    Cost-informed operational process support

    The ability to steer business operations in alignment with the true origins of costs, and to be informed about this on a real-time basis, allows businesses to increase profitability. In most organisations however, high-level cost-based managerial decisions are still being made separately from process-related operational decisions. In this paper, we describe how process-related decisions at the operational level can be guided by cost considerations and how these cost-informed decision rules can be supported by a workïŹ‚ow management system. The paper presents the conceptual framework together with data requirements and technical challenges that need to be addressed to realise cost-informed workïŹ‚ow execution. The feasibility of our approach is demonstrated using a prototype implementation in the YAWL workïŹ‚ow environment

    Qualitative study to develop processes and tools for the assessment and tracking of African institutions’ capacity for operational health research

    Objectives Research is key to achieving global development goals. Our objectives were to develop and test an evidence-informed process for assessing health research management and support systems (RMSS) in four African universities and for tracking interventions to address capacity gaps. Setting Four African universities. Participants 83 university staff and students from 11 cadres. Intervention/methods A literature-informed ‘benchmark’ was developed and used to itemise all components of a university’s health RMSS. Data on all components were collected during site visits to four African universities using interview guides, document reviews and facilities observation guides. Gaps in RMSS capacity were identified against the benchmark and institutional action plans developed to remedy gaps. Progress against indicators was tracked over 15 months and common challenges and successes identified. Results Common gaps in operational health research capacity included no accessible research strategy, a lack of research e-tracking capability and inadequate quality checks for proposal submissions and contracts. Feedback indicated that the capacity assessment was comprehensive and generated practical actions, several of which were no-cost. Regular follow-up helped to maintain focus on activities to strengthen health research capacity in the face of challenges. Conclusions Identification of each institutions’ strengths and weaknesses against an evidence-informed benchmark enabled them to identify gaps in in their operational health research systems, to develop prioritised action plans, to justify resource requests to fulfil the plans and to track progress in strengthening RMSS. Use of a standard benchmark, approach and tools enabled comparisons across institutions which has accelerated production of evidence about the science of research capacity strengthening. The tools could be used by institutions seeking to understand their strengths and to address gaps in research capacity. Research capacity gaps that were common to several institutions could be a ‘smart’ investment for governments and health research funders

    When costs from being a constraint become a driver for concept generation

    Managing innovation requires solving issues related to the internal development and engineering processes of a company (supply side), in addition to facing the market and competition (demand side). In this context, the product development process is crucial, as different tradeoffs and issues that require managerial attention tend to arise. The main challenges result in managers requiring practical support tools that can help them in planning and controlling the process, and of designers requiring them for supporting their design decisions. Hence, the thesis aims to focus on product costs to understand its influence on design decisions as well as on the overall management of the product development process. The core part of the thesis is based on the models and methods developed for enhancing cost analysis at the beginning of the product development process. This investigation aims to determine the importance of cost estimation in improving the overall performance of a newly designed product. The focus on post-sales and, more generally, on the customer, has become so relevant that manufacturers have to take into account not only the most obvious aspects about the product and related services, but even consider the associated implications for customers during product use. However, implementing a product life cycle perspective is still a challenging process for companies. From a methodological perspective, the reasons include uncertainty regarding the available approaches and ambiguity about their application. In terms of implementation, the main challenge is the long-term cost management, when one considers uncertainty in process duration, data collection, and other supply chain issues. In fact, helping designers and managers efficiently understand the strategic and operational consequences of a cost analysis implementation is still a problem, although advanced methodologies for more in-depth and timely analyses are available. And this is even more if one considers that product lifecycle represents a critical area of investment, particularly in light of the new challenges and opportunities provided by big data analysis in the Industry 4.0 contexts. This dissertation addresses these aspects and provides a methodological approach to assess a rigorous implementation of life-cycle cost while discussing the evidence derived from its operational and strategic impacts. The novelty lies in the way the data and information are collected, dynamically moving the focus of the investigation with regard to the data aggregation level and the product structure. The way the techniques have been combined represents a further aspect of novelty. In fact, the introduced approach contributes to a new trend in the Product Cost Estimation (PCE) literature, which suggests the integration of different techniques for product life-cycle cost analysis. The findings obtained at the end of the process can be employed to assess the impact of platform design strategy and variety proliferations on the total life-cycle costs. By evaluating the possible mix of options, and hence offering the optimal product configuration, a more conscious way for planning the product portfolio has been provided. In this sense, a detailed operational analysis (as the cost estimation) is used to inform and drive the strategic planning of the portfolio. Finally, the thesis discusses the future opportunities and challenges for product cost analysis, assessing how digitalisation of manufacturing operations may affect the data gathering and analysis process. In this new environment, the opportunity for a more informed, cost-driven decision-making will multiply, leading to varied opportunities in this research field

