    New human resource management systems in non-based-knowledge firms: Applications for decision making on the business performance

    The aim of this paper is double. First, it provides a conceptual framework and modelling of the relationship between human resource management (HRM) systems and non-based-knowledge firms. Second, using survey data on 1.518 Catalan firms (in Spain, with capital in Barcelona), the paper: 1) identify two system of HRM (in progress HRM system and non-HRM developed system); 2) build a causal model of determinants of HRM systems; and 3) describe the association links between in progress HRM system and firm's performance. Using factor and cluster analysis, we find that only one-third of firms use in progress HRM system. Using logit binomial analysis, we find that features which are structural, technological, strategic, organisational and performance-related explain the adoption of in progress HRM system. Finally, using association analysis, we find that firms that adopt in progress HRM system: 1) are more internationalised and show greater ability to adapt to the changing environment, to innovate and to collaborate; 2) focus on product/service differentiation strategy enhancing quality; 3) apply a greater degree of new forms of work organization; 4) have more technological equipment and use IT more intensively; and 5) invest more in training their employees, than firms with non-HRM system developed

    Small businesses in the new creative industries:innovation as a people management challenge

    Purpose - This paper presents findings from an SME case study situated in the computer games industry, the youngest and fastest growing of the new digital industries. The study examines changing people management practices as the case company undergoes industry-typical strategic change to embark on explorative innovation and argues that maintaining an organisational context conducive to innovatin over time risks turning into a contest between management and employees as both parties interpret organisational pressures from their different perspectives. Design/methodology/approach - A single case study design is used as the appropriate methdology to generate indepth qualitative data from multiple organisational member perspectives. Findings - Findings indicate that management and worker perspectives on innovation as strategic change and the central people management practices required to support this differ significantly, resulting in tensions and organisational strain. As the company moves to the production of IP work, the need for more effective duality management arises. Research limitations/implications - The single case study has limitations in terms of generalisability. Multiple data collection and triangulation were used to migitate against the limitations. Practical implications - The study highlights the importance of building up change management capability in the small businesses typical for this sector, an as yet neglected focus in the academic iterature concerned with the industry and in support initatives. Originality/value - Few qualitative studies have examined people management practices in the industry in the context of organisational/strategic change, and few have adopted a process perspective

    Regional interfirm networks are believed to be a vehicle for innovation and regional economic growth. From this perspective, local and regional governments are increasingly trying to promote these types of networks. This article discusses the relation between strategic networks and local development.     ICT cluster developments in European cities during the 1990's: developoment patterns and policy lessons

    The paper is based on a research project called "MUTEIS"(Macro-economic and Urban Trends in Europe's Information Society), a research project designed to get a better understanding of the different patterns of growth of cities and their ICT clusters in 12 urban regions across Europe. The research reveals developments over the 1990's, starting a few years before the dot.com hype, end ending with the first signs of the dot.com crises. The paper is based on the results of fieldwork in two different kind of regions in Finland, Ireland, Sweden and The Netherlands. One region being the national frontrunner in taking up ICT, the other being more remote, but apparently successful in ICT too. While Europe as a whole seems to have been slow in its transition towards the new, digital economy, these smaller European economies actually witnessed a rapid uptake in computer- and internet use and in ICT investment more generally over the second half of the 1990's, accompanied by a remarkable growth and employment performance over those same years. However, behind the aggregate stories of success, sometimes initiated by the private sector, sometimes by public authorities, we can see significant differences in the regional and urban development patterns in the field of ICT- and Internet use. We aim to get a better understanding of these disparities. What are the triggers for growth of an ICT-cluster? How does it affect the growth of the region - and vice versa? Which parameters constitute the critical factors for a region's success - or failure? What do the development roadmaps look like? Are they market-driven or government-driven, or rather based on new forms of partnership? How about the impact of the European and national institutional frameworks? Does policy matter? The quantitative part of the analysis is based on statistical data. It describes the size, composition and growth patterns of the ICT sectors over the 1990's. The paper reveals some interesting findings relative to the size, the location and the national hierarchy of urban regions themselves. This is followed by an in-depth analyses of qualitative differences between the ICT-clusters in the urban regions. This part of the paper is based on available data, existing documents and approx. 20 interviews in each region. The successful regions witnessed a more rapid diffusion of IST goods and services throughout their economies, appeared to be better equipped to exploit some of the new digital growth opportunities, adapted existing "old" economic activities to the new e-business environment and more generally learnt more from the new opportunities to exploit those advantages across the European Union. Furthermore, the national policy makers appeared to be more aware of the increasingly limited degrees of freedom of their national policy actions, liberalising more rapidly their national telecommunications monopolies.

