    An Evolutionary Learning Approach for Adaptive Negotiation Agents

    Developing effective and efficient negotiation mechanisms for real-world applications such as e-Business is challenging since negotiations in such a context are characterised by combinatorially complex negotiation spaces, tough deadlines, very limited information about the opponents, and volatile negotiator preferences. Accordingly, practical negotiation systems should be empowered by effective learning mechanisms to acquire dynamic domain knowledge from the possibly changing negotiation contexts. This paper illustrates our adaptive negotiation agents which are underpinned by robust evolutionary learning mechanisms to deal with complex and dynamic negotiation contexts. Our experimental results show that GA-based adaptive negotiation agents outperform a theoretically optimal negotiation mechanism which guarantees Pareto optimal. Our research work opens the door to the development of practical negotiation systems for real-world applications

    The goal is the creation of a generally accepted, systematically developed and implemented, but user focused, research agenda for the Advisory Group for Aerospace Research and Development (AGARD) and the Technical Information Panel (TIP) member countries. Information use seldom exists as an isolated incident. Information use usually takes place within organizational and interpersonal contexts. Therefore, it should not be studied in isolation, but rather in an holistic environment. Once implemented, this research agenda could be completed within 3 to 5 years. The results would be generalizable to AGARD member nations, would form the basis for the development of theory based practice, and would form a significant body of knowledge that can be used by AGARD information professionals for policy, practice, product, and systems development

    THE ROLE OF TEAM DEVELOPMENT IN USER-CENTERED DESIGN INTERVENTIONS: A SOCIO-PSYCHOLOGICAL APPROACH

    User participation in information systems development (ISD) has long been linked to systems success. Prior research has focused on identifying a range of contingencies such as task complexity, systems complexity, user influence, user-developer communication, and type of involvement etc. However, very little is known about the development and maturation of groups in (ISD) contexts. The purpose of this study is to examine the relationship between user participation and systems success from a developmental perspective. Using group development as a theoretical lens, a descriptive case study of two groups engaged in sequential user-centered design projects was conducted. The results revealed that social and cognitive forces constrained the development of both groups, resulting in a negative impact on the (ISD) outcomes. This study extends the (ISD) literature by proposing a model that links group development and systems success in ISD contexts

    Headroom approach to device development: Current and future directions

    OBJECTIVES: The headroom approach to medical device development relies on the estimation of a value-based price ceiling at different stages of the development cycle. Such price-ceilings delineate the commercial opportunities for new products in many healthcare systems. We apply a simple model to obtain critical business information as the product proceeds along a development pathway, and indicate some future directions for the development of the approach. METHODS: Health economic modelling in the supply-side development cycle for new products. RESULTS: The headroom can be used: initially as a 'reality check' on the viability of the device in the healthcare market; to support product development decisions using a real options approach; and to contribute to a pricing policy which respects uncertainties in the reimbursement outlook. CONCLUSIONS: The headroom provides a unifying thread for business decisions along the development cycle for a new product. Over the course of the cycle attitudes to uncertainty will evolve, based on the timing and manner in which new information accrues. Within this framework the developmental value of new information can justify the costs of clinical trials and other evidence-gathering activities. Headroom can function as a simple shared tool to parties in commercial negotiations around individual products or groups of products. The development of similar approaches in other contexts holds promise for more rational planning of service provision

    Determinants of User Acceptance of a Local eGovernment Electronic Document Management System (EDMS)

    On numerous occasions the significant value of the investments involved in the development of eGovernment and the expectations of governmental information systems use do not correspond to the rate of effective use. This scenario makes it difficult to justify the development of electronic government by governments and local authorities among its citizens. It is therefore important to understand the factors that influence the employees' intention of using governmental information systems. With the aim of understanding the determining factors of using an Electronic Document Management System (EDMS) in the context of Portuguese municipalities, this study develops an empirical analysis using the Unified Theory of Acceptance and Use of Technology (UTAUT) model, (Venkatesh et al., 2003). This model's application for information systems research in the governmental context has a weak expression and is unique in EDMS research. This empirical research follows a realist and positivist approach. Data was collected from a survey answered by 2,175 employees of Portuguese municipalities (EDMS users). Partial Least Squares (PLS) was used to test the model proposed. The results showed that Intention to Use is positively affected by Performance Expectancy, Effort Expectancy, Social Influence and Facilitating Conditions. With respect to the EDMS Use, the results showed that it is positively influenced by Intention to Use and Facilitating Conditions. The main result indicates that EDMS users believe that the use of this information system will help them to obtain performance benefits in their work. However, the increasing use of EDMS is not very influenced by the system's perceived ease of use. In short, this study provides a contribution to the Information Systems Acceptance and Adoption literature in local eGovernmental contexts. In addition, our contribution empirically tests the model for implementation in governmental organizations and provides a better understanding of the adoption and use of an EDM

