    Project alliancing at National Museum of Australia: Collaborative process

    Project alliancing is a new alternative to traditional project delivery systems, especially in the commercial building sector. The Collaborative Process is a theoretical model of people and systems characteristics that are required to reduce the adversarial nature of most construction projects. Although developed separately, both are responses to the same pressures. Project alliancing was just used successfully to complete the National Museum of Australia. This project was analyzed as a case study to determine the extent to which it could be classified as a “collaborative project”. Five key elements of The Collaborative Process were reviewed and numerous examples from the management of this project were cited that support the theoretical recommendations of this model. In the case of this project, significant added value was delivered to the client and many innovations resulted from the collective work of the parties to the contract. It was concluded that project alliances for commercial buildings offer many advantages over traditional project delivery systems, which are related to increasing the levels of collaboration among a project management team

This is especially true with regard to reaching a level of security beyond the technological layer, that is supported and trusted by all businesses involved. With appreciation of this fact, our research draws from established development methodologies to develop a new, business-oriented framework (BOF4WSS) to guide e-businesses in defining, and achieving agreed security levels across these collaborating enterprises.     The Financial Entanglements of Local Energy Projects

    There is currently an expansion of local energy initiatives, underpinned by the desire to reduce energy-related carbon emissions and in recognition of the importance of the local arena to achieving such change. Much of the research on these initiatives has been framed by a conventional economic approach, identifying barriers, drivers and incentives to explain their emergence (or not). Here a new economic sociological approach is taken which sees markets as socio-materially constructed and points to the importance of tracing exchange flows and determining modalities of valuation for such exchanges. Artefacts or market devices are seen to play a particular role in connecting actors and technologies within coordinating institutional arrangements and offer the potential for making innovative projects conventional. These aspects are explored in four international case-studies from Wales, Sweden, Germany and USA, mapping relations, identifying exchange flows, pinpointing how artefacts coordinate and showing the multiple modalities of valuation involved in each case.     Does the UK Local Finance Improvement Trust (Lift)Initiative Improve Risk Management in Public-Private Procurement?

    The UK government introduced the Private Finance Initiative (PFI) and, latterly, the Local Improvement Finance Trust (LIFT) in an attempt to improve public service provision. As a variant of PFI, LIFT seeks to create a framework for the effective provision of primary care facilities. Like conventional PFI procurement, LIFT projects involve long-term contracts, complex multi-party interactions and thus create various risks to public sector clients. This paper investigates the advantages and disadvantages of LIFT with a focus on how this approach facilitates or impedes risk management from the public sector client perspective. Our paper concludes that LIFT has a potential for creating additional problems, including the further reduction of public sector control, conflicts of interest, the inappropriate use of enabling funds, and higher than market rental costs affecting the uptake of space in the buildings by local health care providers. However, there is also evidence that LIFT has facilitated new investment and that Primary Care Trusts (PCTs) have themselves started addressing some of the weaknesses of this procurement format through the bundling of projects and other forms of regional co-operation

    Trust realisation in multi-domain collaborative environments

    In the Internet-age, the geographical boundaries that have previously impinged upon inter-organisational collaborations have become decreasingly important. Of more importance for such collaborations is the notion and subsequent nature of trust - this is especially so in Grid-like environments where resources are both made available and subsequently accessed and used by remote users from a multitude of institutions with a variety of different privileges spanning across the collaborating resources. In this context, the ability to dynamically negotiate and subsequently enforce security policies driven by various levels of inter-organisational trust is essential. In this paper we present a dynamic trust negotiation (DTN) model and associated prototype implementation showing the benefits and limitations DTN incurs in supporting n-tier delegation hops needed for trust realisation in multi-domain collaborative environments
