    Evaluating logistics villages in Turkey using hybrid improved fuzzy SWARA (IMF SWARA) and fuzzy MABAC techniques

    Positioning in the right location for organizing logistics activities is a determinative factor in the aspect of costs, effectivity, productivity, and performance of these operations carried out by logistics firms. The proper logistics village selection is a crucial, complicated, and time-consuming process for decision-makers who have to make the right and optimal decision on this issue. Decision-makers need a methodological frame with a practical algorithm that can be implemented quickly to solve these decision-making problems. Within this scope, the current paper aims to present an evaluation tool, which provides more reasonable and reliable results for decision-makers to solve the logistics village selection problem that is very complicated and has uncertain conditions based on fuzzy approaches. In this study, we propose the Improved Fuzzy Step-Wise Weight Assessment Ratio Analysis (IMF SWARA), a modified and extended version of the traditional fuzzy Step-Wise Weight Assessment Ratio Analysis (F-SWARA) to identify the criteria weights. Also, we suggest applying the fuzzy Multi-Attributive Border Approximation area Comparison (F-MABAC) technique to determine the preference ratings of the alternatives. This combination has many valuable contributions. For example, it proposes to use a more reliable and consistent evaluation scale based on fuzzy sets. Hence, decision-makers can perform more reliable and reasonable pairwise comparisons by considering this evaluation scale. Besides, it presents a multi-attribute evaluation system based on the identified criteria weights. From this perspective, the proposed model is implemented to evaluate eight different logistics village alternatives with respect to nine selection criteria. According to the analysis results, while A8 is the most appropriate option, C1 Gross National Product (GNP) is the most significant criterion. A comprehensive sensitivity analysis was performed to test the robustness and validation of the proposed model, and the results of the analysis approve the validity and applicability of the proposed model. As a result, the suggested integrated MCDM framework can be applied as a valuable and practical decision-making tool to develop new strategies and improve the logistics operations by decision-makers

    High-Tech Defense Industries: Developing Autonomous Intelligent Systems

    After the Cold War, the defense industries found themselves at a crossroads. However, it seems that they are gaining new momentum, as new technologies such as robotics and artificial intelligence are enabling the development of autonomous, highly innovative and disruptive intelligent systems. Despite this new impetus, there are still doubts about where to invest limited financial resources to boost high-tech defense industries. In order to shed some light on the topic, we decided to conduct a systematic literature review by using the PRISMA protocol and content analysis. The results indicate that autonomous intelligent systems are being developed by the defense industry and categorized into three different modes—fully autonomous operations, partially autonomous operations, and smart autonomous decision-making. In addition, it is also important to note that, at a strategic level of war, there is limited room for automation given the need for human intervention. However, at the tactical level of war, there is a high probability of growth in industrial defense, since, at this level, structured decisions and complex analytical-cognitive tasks are carried out.     Decision-making model for designing telecom products/services based on customer preferences and non-preferences

    The design of the packages of products/services to be offered by a telecom company to its clients is a complex decision-making process that must consider different criteria to achieve both customer satisfaction and optimization of the company’s resources. In this process, Intuitionistic Fuzzy Sets (IFSs) can be used to manage uncertainty and better represent both preferences and non-preferences expressed by people who value each proposed alternative. We present a novel approach to design/develop new products/services that combines the Lean Six Sigma methodology with IFSs. Its main contribution comes from considering both preferences and nonpreferences expressed by real clients, whereas existing proposals only consider their preferences. By also considering their non-preferences, it provides an additional capacity to manage the high uncertainty in the selection of the commercial plan that best suits each client’s needs. Thus, client satisfaction is increased while improving the company’s corporate image, which will lead to customer loyalty and increased revenue. To validate the presented proposal, it has been applied to a real case study of the telecom sector, in which 2135 users have participated.     Prioritization of public services for digitalization using fuzzy Z-AHP and fuzzy Z-WASPAS

    In this paper, public services are analyzed for implementations of Industry 4.0 tools to satisfy citizen expectations. To be able to prioritize public services for digitalization, fuzzy Z-AHP and fuzzy Z-WASPAS are used in the analysis. The decision criteria are determined as reduced cost, fast response, ease of accessibility, reduced service times, increase in the available information and increased quality. After obtaining criteria weights using fuzzy Z-AHP, health care services, waste disposal department, public transportation, information services, social care services, and citizen complaints resolution centers are compared using fuzzy Z-WASPAS that is proposed for the first time in this paper.     Applicability of Industry 4.0 Technologies in the Reverse Logistics: A Circular Economy Approach Based on COmprehensive Distance Based RAnking (COBRA) Method

    The logistics sector plays one of the most important roles in the supply chain with the aim of providing a fast, flexible, safe, economical, efficient, and environmentally acceptable performance of freight transport flows. In addition, the popularization of the concept of a circular economy (CE) used to retain goods, components, and materials at their highest usability and value at all times, illustrates the importance of the adequate performance of reverse logistics (RL) processes. However, traditional RL is unable to cope with the requirements of modern supply chains and requires the application of Industry 4.0 technologies, which would make it more efficient. The main aim of this study was to evaluate the applicability of various Industry 4.0 technologies in the RL sector in order to point out the most applicable ones. To solve the defined problem, a novel multi-criteria decision making (MCDM) model was defined by combining the best-worst method (BWM) to obtain the criteria weights, and the newly developed comprehensive distance-based ranking (COBRA) method to rank the technologies. Another aim of the study was to validate the newly established method. The results indicated that the most applicable technologies were the Internet of Things, cloud computing, and electronic-mobile marketplaces. These technologies will have a significant impact on the development of RL and the establishment of CE systems, thus bringing about all the related positive effects
