Towards an integrated model for citizen adoption of E-government services in developing countries: A Saudi Arabia case study
This paper considers the challenges that face the widespread adoption of E-government in developing countries, using Saudi Arabian our case study. E-government can be defined based on an existing set of requirements. In this paper we define E-government as a matrix of stakeholders; governments to governments, governments to business and governments to citizens using information and communications technology to deliver and consume services. E-government has been implemented for a considerable time in developed countries. However E-government services still faces many challenges their implemented and general adoption in developing countries. Therefore, this paper presents an integrated model for ascertaining the intention to adopt E-government services and thereby aid governments in accessing what is required to increase adoption
Public sector reforms and the notion of 'public value': implications for egovernment deployment
Governments are increasingly investing in information and communication technologies (ICT) as tool to foster the rationalization of public administration. This paper discusses e-government within the context of governmental reforms heavily influenced by the New Public Management (NPM), which suggests that the use of ICT within the public sector will enhance efficiency, effectiveness and accountability. Based on the concept of âpublic valueâ developed by Moore (1995), we propose to question the overall impact e-government initiatives may have on governmentsâ ability to deliver social and economic outcomes that correspond to citizensâ expectations. Our central argument is presented as follows: while ICT can help to achieve the main NPM values, e-government initiatives do not guarantee to have a positive effect on broader public values. Even when this argument is not new, in this paper we aim to strengthen the need for a deeper discussion of the implications of e-government programs in the context of public values. To do so, we propose a framework that distinguishes between clusters of public values: those that are related to managerial practices and those related to democratic values. We draw on descriptive examples to illustrate our main arguments
South American Expert Roundtable : increasing adaptive governance capacity for coping with unintended side effects of digital transformation
This paper presents the main messages of a South American expert roundtable (ERT) on the unintended side effects (unseens) of digital transformation. The input of the ERT comprised 39 propositions from 20 experts representing 11 different perspectives. The two-day ERT discussed the main drivers and challenges as well as vulnerabilities or unseens and provided suggestions for: (i) the mechanisms underlying major unseens; (ii) understanding possible ways in which rebound effects of digital transformation may become the subject of overarching research in three main categories of impact: development factors, society, and individuals; and (iii) a set of potential action domains for transdisciplinary follow-up processes, including a case study in Brazil. A content analysis of the propositions and related mechanisms provided insights in the genesis of unseens by identifying 15 interrelated causal mechanisms related to critical issues/concerns. Additionally, a cluster analysis (CLA) was applied to structure the challenges and critical developments in South America. The discussion elaborated the genesis, dynamics, and impacts of (groups of) unseens such as the digital divide (that affects most countries that are not included in the development of digital business, management, production, etc. tools) or the challenge of restructuring small- and medium-sized enterprises (whose service is digitally substituted by digital devices). We identify specific issues and effects (for most South American countries) such as lack of governmental structure, challenging geographical structures (e.g., inclusion in high-performance transmission power), or the digital readiness of (wide parts) of society. One scientific contribution of the paper is related to the presented methodology that provides insights into the phenomena, the causal chains underlying âwanted/positiveâ and âunwanted/negativeâ effects, and the processes and mechanisms of societal changes caused by digitalization
Channel Choice Determinants; an exploration of the factors that determine the choice of a service channel in citizen initiated contacts
Citizens have various service channels at their disposal to interact with governmental agencies. In this paper we explore citizensâ motives to choose a certain channel in a certain situation. We conducted a qualitative study to accumulate the most important behavioral determinants. Six groups of determinants were found; habit, channel characteristics, task characteristics, situational constraints, experiences and personal characteristics. People appear to generally follow two lines of decision making when choosing channels, the first is based on habits. When task complexity and ambiguity increase, people start reasoning and follow the second line; channel choice based on a thorough elaboration between task and channel characteristics

EGovernance implementation model: Case study of the federal government agencies of Pakistan
Copyright @ 2013 EMCIS.This study examines the eGovernance potential to bring about structural changes in the way in which government agencies operate, interact and communicate internally and externally with its citizens. Public sector needs to adopt eGovernance that is focused on the citizen satisfaction. In many developed countries, the types and quality of public services provided by a Government to its citizens have evolved over time, due to their change in thinking regarding the role of Government, from being a traditional government to that of being a modern service provider. Thus, this study will focus on the complaint management information systems of the selected federal government agencies in Pakistan. Authors were able to derive the implementation model of eGovernance only after doing analysis of all of the data obtained from questionnaires, interviews and observations at the federal government level in Pakistan. Authors found that the overall outcome of the validation process indicated that the model is highly satisfactory to improve the overall eGovernance system to provide modern services to its citizens

Towards a People's Social Epidemiology: Envisioning a More Inclusive and Equitable Future for Social Epi Research and Practice in the 21st Century.
