    Sustainable Data Governance: A Systematic Review and a Conceptual Framework

    We present a systematic literature review based on bibliometric analysis to clarify the role of data governance in sustainable development. We made a concept-centric review of 35 relevant papers (out of an initial set of 2214) selected from Scopus and Web of Science and classified them into (1) sector-specific, (2) causal relationships and approaches, (3) data accessibility for sustainable development, and (4) smart contexts. Our contribution includes a conceptual framework for sustainable data governance in product lifecycles. Pursuing data-driven sustainability requires actions in structure, processes, and relational mechanisms. Data attributes (e.g., privacy, immutability, permissions, fairness), scope of data to be covered, and supporting technology are increasingly important to reduce all forms of waste while ensuring a long-term strategy to generate sustainable value from data

    A Literature Review of Data Governance and Its Applicability to Smart Cities

    Data governance have been relevant for companies for a long time. Yet, in the broad discussion on smart cities, research on data governance in particular is scant, even though data governance plays an essential role in an environment with multiple stakeholders, complex IT structures and heterogeneous processes. Indeed, not only can a city benefit from the existing body of knowledge on data governance, but it can also make the appropriate adjustments for its digital transformation. Therefore, this literature review aims to spark research on urban data governance by providing an initial perspective for future studies. It provides a comprehensive overview of data governance and the relevant facets embedded in this strand of research. Furthermore, it provides a fundamental basis for future research on the development of an urban data governance framework

    Data driven approaches for smart city planning and design: a case scenario on urban data management

    Purpose Because of the use of digital technologies in smart cities, municipalities are increasingly facing issues related to urban data management and are seeking ways to exploit these huge amounts of data for the actualization of data driven services. However, only few studies discuss challenges related to data driven strategies in smart cities. Accordingly, the purpose of this study is to present data driven approaches (architecture and model), for urban data management needed to improve smart city planning and design. The developed approaches depict how data can underpin sustainable urban development. Design/methodology/approach Design science research is adopted following a qualitative method to evaluate the architecture developed based on top-level design using a case data from workshops and interviews with experts involved in a smart city project. Findings The findings of this study from the evaluations indicate that the identified enablers are useful to support data driven services in smart cities and the developed architecture can be used to promote urban data management. More importantly, findings from this study provide guidelines to municipalities to improve data driven services for smart city planning and design. Research limitations/implications Feedback as qualitative data from practitioners provided evidence on how data driven strategies can be achieved in smart cities. However, the model is not validated. Hence, quantitative data is needed to further validate the enablers that influence data driven services in smart city planning and design. Practical implications Findings from this study offer practical insights and real-life evidence to define data driven enablers in smart cities and suggest research propositions for future studies. Additionally, this study develops a real conceptualization of data driven method for municipalities to foster open data and digital service innovation for smart city development. Social implications The main findings of this study suggest that data governance, interoperability, data security and risk assessment influence data driven services in smart cities. This study derives propositions based on the developed model that identifies enablers for actualization of data driven services for smart cities planning and design. Originality/value This study explores the enablers of data driven strategies in smart city and further developed an architecture and model that can be adopted by municipalities to structure their urban data initiatives for improving data driven services to make cities smarter.     Imagining the smart city through smart grids? Urban energy futures between technological experimentation and the imagined low-carbon city

    Current imaginaries of urban smart grid technologies are painting attractive pictures of the kinds of energy futures that are desirable and attainable in cities. Making claims about the future city, the socio-technical imaginaries related to smart grid developments unfold the power to guide urban energy policymaking and implementation practices. This paper analyses how urban smart grid futures are being imagined and co-produced in the city of Berlin, Germany. It explores these imaginaries to show how the politics of Berlin’s urban energy transition are being driven by techno-optimistic visions of the city’s digital modernisation and its ambitions to become a ‘smart city’. The analysis is based on a discourse analysis of relevant urban policy and other documents, as well as interviews with key stakeholders from Berlin’s energy, ICT and urban development sectors, including key experts from three urban laboratories for smart grid development and implementation in the city. It identifies three dominant imaginaries that depict urban smart grid technologies as (a) environmental solution, (b) economic imperative and (c) exciting experimental challenge. The paper concludes that dominant imaginaries of smart grid technologies in the city are grounded in a techno-optimistic approach to urban development that are foreclosing more subtle alternatives or perhaps more radical change towards low-carbon energy systems

