    Challenges of Electricity Production Scenarios Modelling for Life Cycle Assessment of Environmental Impacts

    International audienceThis communication presents a first attempt at making a life cycle assessment of prospective electricity production scenarios which were designed in the EnerGEO project. We start by a basic review of system (in this case, scenario) modelling expectations in today's LCA study. We then review some of the challenges of implementation due to the lack of detailed description of present and future electricity production systems. The importance of a detailed description is then shown with an evaluation of uncertainty of life cycle impact assessment results for three scenarios of German electricity production in 2030. The significant uncertainties we found, prevent us from detecting a relevant trend or making any comparison between the three chosen scenarios. We finally come to the conclusion that the LCA methodology will become relevant for the environmental assessment of electricity production scenarios when many more detailed information are accounted to describe future technologies, structures and sources of energy

    Inclusion of on-site renewables in design-stage building life cycle assessments

    This paper investigates the inclusion of renewables in building life cycle assessments. On-site renewable electricity generation is increasingly common in the built environment, but existing guidance for the inclusion of these renewable systems in design-stage life cycle assessment is limited. The life cycle assessment of a building with 42.8 kWpeak solar photovoltaic array is used as a case study to investigate the effect of different assumptions on the assessment outcome. The case study results are then used to suggest good practice. The paper also highlights where further research is required to provide reliable design-stage assessments in future

    Micro-algae cultivation for biofuels: Cost, energy balance, environmental impacts and future prospects

    AbstractMicro-algae have received considerable interest as a potential feedstock for producing sustainable transport fuels (biofuels). The perceived benefits provide the underpinning rationale for much of the public support directed towards micro-algae research. Here we examine three aspects of micro-algae production that will ultimately determine the future economic viability and environmental sustainability: the energy and carbon balance, environmental impacts and production cost. This analysis combines systematic review and meta-analysis with insights gained from expert workshops.We find that achieving a positive energy balance will require technological advances and highly optimised production systems. Aspects that will need to be addressed in a viable commercial system include: energy required for pumping, the embodied energy required for construction, the embodied energy in fertilizer, and the energy required for drying and de-watering. The conceptual and often incomplete nature of algae production systems investigated within the existing literature, together with limited sources of primary data for process and scale-up assumptions, highlights future uncertainties around micro-algae biofuel production. Environmental impacts from water management, carbon dioxide handling, and nutrient supply could constrain system design and implementation options. Cost estimates need to be improved and this will require empirical data on the performance of systems designed specifically to produce biofuels. Significant (>50%) cost reductions may be achieved if CO2, nutrients and water can be obtained at low cost. This is a very demanding requirement, however, and it could dramatically restrict the number of production locations available

    How Green Public Procurement Contributes to Sustainable Development in China: Evidence from the IISD Green Public Procurement Model

    The People's Republic of China spent more than CNY 1.6 trillion (USD 252 billion) on procurement in 2013, accounting for 11.7 per cent of all national spending (Ministry of Finance of the People's Republic of China, 2014). In light of these numbers, the potential environmental, social and economic multipliers of greening government purchases become evident. The benefits of a comprehensive and efficient green public procurement (GPP) policy are not limited to the green products and services the public sector buys, but will have a ripple effect that encourages green consumption nationwide. The significant purchasing power of the government will provide the much-needed incentives in order for businesses to invest and innovate in green products and services to meet the government's guaranteed long-term and high-volume demand. Additionally, GPP is in line with China's national plans to pioneer "eco-civilisation" and with the upcoming 13th Five-Year Plan (FYP), which underlines the importance of GPP.This paper is the second and final component of IISD's contribution to greening public procurement in China. Our discussion paper Green Public Procurement in China: Quantifying the Benefits, published in April 2015, analyzed China's GPP landscape, taking a closer look at current practices, actors at different levels of government and the underlying legal framework. In addition, the paper introduced the IISD GPP Model, discussing its potential for quantifying and communicating the benefits of GPP, while providing a high-level overview of the modelling approach used and of the scope of the model envisioned. Building on the results of the IISD GPP Model, consultations with stakeholders and an extensive literature review, this paper provides targeted recommendations addressing the development areas identified to improve GPP in China. The recommendations follow a multiphase approach offering more immediate solutions as well as more ambitious, larger-scale overhauls of the GPP framework for the long term. The results of the IISD GPP Model will be shared for the first time as part of this paper, making the case for green procurement through analyzing five product categories: air conditioners, lighting, cars, paper and cement. These categories were selected because they represent significant financial flows in procurement, have notable environmental impacts and domestic production, and have sufficient data available to facilitate their analysis. A detailed overview of the key elements of the modelling approach will be provided, in addition to an explanation of the model setup and the range of externalities monetised for each product category. Finally, we will look at how to use the model at the different levels of government as well as how its scope can be extended and customised in order to leverage its potential under a wider range of circumstances and areas of procurement