    A Methodology for Context—Specific Information Systems Design Theorizing

    Prescriptive knowledge constitutes one of the important contributions of information systems design theorizing in information systems (IS) research. Existing methods for IS design theorizing apply kernel/reference theories as sources of justificatory knowledge that serve to justify and validate the knowledge produced. This has gaps in guiding how specific contexts of stakeholders and their practices can be entertained in the design process. This research attempts to address the above void, taking a socio-technically complex agricultural extension information service and the contexts that define it into account. The research builds on an existing IS design theory framework and shows how it can be improved by incorporating context into its components. It contributes to theory by adapting the existing frameworks using contextual insights from the local development practices and the stakeholders’ conditions. It in turn contributes to practice by developing a context-specific knowledge that can guide practitioners engaged in rolling out information and communication technology for development interventions in such environments

    Collaborative tagging as a knowledge organisation and resource discovery tool

    The purpose of the paper is to provide an overview of the collaborative tagging phenomenon and explore some of the reasons for its emergence. Design/methodology/approach - The paper reviews the related literature and discusses some of the problems associated with, and the potential of, collaborative tagging approaches for knowledge organisation and general resource discovery. A definition of controlled vocabularies is proposed and used to assess the efficacy of collaborative tagging. An exposition of the collaborative tagging model is provided and a review of the major contributions to the tagging literature is presented. Findings - There are numerous difficulties with collaborative tagging systems (e.g. low precision, lack of collocation, etc.) that originate from the absence of properties that characterise controlled vocabularies. However, such systems can not be dismissed. Librarians and information professionals have lessons to learn from the interactive and social aspects exemplified by collaborative tagging systems, as well as their success in engaging users with information management. The future co-existence of controlled vocabularies and collaborative tagging is predicted, with each appropriate for use within distinct information contexts: formal and informal. Research limitations/implications - Librarians and information professional researchers should be playing a leading role in research aimed at assessing the efficacy of collaborative tagging in relation to information storage, organisation, and retrieval, and to influence the future development of collaborative tagging systems. Practical implications - The paper indicates clear areas where digital libraries and repositories could innovate in order to better engage users with information. Originality/value - At time of writing there were no literature reviews summarising the main contributions to the collaborative tagging research or debate

    Adaptation for a Changing Environment: Developing learning and teaching with information and communication technologies

    This article examines the relationship between the use of information and communication technologies (ICT) and learning and teaching, particularly in distance education contexts. We argue that environmental changes (societal, educational and technological) make it necessary to adapt systems and practices that are no longer appropriate. However, the need to adapt can be perceived as being technology-led and primarily concerned with requiring academic staff to develop their skills in using ICT. We provide a critique of continuing professional development (CPD) for using ICT in teaching and learning that does not entail examining the impact of environmental changes upon the assumptions, goals and strategies which underlie and shape an organisation's educational practices. In particular, we oppose CPD that concentrates on the individual teacher and their use of ICT. Instead, we contend that professional development should focus upon the scholarship of teaching and learning and must also reflect the wider organisational context within which ICT is managed and used

    Medium-Sized Cities and the Dynamics of Creative Services

    This paper examines the development of “creative” services (research, information, art etc.), located in medium-sized areas. Insofar as urban dynamics lead to extend the advanced services outside metropolises, particular attention is given to issues concerning the definition of “medium-sized cities”, and their significance regarding urban systems; the approach in terms of creativity and metropolization clarifies the incidence of their economic contexts and their structuring role within spatial frameworks. The findings presented in this paper are based on the experiment of French cities.