    Smart energy transition: An evaluation of cities in South Korea

    One positive impact of smart cities is reducing energy consumption and CO2 emission through the use of information and communication technologies (ICT). Energy transition pursues systematic changes to the low-carbon society, and it can benefit from technological and institutional advancement in smart cities. The integration of the energy transition to smart city development has not been thoroughly studied yet. The purpose of this study is to find empirical evidence of smart cities' contributions to energy transition. The hypothesis is that there is a significant difference between smart and non-smart cities in the performance of energy transition. The Smart Energy Transition Index is introduced. Index is useful to summarize the smart city component's contribution to energy transition and to enable comparison among cities. The cities in South Korea are divided into three groups: (1) first-wave smart cities that focus on smart transportation and security services; (2) second-wave smart cities that provide comprehensive urban services; and (3) non-smart cities. The results showed that second-wave smart cities scored higher than first-wave and non-smart cities, and there is a statistically significant difference among city groups.     How Are Medium-Sized Cities Implementing Their Smart City Governance? Experiences from the Emilia-Romagna Region

    Within the smart city debate, this paper aims to reflect on whether and how medium-sized Italian cities are organizing their smart transition technically as well as administratively. The smart city concept was developed in the 1990s when major European cities began a smart transition through widespread urban regeneration projects and the introduction of advanced technologies applied not only to the physical city but also to governance, policymaking, and communication, involving multiple sectors of city administrations. In the last decade, medium-sized cities have also started this transition process, although with lower emphasis than metropolitan cities. In most medium-sized Italian cities, this transition, in accordance with national and regional guidelines, has sometimes led to competencies reorganization within local governments. Within this framework, the paper examines the tools with which medium-sized Italian cities’ administrations address the smart transformation in their territories, comparing a sample of 10 cities in Emilia-Romagna and considering policymaking, governance structure, past and current projects, and communication transparency. The expected result is therefore a systematic review of experiences to reconstruct a complex picture of the political and administrative choices that have led to the implementation or setting in motion of smart transformation processes to draw some useful lessons

    Achieving Decarbonisation Through Sustainable Smart City Technologies

    The concept of Sustainable Smart City (SSC) has been promoted as an ideal model that promises to enhance the efficiency of city governance and improve sustainability by taking advantage of technological innovations. Despite the rise of SSC initiatives and research worldwide, it is difficult to establish whether SSC really delivers Decarbonisation solutions or is a techno-centric fantasy to control the effects of the environment with modern technology. The main problem of carbon emissions relates to excessive consumption behaviour, which hinges on the social lifestyle and wellbeing needs of urban citizens. In this research, we have considered Decarbonisation as a movement ingrained in the social fabric of society to address these behavioural issues. This study aims to assess the extent of SSC models' approach to Decarbonisation which stems from social behaviour problems that cause high carbon emissions. Based on selected keywords, a systematic literature review was carried out to understand the main themes within four publication databases. Upon screening, 115 papers were used for thematic analysis to evaluate the extent of social and behavioural considerations to reduce carbon emissions. The results revealed three overarching themes that mainly sought to define SSC, describe the pathway to achieve SSC, and understand the impact of SSC. Majority of the studies focussed on the conceptual definition and descriptive indicators to mark the way forward towards SSC. Only a small proportion (11%) of papers discussed about social engagement and participation to affect the necessary changes for SSC and had limited relevance to carbon reduction. The findings show a disconnection between the political ambitions of SSC models and the social demands of urban citizens that drive carbon emissions.     Analysis of Open Government Data initiatives in Brazil

