    Third Revolution Digital Technology in Disaster Early Warning

    Networking societies with electronic based technologies can change social morphology, where key social structures and activities are organized around electronically processed information networks. The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted. Early warning is the key function during an emergency. Early warning system is an interrelated set of hazard warning, risk assessment, communication and preparedness activities that enable individuals, communities, businesses and others to take timely action to reduce their risks. Third revolution digital technology with semantic features such as standard protocols can facilitate standard data exchange therefore proactive decision making. As a result, people belong to any given hierarchy can access the information simultaneously and make decisions on their own challenging the traditional power relations.     Production of semi real time media-GIS contents using MODIS imagery

    [Abstract]: Delivering environmental disaster information, swiftly, attractively, meaningfully, and accurately, to public is becoming a competitive task among spatial data visualizing experts. Basically, the data visualization process has to follow basics of spatial data visualization to maintain the academic quality and the spatial accuracy of the content. Here, “Media-GIS”, can be promoted as a one of the latest sub-forms of GIS, which targets mass media. Under Media-GIS, “Present” or the fist component of three roles of data visualization takes the major workload compare to other two, “Analysis” and “Explore”. When present contents, optimizing the main graphical variables like, size, value, texture, hue, orientation, and shape, is vital with regard to the target market (age group, social group) and the medium (print, TV, WEB, mobile). This study emphasizes on application of freely available MODIS true colour images to produce near real time contents on environmental disasters, while minimizing the production cost. With the brake of first news of a significant environmental disaster, relevant MODIS (250m) images can be extracted in GeoTIFF and KLM (Keyhole Markup Language) formats from MODIS website. This original KML file can be overlayed on Google Earth, to collect more spatial information of the disaster site. Then, in ArcGIS environment, GeoTIFF file can be transferred into Photoshop for production of the graphics of the target spot. This media-friendly Photoshop file can be used as an independent content without geo-references or imported into ArcGIS to convert into KLM format, which has geo-references. The KLM file, which is graphically enhanced content with extra information on environmental disaster, can be used in TV and WEB through Google Earth. Also, sub productions can be directed into print and mobile contents. If the data processing can be automated, system will be able to produce media contents in a faster manner. A case study on the recent undersea oil spill occurred in Gulf of Mexico included in the report to highlight main aspects discussed in the methodology

    Understanding the dilemmas of integrating post-disaster and post-conflict reconstruction initiatives: Evidence from Nepal, Sri Lanka and Indonesia

    This paper investigates the extent of links between the processes of post-disaster reconstruction and post-conflict reconstruction in three places – Nepal, Sri Lanka and Indonesia – which have all experienced both processeswithin a relatively short period of time. Drawing on extensive interviews with policy makers and practitioners it explores the dilemmas of attempting to link post-disaster and post-conflict reconstruction activities (PDR and PCR), and the key factors in decision making by those stakeholders who support this approach, and those who oppose it. The paper finds that whilst there is an appetite among many practitioners and stakeholders to link the two processes, there is also a concern that this will be difficult to achieve in a context that is already highlychallenging. It demonstrates that in practice the two processes have largely been understood and practiced as separate, though there are some important instances of overlap between the two. Where this overlap has occurred,it has produced very different effects in the different cases. Finally, the paper identifies a number offactors that appear to either prevent or enable links being made between post-conflict and post-disaster programming.These factors include politics and coordination, the nature of the conflict settlement, the difficulty ofmaintaining institutional memory, and the importance of sustaining the pace of the processes

    The history of natural disasters in Taiwan has frequently been linked to the practice of historical preservation, archival science, oral history, and museum curatorship. All are collectively hallmarks of a broad range of activities that fall under the umbrella of public history. The problem for Taiwan, however, concerns the legitimacy. Taiwan does not have a single national narrative. It has been subjected to waves of colonialism since the seventeenth century and does not presently have a fully post-colonial narrative. The earthquakes discussed in this paper occurred in two different periods of colonisation.  In order to situate the history of earthquakes into a public history discourse, the field of earthquake-based research in Taiwan has to incorporate different audiences and integrate into a much broader understanding. By this, I mean that the present regimental academic disciplines in Taiwan need to be cross disciplinary, especially since public history is by its very nature collaborative. It illuminates a shared authority over a much wider area. It needs to. It is my argument that it is in digital humanities that Taiwanese academics work best in collaboration. Efforts have been made to digitise the personal experiences of those involved in typhoon reconstruction efforts. A natural synergy, therefore, for the understanding of earthquakes, as public history, is to emphasise access and broad participation in the creation of knowledge. Digital humanities enables this. Attention to this is particularly important in historical preservation of particular sites on an island that frequently develops and re-develops brownfield sites
