    Victorian Aboriginal economic strategy 2013-2020

    The Victorian Aboriginal Economic Strategy was launched by the Minister for Aboriginal Affairs on 6 December 2013. The Strategy leverages the strengths of Aboriginal Victorians and the State economy to build opportunity and economic prosperity and deliver better life outcomes for Aboriginal Victorians. Economic participation and development are central to the Government\u27s reform agenda for closing the gap, the Victorian Aboriginal Affairs Framework 2013–2018. The Strategy extends from education, to more job opportunities with career pathways, and growing Aboriginal business enterprise and investment. Actions under the Strategy build on efforts across the Victorian Government and leverage private sector partners, to deliver strong outcomes in education, training employment and business enterprise. A Victorian Aboriginal Economic Board will be established in 2014 to support delivery of the Strategy, cut through red tape and build strategic connections with industries and the finance sector. The development of the Strategy has been informed by Ministerial Roundtables and targeted consultations held during 2013, discussions at the Victorian Aboriginal Economic Development Summit hosted in 2012 and the work of the Victorian Aboriginal Economic Development Group.     With more than 5.3 million inhabitants Victoria is the second most populous state in Australia. Once a manufacturing economy, Victoria is now transforming itself into a service and innovation-based economy. Currently, the largest sectors are education services and tourism. In terms of social structure, Victoria is characterised by a large migrant population, 24% of population were born overseas and 44% were either born overseas or have a parent who was born overseas. About 70% of the population resides in Melbourne. Victoria faces a number of challenges, ranging from an ageing population and skills shortages to drought and climate change and increased risk of natural disasters. Rapid population growth, 2% annually, has implications for service delivery and uneven development as well as regional disparities. There are barriers to connectivity in terms of transport and infrastructure, and a high degree of inter-institutional competition in tertiary education sector. The business structure in Victoria includes some highly innovative activities such as in biotechnology, but other sectors, especially those with high number of small and medium-sized enterprises, are lagging behind. Most of the larger manufacturing enterprises are externally controlled and there is uncertainty over the long term investments they will make in the state, as well as the place of Victoria in the global production networks

    The article has been structure as follows. Section 2 provides the characteristics and importance of the small and medium-sized enterprises. Section 3 outlines the main provisions of the European Charter for Small Enterprises. Section 4 presents data illustrating SMEs' growth trends and significance in Poland in the years 2003-2007 by the type of an enterprise, employment, and the share in GDP, foreign trade and investment. Section 5 discusses government's policies towards utilising the sector's growth potential for Poland. Section 6 presents major conclusions derived from the earlier discussion.W opracowaniu omówione są ilościowe i jakościowe cechy małych i średnich przedsiębiorstw, z ukazaniem zalet tych podmiotów. Zaprezentowane są postanowienia Europejskiej Karty Małych Przedsiębiorstw, wskazujące główne kierunki działań niezbędnych do pokonania barier ograniczających powstanie i funkcjonowanie sektora MSP. Przy pomocy danych statystycznych zaobserwowano zmiany w liczbie zarejestrowanych i aktywnych mikro, małych i średnich przedsiębiorstw oraz ich udział w tworzeniu zatrudnienia, PKB, w inwestycjach i handlu zagranicznym w Polsce w latach 2003-2007. Na tej podstawie zostały wskazane główne bariery ograniczające rozwój sektora MSP i kierunki działań państwa wobec tego sektora w Polsce warunkujące wykorzystanie jego potencjału rozwojowego