Social epidemiology has made critical contributions to understanding population health. However, translation of social epidemiology science into action remains a challenge, raising concerns about the impacts of the field beyond academia. With so much focus on issues related to social position, discrimination, racism, power, and privilege, there has been surprisingly little deliberation about the extent and value of social inclusion and equity within the field itself. Indeed, the challenge of translation/action might be more readily met through re-envisioning the role of the people within the research/practice enterprise-reimagining what "social" could, or even should, mean for the future of the field. A potential path forward rests at the nexus of social epidemiology, community-based participatory research (CBPR), and information and communication technology (ICT). Here, we draw from social epidemiology, CBPR, and ICT literatures to introduce A People's Social Epi-a multi-tiered framework for guiding social epidemiology in becoming more inclusive, equitable, and actionable for 21st century practice. In presenting this framework, we suggest the value of taking participatory, collaborative approaches anchored in CBPR and ICT principles and technological affordances-especially within the context of place-based and environmental research. We believe that such approaches present opportunities to create a social epidemiology that is of, with, and by the people-not simply about them. In this spirit, we suggest 10 ICT tools to "socialize" social epidemiology and outline 10 ways to move towards A People's Social Epi in practice
The internet and public bureaucracies: towards balancing competing values
Innovation in public administration is one of the central aspects of public sector reforms. Given the procedural nature of government tasks, the adoption of the Internet and related information and communication technologies (ICT) has become critical for government organisations. The aim of this paper is to discuss the implications of the diffusion Internet led innovations in the public sector on balancing public values. Rather than diminishing their benefits, we aim at highlighting challenges and dilemmas that can emerge from ICT implementation in the public sector. The paper starts by reviewing the main trends of e-government research and show a dominant view towards managerial and private sector values embedded in the literature. To propose an alternative approach, we then draw on an empirical example from Mexico, that of the Federal Transparency and Access to Government Information Law. Using Mexicoâs available statistics and secondary data, the case explores how a quicker ICT-mediated interaction between citizens and government can result in social and political dilemmas. We propose to bring into play the public value paradigm to highlight these issues. Conclusions follow
Updating democracy studies: outline of a research program
Technologies carry politics since they embed values. It is therefore surprising that mainstream political and legal theory have taken the issue so lightly. Compared to what has been going on over the past few decades in the other branches of practical thought, namely ethics, economics and the law, political theory lags behind. Yet the current emphasis on Internet politics that polarizes the apologists holding the web to overcome the one-to-many architecture of opinion-building in traditional representative democracy, and the critics that warn cyber-optimism entails authoritarian technocracy has acted as a wake up call. This paper sets the problem â âWhat is it about ICTs, as opposed to previous technical devices, that impact on politics and determine uncertainty about democratic matters?â â into the broad context of practical philosophy, by offering a conceptual map of clusters of micro-problems and concrete examples relating to âe-democracyâ. The point is to highlight when and why the hyphen of e-democracy has a conjunctive or a disjunctive function, in respect to stocktaking from past experiences and settled democratic theories. My claim is that there is considerable scope to analyse how and why online politics fails or succeeds. The field needs both further empirical and theoretical work