    Genomic sequencing capacity, data retention, and personal access to raw data in Europe

    Whole genome/exome sequencing (WGS/WES) has become widely adopted in research and, more recently, in clinical settings. Many hope that the information obtained from the interpretation of these data will have medical benefits for patients and—in some cases—also their biological relatives. Because of the manifold possibilities to reuse genomic data, enabling sequenced individuals to access their own raw (uninterpreted) genomic data is a highly debated issue. This paper reports some of the first empirical findings on personal genome access policies and practices. We interviewed 39 respondents, working at 33 institutions in 21 countries across Europe. These sequencing institutions generate massive amounts of WGS/WES data and represent varying organisational structures and operational models. Taken together, in total, these institutions have sequenced ∌317,259 genomes and exomes to date. Most of the sequencing institutions reported that they are able to store raw genomic data in compliance with various national regulations, although there was a lack of standardisation of storage formats. Interviewees from 12 of the 33 institutions included in our study reported that they had received requests for personal access to raw genomic data from sequenced individuals. In the absence of policies on how to process such requests, these were decided on an ad hoc basis; in the end, at least 28 requests were granted, while there were no reports of requests being rejected. Given the rights, interests, and liabilities at stake, it is essential that sequencing institutions adopt clear policies and processes for raw genomic data retention and personal access

    This report focuses on the initial findings from a process evaluation of the Local Justice Reinvestment pilot (commissioned by the Ministry of Justice), which examines the early development and implementation of the pilot in the first test year. The pilot is one of the Ministry of Justice Payment by Results (PbR) schemes. The methodology was primarily qualitative and included: interviews with strategic and operational managers; interviews and focus groups with front line staff; workshops to map partnership and criminal justice system changes and a focus on exemplar interventions at three sites

    Applying performance measures to support informed decision making at an operational level

    Performance Measurement Systems (PMS) have commonly been applied to evaluate and reward performances at managerial levels, especially in the context of supply chain management. However, evidence suggests that the effective use of PMS can also positively influence the behaviour and improve performance at an operational level. The purpose of the study described in this paper is to develop a conceptual framework that adopts performance measures for ex-ante decision-making at an operational level within the supply chain. A case study at Coca-Cola Enterprises has been carried out and as a result, a conceptual framework of the PMS has been developed

    Performance measurement for the strategic management of healthcare estates

    Purpose The purpose of this study is to explore the role of performance measurement in current practices for strategic management of health-care estates. Design/methodology/approach The research adopts a constructivist grounded theory approach, combining different methodologies of a pan-European qualitative questionnaire, interviews with international health-care providers and a case study of National Health Services (NHS) Scotland. Here, documentation analysis, observations and in-depth interviews involving NHS stakeholders were undertaken. Findings The analysis shows evidence that measuring estate performance has limited value for individual NHS boards regarding strategic decisions related to long-term planning and investment. This was due to design issues and the prioritisation of clinical delivery, which contribute to the neglect of the estate as a consideration in long-term strategic planning. This misalignment results in a tool which is valuable for accountability but which is less helpful to NHS boards in shaping future decisions around the estate. Practical implications Responding to a gap in understanding of the application of performance measurement in the context of health-care estates, this research provides three recommendations to promote a more effective and relevant performance measurement system. These actively recognise the importance of the estate within strategic decision-making as helping to inform the long-term planning and management of the estate within the individual NHS boards. Originality/value This paper shows the current role of performance measurement for the strategic management of health-care estates and identifies issues related to its applicability and value. </jats:sec
