksilöllisesti ja intuitiivisesti. Osallistujat antoivat palautetta kokeen jÀlkeisessÀ kyselyssÀ. Kyselyn tuloksien avulla LIB-tehtaassa tunnistettiin ja lievennettiin useita vaaroja. GPP-kokeilun tulokset viittasivat siihen, ettÀ vaikka yllÀpitotoiminta virtuaalimaailmassa lisÀsi telelÀsnÀoloa, tilastollisesti merkittÀvÀ viive kirjattiin liikettÀ edeltÀvÀssÀ vaiheessa turvallisuustietoisuuden puuteen vuoksi.     Are we predisposed to behave securely? Influence of risk disposition on individual security behaviors

    Employees continue to be the weak link in organizational security management and efforts to improve the security of employee behaviors have not been as effective as hoped. Researchers contend that security-related decision making is primarily based on risk perception. There is also a belief that, if changed, this could improve security-related compliance. The extant research has primarily focused on applying theories that assume rational decision making e.g. protection motivation and deterrence theories. This work presumes we can influence employees towards compliance with information security policies and by means of fear appeals and threatened sanctions. However, it is now becoming clear that security-related decision making is complex and nuanced, not a simple carrot- and stick-related situation. Dispositional and situational factors interact and interplay to influence security decisions. In this paper, we present a model that positions psychological disposition of individuals in terms of risk tolerance vs. risk aversion and proposes research to explore how this factor influences security behaviors. We propose a model that acknowledges the impact of employees' individual dispositional risk propensity as well as their situational risk perceptions on security-related decisions. It is crucial to understand this decision-making phenomenon as a foundation for designing effective interventions to reduce such risk taking. We conclude by offering suggestions for further research.</p

    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Design and Instantiation of IS2SAVE: An Information System to Predict the Influx of Spontaneous Volunteers at Operating Sites

    Disaster managers are in charge of encountering natural disasters, yet, more often supported by citizens, so-called spontaneous volunteers. Their help has repeatedly been reported to be valuable for reducing disaster scales, regarding an increase in natural disasters occurrences with devastating effects. However, their characteristic to emerge in large groups has led to an unpredictable influx at operating sites from the perspective of disaster management. Finally, this led to problems such as congestions and blocked emergency routes, overcrowded operating sites and hampering officials in doing their work. To address this unpredictability, we apply a design science research approach to design and develop an information system to predict the influx of spontaneous volunteers at operating sites. We examine three design requirements and ten design principles, that we instantiate in a prototype. We finally validate our design theory empirically with experts, who positively highlight its perceived usefulness, conciseness, extendibility, explanatory power

    Extreme Events Decision Making in Transport Networks: A Holistic Approach Using Emergency Scenarios and Decision Making Theory

    This paper proposes a novel method to analyse decision-making during extreme events. The method is based on Decision-making Theory and aims at understanding how emergency managers make decisions during disasters. A data collection framework and an analysis method were conceptualized to capture participant’s behaviour, perception and understanding throughout a game-board simulation exercise, which emulates an earthquake disaster scenario affecting transport systems. The method evaluates the participant’s actions in order to identify decision-making patterns, strengths and weaknesses. A set of case studies has shown two typical patterns, namely: a) Support immediate rescue; b) Support lifelines recovery. Good decision-making practices regard to objective-oriented decision making, understanding of conflicting priorities and appropriate resource management. Weaknesses are associated with comprehending relationships between community/environment and projecting future scenarios. Overall, the case study’s results demonstrate the efficiency and robustness of the proposed method to analyse decision making during disasters