    The Open Data movement has been growing worldwide over the last decade following the crescent data production and technological evolution. This movement use Information and Communication Technologies to provide data in an available, interoperable, license-free, reusable and accessible way to everyone. The Open Data applied to government data relates to a subset called Open Government Data and has the potential to support better decisions and make governments more transparent, efficient, and accountable. Among some of the identified benefits that can be reached through Open Government Data are generate economic growth, motivate innovations, trigger social changes, stimulate citizen participation, thus promoting more democratic societies. The present study selected a set of Open Data requirements from the literature and characterized a collection of datasets from the main Brazilian Open Data government portals regarding their compliance with those requirements. The results showed that the analyzed datasets meet more than half of the requirements but are far from being fully compliant. These results can support government bodies in the identification of the gaps that need to be addressed to make Open Government Data initiatives more effective and harnessed to their full potential.O movimento de Dados Abertos tem crescido em todo o mundo ao longo da última década, acompanhando a crescente produção de dados e a evolução tecnológica. Este movimento utiliza as Tecnologias da Informação e Comunicação para fornecer dados de forma disponível, interoperável, com licença livre, reutilizável e acessível a todos. Iniciativas de Dados Abertos aplicadas a dados do governo referem-se a um subconjunto chamado Dados Governamentais Abertos e tem o potencial de apoiar melhores decisões e tornar os governos mais transparentes, eficientes e responsáveis. Entre alguns dos potenciais benefícios identificados estão o impulsionamento do crescimento econômico, o desenvolvimento de inovações, o estímulo às mudanças sociais e à participação cidadã, promovendo, dessa forma, sociedades mais democráticas. O presente estudo identificou requisitos de Dados Abertos encontrados na literatura e caracterizou conjuntos de dados extraídos dos principais portais de Dados Abertos do governo brasileiro em relação à sua conformidade com esses requisitos. Os resultados mostraram que os conjuntos de dados analisados atendem a mais da metade dos requisitos, mas estão longe de apresentar 100% de conformidade. Esses resultados podem apoiar os órgãos governamentais na identificação das lacunas que precisam ser observadas para tornar as iniciativas da Dados Governamentais Abertos mais eficazes e aproveitadas em todo o seu potencial

    Smart city : How smart is it actually?

