    Thesis (M.A.) University of Alaska Fairbanks, 2017This study illuminates the many abilities of Unmanned Aerial Vehicles (UAVs). One area of importance includes the UAV's capability to assist in the development, implementation, and execution of crisis management. This research focuses on UAV uses in pre and post crisis planning and accomplishments. The accompaniment of unmanned vehicles with base teams can make crisis management plans more reliable for the general public and teams faced with tasks such as search and rescue and firefighting. In the fight for mass acceptance of UAV integration, knowledge and attitude inventories were collected and analyzed. Methodology includes mixed method research collected by interviews and questionnaires available to experts and ground teams in the UAV fields, mining industry, firefighting and police force career field, and general city planning crisis management members. This information was compiled to assist professionals in creation of general guidelines and recommendations for how to utilize UAVs in crisis management planning and implementation as well as integration of UAVs into the educational system. The results from this study show the benefits and disadvantages of strategically giving UAVs a role in the construction and implementation of crisis management plans and other areas of interest. The results also show that the general public is lacking information and education on the abilities of UAVs. This education gap shows a correlation with negative attitudes towards UAVs. Educational programs to teach the public benefits of UAV integration should be implemented

    Autonomous Capabilities for Small Unmanned Aerial Systems Conducting Radiological Response: Findings from a High-fidelity Discovery Experiment

    This article presents a preliminary work domain theory and identifies autonomous vehicle, navigational, and mission capabilities and challenges for small unmanned aerial systems (SUASs) responding to a radiological disaster. Radiological events are representative of applications that involve flying at low altitudes and close proximities to structures. To more formally understand the guidance and control demands, the environment in which the SUAS has to function, and the expected missions, tasks, and strategies to respond to an incident, a discovery experiment was performed in 2013. The experiment placed a radiological source emitting at 10 times background radiation in the simulated collapse of a multistory hospital. Two SUASs, an AirRobot 100B and a Leptron Avenger, were inserted with subject matter experts into the response, providing high operational fidelity. The SUASs were expected by the responders to fly at altitudes between 0.3 and 30 m, and hover at 1.5 m from urban structures. The proximity to a building introduced a decrease in GPS satellite coverage, challenging existing vehicle autonomy. Five new navigational capabilities were identified: scan, obstacle avoidance, contour following, environment-aware return to home, andreturn to highest reading. Furthermore, the data-to-decision process could be improved with autonomous data digestion and visualization capabilities. This article is expected to contribute to a better understanding of autonomy in a SUAS, serve as a requirement document for advanced autonomy, and illustrate how discovery experimentation serves as a design tool for autonomous vehicles

    Drones for parcel and passenger transportation: A literature review

    Delivery drones and ‘air taxis’ are currently among the most intensely discussed emerging technologies, likely to expand mobility into the ‘third dimension’ of low-level airspace. This paper presents a systematic literature review of 111 interdisciplinary publications (2013 - 03/2019). The review systematizes the current socio-technical debate on civil drones for transportation purposes allowing for a (critical) interim assessment. To guide the review process four dimensions of analysis were defined. A total of 2581 relevant quotations were subdivided into anticipated barriers (426), potential problems (1037), proposed solutions (737) and expected benefits (381). We found that the debate is characterized by predominantly technical and regulatory problems and barriers which are considered to prevent or impede the use of drones for parcel and passengers transportation. At the same time, definite economic expectations are juxtaposed with quite complex and differentiated concerns regarding societal and environmental impacts. Scrutinizing the most prevalent transportation-related promises of traffic reduction, travel time saving and environmental relief we found that there is a strong need to provide scientific evidence for the promises linked to the use of drones for transportation.     Police SWAT teams and Military Special Forces face mounting pressure and challenges from adversaries that can only be resolved by way of ever more sophisticated inputs into tactical operations. Lethal Autonomy provides constrained military/security forces with a viable option, but only if implementation has got proper empirically supported foundations. Autonomous weapon systems can be designed and developed to conduct ground, air and naval operations. This monograph offers some insights into the challenges of developing legal, reliable and ethical forms of autonomous weapons, that address the gap between Police or Law Enforcement and Military operations that is growing exponentially small. National adversaries are today in many instances hybrid threats, that manifest criminal and military traits, these often require deployment of hybrid-capability autonomous weapons imbued with the capability to taken on both Military and/or Security objectives.     The dawn of the age of the drones: an Australian privacy law perspective

