New Models of Technology Assessment for Development
This report explores the role that ‘new models’ of
technology assessment can play in improving the lives of
poor and vulnerable populations in the developing world.
The ‘new models’ addressed here combine citizen and
decision-maker participation with technical expertise. They
are virtual and networked rather than being based in a
single office of technology assessment (as was the case in
the United States in the 1970s-90s). They are flexible
enough to address issues across disciplines and are
increasingly transnational or global in their reach and
scope. The report argues that these new models of
technology assessment can make a vital contribution to
informing policies and strategies around innovation,
particularly in developing regions. They are most beneficial
if they enable the broadening out of inputs to technology
assessment, and the opening up of political debate around
possible directions of technological change and their
interactions with social and environmental systems.
Beyond the process of technology assessment itself, the
report argues that governance systems within which these
processes are embedded play an important role in
determining the impact and effectiveness of technology
assessment. Finally, the report argues for training and
capacity-building in technology assessment
methodologies in developing countries, and support for
internationally co-ordinated technology assessment
efforts to address global and regional development
challenges

The best practices of e-business are revolutionising not just technology itself but the whole process through which services are provided; and from which important lessons can be learnt by post-compulsory educational institutions. This book aims to move debates about ICT and higher education beyond a simple focus on e-learning by considering the provision of post-compulsory education as a whole. It considers what we mean by e-business, why e-business approaches are relevant to universities and colleges and the key issues this raises for post-secondary education

Integrating information and knowledge for enterprise innovation
It has widely been accepted that enterprise integration, can be a source of socio-technical and cultural problems within organisations wishing to provide a focussed end-to-end business service. This can cause possible “straitjacketing” of business process architectures, thus suppressing responsive business re-engineering and competitive advantage for some companies. Accordingly, the current typology and emergent forms of Enterprise Resource Planning (ERP) and Enterprise Application Integration (EAI) technologies are set in the context of understanding information and knowledge integration philosophies. As such, key influences and trends in emerging IS integration choices, for end-to-end, cost-effective and flexible knowledge integration, are examined. As touch points across and outside organisations proliferate, via work-flow and relationship management-driven value innovation, aspects of knowledge refinement and knowledge integration pose challenges to maximising the potential of innovation and sustainable success, within enterprises. This is in terms of the increasing propensity for data fragmentation and the lack of effective information management, in the light of information overload. Furthermore, the nature of IS mediation which is inherent within decision making and workflow-based business processes, provides the basis for evaluation of the effects of information and knowledge integration. Hence, the authors propose a conceptual, holistic evaluation framework which encompasses these ideas. It is thus argued that such trends, and their implications regarding enterprise IS integration to engender sustainable competitive advantage, require fundamental re-thinking

A Tale of Evaluation and Reporting in UK Smart Cities
Global trends towards urbanisation are associated with wide-ranging challenges and opportunities for cities. Smart technologies create new opportunities for a range of smart city development and regeneration programmes designed to address the environmental, economic and social challenges concentrated in cities. Whilst smart city programmes have received much publicity, there has been much less discussion about evaluation of smart city programmes and the measurement of their outcomes for cities. Existing evaluation approaches have been criticised as non-standard and inadequate, focusing more on implementation processes and investment metrics than on the impacts of smart city programmes on strategic city outcomes and progress. To examine this, the SmartDframe project conducted research on city approaches to the evaluation of smart city projects and programmes, and reporting of impacts on city outcomes. This included the ‘smarter’ UK cities of Birmingham, Bristol, Manchester, Milton Keynes and Peterborough. City reports and interviews with representative local government authorities informed the case study analysis. The report provides a series of smart city case studies that exemplify contemporary city practices, offering a timely, insightful contribution to city discourse about best practice approaches to evaluation and reporting of complex smart city projects and programmes

Exploring continuous organisational transformation as a form of network interdependence
In this paper we examine the problematic area of continuous transformation. We conduct our analysis from three theoretical perspectives: the resource based view, social network theory, and stakeholder theory. We found that the continuous transformation can be explained through the concept of Network Interdependence. This paper describes Network Interdependence and develops theoretical propositions from a synthesis of the three theories. Our contribution of Network Interdependence offers fresh insights into managing complex change and offers new ways of looking at organisational transformation
Europeanisation at the Urban Level: Local Actors, Institutions and the Dynamics of Multi-Level Interaction
Involvement in EU-sponsored programmes has provided urban institutions and actors across Europe with unprecedented access to new sources of information, legitimacy, and not least, financial support. From established local authorities to fledgling neighbourhood partnerships, actors across the urban spectrum see increased European involvement as a central component of innovative governance. This paper seeks to evaluate whether European working has provoked shifts in the institutionalised norms, beliefs, and values held by participants in governance at the city level, focusing in particular on the experience of British cities. In order to do so, the paper elaborates a four-part framework for Europeanisation at the urban level, and subsequently applies this framework to the empirical cases of Birmingham and Glasgow. It then attempts to draw some preliminary conclusions about how involvement in EU Structural Fund programmes affects embedded norms and practices in cities across the continent
Evaluating the role of partnership in the European Neighbourhood Policy
After recent enlargements, the EU sought to develop a new strategy that would incentivise rather than compel, in the absence of a membership prospect, the neighbours for reform. The concept of partnership was placed on the agenda as a supplementary tool of EU governance to offset negative externalities of convergence and compliance. However, it has taken the EU three conceptual iterations to finally identify a suitable frame for engagement. This paper posits that the EU is currently at a critical juncture observing an important shift in its modus operandi – away from hierarchical coordination and control, to more networked relations of self-censorship and ownership, designed to operate through a complex matrix of grass-root initiatives to penetrate all levels of society. To make it an effective model for the future external relations, the EU still requires two important elements – institutionalisation of the new governance structure, and learning about ‘the other’, to mobilise partners’ support for reciprocal and sustainable cooperation
Exploring the mobile technology deployment process in a creative B2B service industry
This study addresses the limited empirically grounded research to understand the process of the mobile technology deployment (MTD) in a creative B2B industry. Strauss’ evolved grounded theory (GT) approach has been employed to analyse three different cases and perform cross-case display of patterns. Multiple sources of both primary, in-depth interviews with key decision-makers, and secondary data have been used to select seven dimensions of the MTD process, three operational and four strategic, signalling similarities and intercase differences. Creative B2B firms extensively deploy mobile technology (MT) on operational and strategic levels. Findings confirm applicability of existing strategic marketing doctrines in relation to the MTD where follower-firm employs MT based on cost-efficiency and risk avoidance strategic orientation. The second firm, challenger, organises and manages the MTD based on market opportunities. The third, leader, is characterised by risk-taking approach and innovation orientation to the MTD. This study provides insights into practices of the MTD in creative B2B companies describing strategic paths that firms follow in order to build competitive positioning through employment of MT. The seven-dimensions framework of the MTD can be practically implied for strategy and operation planning in companies currently applying and potentially willing to deploy MT
