Content-Based Video Retrieval in Historical Collections of the German Broadcasting Archive

The German Broadcasting Archive (DRA) maintains the cultural heritage of radio and television broadcasts of the former German Democratic Republic (GDR). The uniqueness and importance of the video material stimulates a large scientific interest in the video content. In this paper, we present an automatic video analysis and retrieval system for searching in historical collections of GDR television recordings. It consists of video analysis algorithms for shot boundary detection, concept classification, person recognition, text recognition and similarity search. The performance of the system is evaluated from a technical and an archival perspective on 2,500 hours of GDR television recordings.Comment: TPDL 2016, Hannover, Germany. A Web-based multimedia collaboratory. Empirical work studies in film archives

This report represents the latest study in the activity on Ecological Information Systems conducted in the Center for Human Machine Interaction situated at Ris National Laboratory and the University of Aarhus. The purpose of this activity is to give a description of the characteristics of work domains that will serve to outline the general context of concern to design of collaboratories. In addition, a set of preliminary implications for the design of a collaboratory are derived from the cognitive work analysis. To anticipate, further research on this approach to the design of collaboratories will show how the preceding analysis is likely to lead to a novel theoretical framework, called Ecological Collaborative Information Systems (ECIS), required for the design of collaboratories. The intention is to illustrate how the general principles of ECIS can be instantiated to develop a concrete design product: A crossdisciplinary and cross-cultural collaboratory to support customer service and professional research in archives. CHORUS Deliverable 2.1: State of the Art on Multimedia Search Engines

Based on the information provided by European projects and national initiatives related to multimedia search as well as domains experts that participated in the CHORUS Think-thanks and workshops, this document reports on the state of the art related to multimedia content search from, a technical, and socio-economic perspective. The technical perspective includes an up to date view on content based indexing and retrieval technologies, multimedia search in the context of mobile devices and peer-to-peer networks, and an overview of current evaluation and benchmark inititiatives to measure the performance of multimedia search engines. From a socio-economic perspective we inventorize the impact and legal consequences of these technical advances and point out future directions of research

Linked Open Data for Cultural Heritage

This paper surveys the landscape of linked open data projects in cultural heritage, examining the work of groups from around the world. Traditionally, linked open data has been ranked using the five star method proposed by Tim Berners-Lee. We found this ranking to be lacking when evaluating how cultural heritage groups not merely develop linked open datasets, but find ways to use linked data to augment user experience. Building on the five-star method, we developed a six-stage life cycle describing both dataset development and dataset usage. Reuse of news footage: practical, legal and ethical issues

This paper first describes the characteristics of video news footage regarding its thematic variety, its historical, sociological, ethnological and corporate value, its polysemy, its redundancy and renewable interest, and its volume and diversity. Then, it discusses the practical, legal and ethical issues related to the reuse of news footage, including moral rights, technical considerations, identification of archive material and the proper use of shots of identifiable people. Digital Archiving Practices in Audiovisual Archives: An Exploration of the Use of Media Asset Management Systems in Television Broadcasting Organizations

Research Problem: Over the last decade television audiovisual archives have undergone major changes in response to the introduction of digital media and digital production systems, particularly in relation to television news. While there is significant research into how the use of digital technology affects other user groups within the television broadcasting sector, such as journalists, there is very little that focuses on the work of audiovisual archivists. Methodology: Semi-structured interviews were used to explore the experiences of television audiovisual archivists who have been involved with the implementation and use of digital media management systems. Questions focused on three main areas: selection and appraisal, cataloguing, and search and retrieval. Results: Interview data provided detailed descriptions of the processes and actions that audiovisual archivists employ in the course of their daily work. Qualitative analysis of the data is used to identify the problems that audiovisual archivists experience and the methods they use to address these problems. It also provides insight into the ways archivists incorporate media management tasks into their routines. Implications: Television archives are very much still in a transition phase which is characterized by the use of multiple systems that enable access to both analogue and digital content. One area that remains problematic for some archivists is the lack of ability to incorporate quality and authority control into descriptive metadata that is created using digital media management systems.