    Examines Australia\u27s privacy laws in relation to unmanned aerial vehicles, to identify deficiencies that may need to be addressed. Introduction Suppose a homeowner habitually enjoys sunbathing in his or her backyard, protected by a high fence from prying eyes, including those of an adolescent neighbour. In times past such homeowners could be assured that they might go about their activities without a threat to their privacy. However, recent years have seen technological advances in the development of unmanned aerial vehicles (‘UAVs’), also known colloquially as drones, that have allowed them to become reduced in size, complexity and price. UAVs today include models retailing to the public for less than $350 and with an ease of operation that enables them to serve as mobile platforms for miniature cameras. These machines now mean that for individuals like the posited homeowner’s adolescent neighbour, barriers such as high fences no longer constitute insuperable obstacles to their voyeuristic endeavours. Moreover, ease of access to the internet and video sharing websites provides a ready means of sharing any recordings made with such cameras with a wide audience. Persons in the homeowner’s position might understandably seek some form of redress for such egregious invasions of their privacy. Other than some form of self-help, what alternative measures may be available? Under Australian law this problem yields no easy answer. In this country, a fractured landscape of common law, Commonwealth and state/territory legislation provides piecemeal protection against invasions of privacy by cameras mounted on UAVs. It is timely, at what may be regarded as the early days of the drone age, to consider these laws and to identify deficiencies that may need to be addressed lest, to quote words that are as apt today as they were when written over 120 years ago, ‘modern enterprise and invention … through invasions upon [their] privacy, [subject victims] to mental pain and distress, far greater than could be inflicted by mere bodily injury.

    The New Privacy Battle: How the Expanding Use of Drones Continues to Erode Our Concept of Privacy and Privacy Rights

    The exciting, thriving and developing technology that everybody has been talking about recently is drones. Due to recent technological developments, which make drones an affordable and universal tool, drones have expanded out of military use and into domestic applications. The enactment of the FAA Modernization and Reform Act in 2012 further pushed for the development and expansion of drone use in the United States’ airspace, by requiring the FAA to license over 30,000 drone operators. While drone use has an unlimited potential for beneficial use within society, drone technology is not without risks. For example, drone use in domestic airspace raises the significant and undeniable risk of individual privacy invasions through the use of drones by both public entities and third parties. This article argues current common law and legislative protections of potential privacy invasions resulting from drone use are drastically insufficient as neither affords strong protection of an individual’s privacy from such sophisticated technology’s potential. The article concludes by recommending a federal baseline consumer protection act that would establish a reasonable level of protection for an individual’s privacy by ensuring drone use was being monitored from a privacy protection standpoint and limiting the use of drones in a way that would invade an individual’s privacy expectations

    The individuals on the ground nowadays often observe objects distantly hover over the sky, which raises the question of who might be operating the object or what the object might record. Unmanned Aircraft Systems (UAS) or Drones today have quickly penetrated civilian, military, and commercial sectors. The drones or UAS, with the advancement of technology, are now capable of traversing long distances, having long endurance, and having multipurpose functionality. The UAS industry is fast expanding, with trade investment touching the billion-dollar mark in flourishing economies. The advent of the Covid 19 pandemic saw a steep rise in the use of UAS across the world. The world is moving towards a liberalized regulatory approach to promote and accelerate the UAS within the aviation ecosystem. The UAS ecosystem provides access to advanced aircraft technology coupled with vast economic opportunity, but the same is not devoid of challenges. The study looks at aspects of privacy, persistence surveillance, data protection, and safety that have emerged as pertinent challenges to the UAS ecosystem. The study has analyzed the case laws that have influenced the regulatory approach, policy initiatives. The study has also looked at stakeholders’ initiatives to navigate the challenges to strengthen the UAS ecosystem

    Adoption of vehicular ad hoc networking protocols by networked robots

    This paper focuses on the utilization of wireless networking in the robotics domain. Many researchers have already equipped their robots with wireless communication capabilities, stimulated by the observation that multi-robot systems tend to have several advantages over their single-robot counterparts. Typically, this integration of wireless communication is tackled in a quite pragmatic manner, only a few authors presented novel Robotic Ad Hoc Network (RANET) protocols that were designed specifically with robotic use cases in mind. This is in sharp contrast with the domain of vehicular ad hoc networks (VANET). This observation is the starting point of this paper. If the results of previous efforts focusing on VANET protocols could be reused in the RANET domain, this could lead to rapid progress in the field of networked robots. To investigate this possibility, this paper provides a thorough overview of the related work in the domain of robotic and vehicular ad hoc networks. Based on this information, an exhaustive list of requirements is defined for both types. It is concluded that the most significant difference lies in the fact that VANET protocols are oriented towards low throughput messaging, while RANET protocols have to support high throughput media streaming as well. Although not always with equal importance, all other defined requirements are valid for both protocols. This leads to the conclusion that cross-fertilization between them is an appealing approach for future RANET research. To support such developments, this paper concludes with the definition of an appropriate working plan

Greater benefits can be achieved by allowing cooperation and collaborative action among Unmanned Aerial Vehicles (UAVs) and Unmanned Ground Vehicles (UGVs). A multi-phase approach is here proposed, where each unmanned vehicle involved has been conceived and will be designed to implement innovative solutions for automated navigation and infield operations within a complex irregular and unstructured scenario as vineyards in sloped terrains