    An application of hybrid life cycle assessment as a decision support framework for green supply chains

    In an effort to achieve sustainable operations, green supply chain management has become an important area for firms to concentrate on due to its inherent involvement with all the processes that provide foundations to successful business. Modelling methodologies of product supply chain environmental assessment are usually guided by the principles of life cycle assessment (LCA). However, a review of the extant literature suggests that LCA techniques suffer from a wide range of limitations that prevent a wider application in real-world contexts; hence, they need to be incorporated within decision support frameworks to aid environmental sustainability strategies. Thus, this paper contributes in understanding and overcoming the dichotomy between LCA model development and the emerging practical implementation to inform carbon emissions mitigation strategies within supply chains. Therefore, the paper provides both theoretical insights and a practical application to inform the process of adopting a decision support framework based on a LCA methodology in a real-world scenario. The supply chain of a product from the steel industry is considered to evaluate its environmental impact and carbon ‘hotspots’. The study helps understanding how operational strategies geared towards environmental sustainability can be informed using knowledge and information generated from supply chain environmental assessments, and for highlighting inherent challenges in this process

    A nexus perspective on competing land demands: Wider lessons from a UK policy case study

    As nations develop policies for low-carbon transitions, conflicts with existing policies and planning tools are leading to competing demands for land and other resources. This raises fundamental questions over how multiple demands can best be managed. Taking the UK as an empirical example, this paper critiques current policies and practices to explore the interdependencies at the water-energy-food nexus. It considers how current land uses and related policies affect the UK’s resilience to climate change, setting out an agenda for research and practice relevant to stakeholders in land-use management, policy and modelling. Despite recent progress in recognising such nexus challenges, most UK land-related policies and associated science continue to be compartmentalised by both scale and sector and seldom acknowledge nexus interconnections. On a temporal level, the absence of an over-arching strategy leaves inter-generational trade-offs poorly considered. Given the system lock-in and the lengthy policy-making process, it is essential to develop alternative ways of providing dynamic, flexible, practical and scientifically robust decision support for policy-makers. A range of ecosystem services need to be valued and integrated into a resilient land-use strategy, including the introduction of non-monetary, physical-unit constraints on the use of particular services

    Performance assessment of urban precinct design: a scoping study

    Executive Summary: Significant advances have been made over the past decade in the development of scientifically and industry accepted tools for the performance assessment of buildings in terms of energy, carbon, water, indoor environment quality etc. For resilient, sustainable low carbon urban development to be realised in the 21st century, however, will require several radical transitions in design performance beyond the scale of individual buildings. One of these involves the creation and application of leading edge tools (not widely available to built environment professions and practitioners) capable of being applied to an assessment of performance across all stages of development at a precinct scale (neighbourhood, community and district) in either greenfield, brownfield or greyfield settings. A core aspect here is the development of a new way of modelling precincts, referred to as Precinct Information Modelling (PIM) that provides for transparent sharing and linking of precinct object information across the development life cycle together with consistent, accurate and reliable access to reference data, including that associated with the urban context of the precinct. Neighbourhoods are the ‘building blocks’ of our cities and represent the scale at which urban design needs to make its contribution to city performance: as productive, liveable, environmentally sustainable and socially inclusive places (COAG 2009). Neighbourhood design constitutes a major area for innovation as part of an urban design protocol established by the federal government (Department of Infrastructure and Transport 2011, see Figure 1). The ability to efficiently and effectively assess urban design performance at a neighbourhood level is in its infancy.
