    Law Enforcement of the Bandung Regional Regulations on the Orderliness, Cleanliness, and the Beauty

    The Number of sidewalk vendors in Bandung has reached 11,000 with no decline in growth according to the survey conducted by Indonesian University of Education/ Universitas Pendidikan Indonesia (UPI) in collaboration with Badan Perencanaan dan Pembangunan Daerah (Bappeda or regional development planning agency) Bandung. Sidewalk vendor is one of the main contributors to the dirtiness and traffic congestion in Bandung. Bandung has passed a Regional Regulation Numbered 3 and 5 about Cleanliness, Orderliness and the Beauty to prevent and to build the sidewalk vendors. However, lack of legal awareness and law enforcement may constrain the effectiveness of the regulation. Those regulations are particularly Bandung Regional Regulation Numbered 4/ 2011 concerning sidewalk vendors in which imposing high fine sanction not only for the seller but also for the buyer to prevent them from violating those regulations. To analyze the the compliance level of society and the effectiveness of fine sanction for the violation of regulations, this research used juridical normative approach and comparative method by comparing the regulation in Bandung with other Regional regulations related to sidewalk vendors in other cities in Indonesia such as in Surakarta and Surabaya. This research found that the law enforcement to the violation of sidewalk vendors regulation in Bandung city is not optimum due to lack of awareness to obey the law. The criminal sanction such as fine and forced fees are not able to prevent the violation of sidewalk vendors regulations. This research suggest that The Regional government of Bandung City: (1) needs to find a right model to keep sidewalk vendors in order by looking at the characteristics of the society and its social culture; (2) needs to search for a way to increase society's compliance to any policies made by the government; and (3) needs to revise the current regulatio

    Do personality states predict momentary task performance? The moderating role of personality variability

    We investigated how state neuroticism and state conscientiousness related to momentary task performance and tested whether these relationships were affected by the extent to which a person varies in his level of state neuroticism/conscientiousness across situations. We hypothesized that state neuroticism relates negatively, while state conscientiousness relates positively to momentary task performance. Moreover, for both personality dimensions, we expected the state personality-momentary task performance relationship to be stronger for employees who behave, feel, and think more consistently across situations. These hypotheses were tested using a 10-day experience sampling study in a large financial institution. Multilevel regression analyses revealed that state neuroticism related negatively and state conscientiousness positively to momentary task performance. Moreover, the relationship between state conscientiousness and momentary task performance was stronger for people lower insituational within-person conscientiousness variability. From a theoretical point of view, our findings suggest that personality states relate to momentary task performance and that this relationship is stronger for people low insituational within-person variability. From a practical point of view, they emphasize the importance of taking into account an employee's state personality levels and the variability herein, in addition to assessing his/her overall trait level of personality

    Distinguishing “mHealth” from Other Healthcare Services in a Developing Country: A Study from the Service Quality Perspective

    Mobile phones’ exponential growth is fuelling the emergence of mobile health (mHealth), thus contributing to healthcare services’ innovative transformation in developing countries. mHealth’s ubiquitous personalised capabilities obviate the access barriers and dismal performance of conventional systems, therefore gaining popularity among patients. Researchers have focused on service quality―a vital element of service adoption―and sustainability. For mHealth to become a robust alternative, how patients perceive mHealth vis-à-vis conventional services must be understood. Comparative analysis studies between mHealth and conventional systems are scarce yet would contribute to theory and strengthen the antecedent phases to service quality, that is, design and operation. mHealth is a viable alternative for fulfiling the unmet goal of quality of life for all. Prompted by these insights, this study is the first attempt to discover the differentiating characteristics of mHealth. Patients’ perceptions were analyzed by multiple discriminant analysis, a classification technique. The findings show that, in distinguishing between healthcare services, mHealth is a favourable alternative: service differentiation occurs along the dimensions of ubiquity, information-quality, and value. The findings’ implications for theory and practice and future research guidelines are also discussed

    Connecting worlds: the translation of international auditing standards into post-Soviet audit practice

    This paper analyses the use and circulation of nternational auditing standards within a large post-Soviet Russian audit firm, as it faces up to the challenges of international harmonisation. It describes this process as one of ‘connecting worlds’ and translation. In a detailed field study based investigation, it traces various attempts to articulate and link Soviet and post-Soviet worlds, old and new imagined audit worlds. The paper underscores the fragile and precarious nature of international standardisation projects. It shows how ideals of audit universalism and international comparability become enmeshed in, and challenged by, global divisions of audit labour, problems and practices of power and exclusion, and struggles for intra-professional distinction, which in turn undermine as well as promote the connecting of worlds through standards

    Lexical Derivation of the PINT Taxonomy of Goals: Prominence, Inclusiveness, Negativity Prevention, and Tradition

    What do people want? Few questions are more fundamental to psychological science than this. Yet, existing taxonomies disagree on both the number and content of goals. We thus adopted a lexical approach and investigated the structure of goal-relevant words from the natural English lexicon. Through an intensive rating process, 1,060 goal-relevant English words were first located. In Studies 1-2, two relatively large and diverse samples (total n = 1,026) rated their commitment to approaching or avoiding these goals. Principal component analyses yielded 4 replicable components: Prominence, Inclusiveness, Negativity prevention, and Tradition (the PINT Taxonomy). Study 3-7 (total n = 1,396) supported the 4-factor structure of an abbreviated scale and found systematic differences in their relationships with past goal-content measures, the Big 5 traits, affect, and need satisfaction. This investigation thus provides a data-driven taxonomy of higher-order goal-content and opens up a wide variety of fascinating lines for future research

    What is meant by science and whether it is an appropriate model for public administration has been a subject of debate since Woodrow Wilson called for a science of administration in 1887. This dissertation introduces another voice into that debate, the voice of a world-renowned physical chemist named Michael Polanyi. Polanyi\u27s sharp criticism of positivism reinforces the arguments of those questioning the legitimacy of an administrative science, but instead of rejecting it, he constructed an alternative definition of science that recognizes the indeterminacy of reality, the personal nature of knowledge, and the centrality of the logic of tacit knowing. Because all knowledge is tacit or rooted in tacit knowing, we can know more than we can tell, and tacit knowing becomes evident in the dynamic order of polycentric entities and in their reliance on tradition and the person, constrained by community, and morally responsible for discovery and practice