    The global megatrends of population growth and fast urbanisation are negatively impacting the life in the cities. Smart city is the high-level concept by which the cities try to address the need to improve their social, economic and environmental sustainability. This thesis studies how the smart city concept is defined, what are the underlying hypotheses and assumptions on which the smart city research is based on, what are the latest results and innovations of the smart city research, how the smart city initiatives are meeting their objectives, and how the hypotheses and assumptions may vary between the smart city initiatives. The objective of this study is to critically review the smart city research paradigm to find possible pitfalls, conflicting results and topics for further study and improvement. This research is conducted as a traditional critical literature review, covering the current academic literature on the smart city topic, the websites presenting the smart city initiatives around the world, and the latest popular literature for contrasting views. A qualitative comparison of the smart city initiatives in selected cities – Helsinki, Singapore and London – complements the literature review. The research strategy in this study approximates the grounded theory, utilising inductive reasoning to generate arguments and conclusions about the form, validity and future of the smart city. This study produced the following key findings: there are many different and overlapping definitions of smart city; the smart city development is mostly seen as the responsibility of smart ICT implementations, while simultaneously demanding for a more focused human viewpoint; the smart city initiatives form complex, multidisciplinary platforms that require holistic evaluation; the current evaluation methods and rankings of the smart cities vary considerably, making the evaluation of the success of the smart cities difficult; some of the existing smart city elements and proposed solutions are ineffective or even counterproductive for the smart city objectives. The main conclusions of this study were that the complex nature of the smart city initiatives and the conflicts and interdependencies of the smart city objectives are not fully addressed in the current smart city research, and that the current smart city research is not adequately multidisciplinary in nature. For the future, this research argues for the increased utilisation of research methods used in information systems science for their ability to address socio-technical and multidisciplinary problems. Also, the need for a future research on the efficacy of the multidisciplinary research of smart cities is identified.Väestönkasvu, siitä aiheutuva muuttoliike ja nopea kaupungistuminen ovat maailmanlaajuisia megatrendejä, jotka usein vaikuttavat kielteisesti elämisen ja asumisen laatuun kaupungeissa. Älykaupunki on ylemmän tason konsepti, jonka avulla kaupungit yrittävät muokata sosiaalista, taloudellista ja ympäristönsä kehitystä kestävämmälle pohjalle. Tässä tutkielmassa tarkastellaan, miten älykaupungin konsepti on määritelty, mitkä ovat ne taustaolettamukset ja perusteet, joiden varaan älykaupunkien tieteellinen tutkimus pohjautuu, mitkä ovat älykaupunkitutkimuksen viimeisimmät tulokset ja innovaatiot, miten älykaupunkihankkeet saavuttavat tavoitteensa ja miten niiden perusteet ja taustaolettamukset vaihtelevat älykaupunkien välillä. Tämän tutkimuksen tavoitteena on kriittisesti tarkastella älykaupunkien tutkimusparadigmaa ja löytää mahdollisia sudenkuoppia sekä ristiriitaisia tutkimusaiheita ja -tuloksia, joita voitaisiin käyttää älykaupunkien jatkotutkimukseen ja -kehittämiseen tulevaisuudessa. Tämä tutkimus on toteutettu perinteisenä kriittisenä kirjallisuustutkimuksena. Lähdeaineistona on käytetty älykaupunkien viimeisimpiä akateemisia tutkimustuloksia ja julkaisuja, älykaupunkihankkeiden omia nettisivustoja ympäri maailman sekä kontrastin vuoksi myös viimeisimpiä populaarin lähdekirjallisuuden käsittelemiä aiheita ja ilmiöitä. Kirjallisuustutkimusta on täydennetty kvalitatiivisella älykaupunkivertailulla, jossa Helsingin, Singaporen ja Lontoon älykaupunkihankkeita on vertailtu keskenään. Työn tutkimusstrategia muistuttaa ankkuroitua teoriaa, jossa induktiivisen päättelyn avulla pyritään lähdeaineistosta löytämään ja luomaan väitteitä, perusteluja ja johtopäätöksiä älykaupunkien muodosta, olemassaolon oikeellisuudesta ja tulevaisuudesta. Tutkimuksessa havaittiin seuraavat pääkohdat: älykaupunki voidaan määritellä usealla, myöskin samanaikaisesti päällekkäisellä tavalla; älykaupunkien kehittäminen nähdään yleensä tieto- ja viestintäteknologisten innovaatioiden kehittämisenä, vaikka samanaikaisesti usein vaaditaan myös inhimillisemmän näkökulman korostamista; älykaupunkihankkeet muodostavat monitahoisia, monia tieteenaloja koskettavia alustoja, jotka vaativat nykyistä kokonaisvaltaisempaa tarkastelua ja arvi-ointia; nykyiset älykaupunkien menestyksen mittarit ja arviointitavat vaihtelevat huomattavasti, jolloin älykaupunkien älykkyyden ja onnistumisen yhteismitallinen arviointi on vaikeaa; jotkut havaituista älykaupunkien ominaisuuksista ja ratkaisuista ovat tehottomia tai jopa kielteisesti älykaupunkien tavoitteisiin vaikuttavia. Tässä tutkimuksessa päädyttiin seuraaviin johtopäätöksiin: älykaupunkihankkeiden monimutkaisen ja ristiriitaisen luonteen takia nykyinen älykaupunkitutkimus- ja kehitys ei täysin pysty vastaamaan näiden ristiriitaisuuksien ja keskinäisriippuvuuksien tuomiin haasteisiin; nykyinen älykaupunkitutkimus ei myöskään ole tieteellisesti riittävän monialaista. Tämän tutkimuksen pohjalta voidaan suositella, että tulevaisuudessa älykaupunkien kehitys voisi pohjautua enemmän tietojärjestelmätieteiden tutkimusmetodologioiden hyödyntämiseen, jolloin älykaupunkien vaatimat sosiotekniset ja monitieteelliset näkökulmat saataisiin paremmin havaittua, katettua ja arvioitua tutkimustuloksissa.