    A Managerial Perspective on the Logic of Increasing Returns

    The focus of this study is on the challenges faced by managers in effectively dealing with the new management logic of increasing returns as the information and knowledge intensity of their transformation processes rises. Dealing with these challenges is especially relevant for companies currently making the transition from capital and physical labor intensive transformation processes (old economy) to information and knowledge intensive transformation processes (new economy). For these companies, this study provides a definition of increasing returns, explains the sources of increasing returns and develops tools for monitoring the realization of increasing returns. These tools are applied at the Randstad Group, a leading temporary employment agency based in the Netherlands, currently making the transition from the old to the new economy.     Multinational Firms, Regional Integration and Globalising Markets: Implications for Developing Countries

    It is axiomatic that the potential of FDI to act as a catalyst for economic development varies by its motivation, and the competence level and scope of foreign-owned affiliates. This chapter seeks to examine the effect of regional integration (RI) on MNE strategies while acknowledging other globalisation-related developments. We examine MNE strategies in developing countries in four scenarios; (1) in a non-RI, pre-liberalised environment; (2) with RI in a pre-liberalised environment (3) in a non-RI, post-liberalisation scenario, (4) RI in a post-liberalisation scenario. We also distinguish between least developed countries (LDCs), and intermediate developing countries, within North-South and South-South RI. Liberalisation and a shift in policy orientation have had a greater affect on MNE strategies than integration. Globalisation of MNE activity and liberalisation has led to a downgrading of MNE activity in most LDCs. Much of the gains in FDI flows have been a result of redistribution, associated with privatisation. Countries with a threshold level of domestic capability and more efficient institutions have benefited from increases in the quality of FDI. RI schemes have reinforced these trends, benefiting those countries that have a viable domestic sector, and have created the appropriate multilateral institutions to exploit cross-border efficiencies. In general, South-South RI in a post-liberalised world has had limited benefits for LDCs relative to intermediate developing countries. RI schemes need to be seen as an opportunity to respond gradually to globalisation in a controlled and stepwise- manner, and not as an alternative to multilateralism.economics of technology ;

    The adoption of e-business technology by SMEs

    The paper examines the key factors influencing the adoption ofe-business technology by SMEs. To this end, the paper draws on a rangeof literatures on the diffusion of new information and communicationtechnologies (ICTs), many of which have hitherto been treated asseparate. The reasons for this are two-fold. First, e-businesstechnologies are the latest in a line of new ICT technologies. Whenexploited successfully, ICTs have increased firm competitiveness eitherby raising the efficiency of internal communication and organisationand/or supply chain relationships, or by facilitating the development ofnew/improved products and services. Second, it is hypothesised that manyof the factors affecting the successful adoption of new technologies aregeneric in nature. With regards to SMEs specifically, consideration ofearlier research may assist us in identifying a set of enablers andbarriers to e-business adoption. Hence, by explicitly acknowledging thecontext and prior history of research in the area, we are able to mapout the dimensions of future theoretical and empirical research ine-business adoption by SMEs. In addition to drawing together factors identified by existing research,the paper highlights the implications of network externalities for thetiming of technology investments and the returns that accrue to earlyand late adopters. It also draws attention to a number of problemsassociated with the analytical concept of ‘the SME’ when it is appliedto this area. The research proceeds by clearly defining thetechnological and organisational characteristics of the e-business modeland a brief consideration of the trends in adoption in the UK vis-à-visadoption in the other G7 countries. Together these set up a detailedconsideration of the internal and external factors influencing adoption.A qualitative approach, in the form of a detailed case study, is thenused to explore the potential usefulness of the factors that have beenidentified.
