    Classification of Westminster Parliamentary constituencies using e-petition data

    In a representative democracy it is important that politicians have knowledge of the desires, aspirations and concerns of their constituents. Opportunities to gauge these opinions are however limited and, in the era of novel data, thoughts turn to what alternative, secondary, data sources may be available to keep politicians informed about local concerns. One such source of data are signatories to electronic petitions (e-petitions). Such e-petitions have risen greatly in popularity over the past decade and allow members of the public to initiate and sign an e-petition online, with popular e-petitions resulting in media attention, a response from the government or ultimately a debate in parliament. These data are thus novel in their availability and have not yet been widely used for research purposes. In this article we will use the e-petition data to show how semantic classes of Westminster Parliamentary constituencies, fitted as Gaussian finite mixture models via EM algorithm, can be used to typify constituencies. We identify four classes: Domestic Liberals; International Liberals; Nostalgic Brits and Rural Concerns, and illustrate how they map onto electoral results. The findings and the utility of this approach to incorporate new e-petitions and adapt to changes in electoral geography are discussed

    The British Women's Suffrage Movement and the Practice of Petitioning, 1890-1914

    Through an examination of the women's suffrage movement, this article reassesses the place of petitioning within late nineteenth- and early twentieth-century British political culture. While critical of their Victorian predecessors’ reliance on petitions, the Edwardian women's suffrage movement did not abandon petitioning, but reinvented it. Rather than presenting a polarized view of relations between suffragettes and suffragists, the article shows how both operated on a spectrum of direct action politics through petitioning. Militants and constitutionalists pioneered new, although different, modes of petitioning that underpinned broader repertoires of popular politics, adapting this venerable practice to a nascent mass democracy. The article then situates suffrage campaigners’ reinvention of petitioning within a broader political context. The apparent decline of petitioning, long noted by scholars, is reframed as the waning of the classic model of mass petitioning parliament associated with Victorian pressure groups. The early twentieth century was a crucial period for the reshaping of petitioning as a tool for political participation and expression through myriad subscriptional forms, rather than primarily through the medium of parliamentary petitions

    A worlds-eye view of the United Kingdom through parliamentary e-petitions

    Gaining an understanding of the concerns and aspirations of a country’s diaspora can help domestic politicians to better connect with this community and gain their support in elections. The United Kingdom’s diaspora is large and spread among many countries, and currently has the right to vote in UK general elections only for a limited time. However, there are proposals to abolish these time limits and this will make this community of increasing interest to politicians. This study uses signatories to the UK Parliaments e-petitions platform to gain an understanding of the foreign and domestic political concerns of this community. The analysis uses Latent Dirichlet allocation to identify common topics among the e-petitions and hierarchical clustering to identify commonalities among countries, territories and regions. It is found that there are five meaningful groups of such, and they are diverse in the topics that are of most concern

    Unprincipled Careerists or Enlightened Entrepreneurs? A study of the roles, identities and attitudes of the Scots MPs at Westminster, c.1754 - c.1784

    Abstract The Scots MPs of the eighteenth century have traditionally been portrayed in a negative light. In a century once noted for electoral corruption and the abuses of patronage, they were seen by contemporaries and later writers as among the worst examples of their kind: greedy, self-seeking, unprincipled ‘tools of administration’ whose votes could be bought with the offer of places and pensions. Lewis Namier’s seminal work exposing the cynical approach to politics of MPs generally, sparked a backlash which has produced a more balanced evaluation of English politics. Strangely, although Namier exonerated the Scots MPs from the worst of the charges against them, his less judgmental verdicts are found only sporadically in more recent writing, while the older viewpoint is still repeated by some historians. There is no modern study of the eighteenth-century Scots MPs, a situation which this research proposes to remedy, by examining the group of MPs who represented Scotland at Westminster between 1754 and 1784. It re-assesses the extent to which the original criticisms are merited, but also widens the scope by examining the contribution made by Scotland’s MPs, to British and Scottish political life in the later part of the eighteenth century. A study of the social make-up and the careers of this particular cohort provides the backdrop for the two main themes: the participation of Scots MPs in the legislative process, and their effectiveness as representatives of Scottish interests at Westminster. Existing biographical information has been supplemented by an examination of Parliamentary Papers, debates, and personal correspondence to enable further analysis of attitudes, in particular with regard to politics and political mores. The research explores issues of motivation, asking questions about allegiance, identity, perceptions of government, and how conflicts of interest were resolved, before presenting a conclusion which aims to offer a revised, broader, but more nuanced, assessment of this much-criticised group, based on more recent approaches to interpretation of the period

    What, When and Where of petitions submitted to the UK Government during a time of chaos

    In times marked by political turbulence and uncertainty, as well as increasing divisiveness and hyperpartisanship, Governments need to use every tool at their disposal to understand and respond to the concerns of their citizens. We study issues raised by the UK public to the Government during 2015-2017 (surrounding the UK EU-membership referendum), mining public opinion from a dataset of 10,950 petitions (representing 30.5 million signatures). We extract the main issues with a ground-up natural language processing (NLP) method, latent Dirichlet allocation (LDA). We then investigate their temporal dynamics and geographic features. We show that whilst the popularity of some issues is stable across the two years, others are highly influenced by external events, such as the referendum in June 2016. We also study the relationship between petitions' issues and where their signatories are geographically located. We show that some issues receive support from across the whole country but others are far more local. We then identify six distinct clusters of constituencies based on the issues which constituents sign. Finally, we validate our approach by comparing the petitions' issues with the top issues reported in Ipsos MORI survey data.     Does Protest Influence Political Speech? Evidence from UK Climate Protest, 2017-2019

    How does protest affect political speech? Protest is an important form of political claim-making, yet our understanding of its influence on how individual legislators communicate remains limited. Our paper thus extends a theoretical framework on protests as information about voter preferences, and evaluates it using crowd-sourced protest data from the 2017-2019 Fridays for Future protests in the UK. We combine these data with ∼2.4m tweets from 553 legislators over this period and text data from ∼150k parliamentary speech records. We find that local protests prompted MPs to speak more about the climate, but only online. These results demonstrate that protest can shape the timing and substance of political communication by individual elected representatives. They also highlight an important difference between legislators' offline and online speech, suggesting that more work is needed to understand how political strategies differ across these arenas
