    Bias Estimation for Evaluation of ATC surveillance systems

    This paper describes an off-line bias estimation and correction system for air traffic control related sensors, used in a newly developed Eurocontrol tool for the assessment of ATC surveillance systems. Current bias estimation algorithms are mainly focused in radar sensors, but the installation of new sensors (especially automatic dependent surveillance-broadcast and wide area multilateration) demands the extension of those procedures. In this paper bias estimation architecture is designed, based on error models for all those sensors. The error models described rely on the physics of the measurement process. The results of these bias estimation methods will be exemplified with simulated data

    Trajectory Reconstruction Techniques for Evaluation of ATC Systems

    This paper is focused on trajectory reconstruction techniques for evaluating ATC systems, using real data of recorded opportunity traffic. We analyze different alternatives for this problem, from traditional interpolation approaches based on curve fitting to our proposed schemes based on modeling regular motion patterns with optimal smoothers. The extraction of trajectory features such as motion type (or mode of flight), maneuvers profile, geometric parameters, etc., allows a more accurate computation of the curve and the detailed evaluation of the data processors used in the ATC centre. Different alternatives will be compared with some performance results obtained with simulated and real data sets

    ATC Trajectory Reconstruction for Automated Evaluation of Sensor and Tracker Performance

    Currently most air traffic controller decisions are based on the information provided by the ground support tools provided by automation systems, based on a network of surveillance sensors and the associated tracker. To guarantee surveillance integrity, it is clear that performance assessments of the different elements of the surveillance system are necessary. Due to the evolution suffered by the surveillance processing chain in the recent past, its complexity has been increased by the integration of new sensor types (e.g., automatic dependent surveillance-broadcast [ADS-B], Mode S radars, and wide area multilateration [WAM]), data link applications, and networking technologies.     Generic multisensor multitarget bias estimation architecture

    Current bias estimation algorithms for air traffic control (ATC) surveillance are focused on radar sensors, but the integration of new sensors (especially automatic dependent surveillance-broadcast and wide area multilateration) demands the extension of traditional procedures. This study describes a generic architecture for bias estimation applicable to multisensor multitarget surveillance systems. It consists on first performing bias estimations using measurements from each target, of a subset of sensors, assumed to be reliable, forming track bias estimations. All track bias estimations are combined to obtain, for each of those sensors, the corresponding sensor bias. Then, sensor bias terms are corrected, to subsequently calculate the target or sensor-target pair specific biases. Once these target-specific biases are corrected, the process is repeated recursively for other sets of less reliable sensors, assuming bias corrected measures from previous iterations are unbiased. This study describes the architecture and outlines the methodology for the estimation and the bias estimation design processes. Then the approach is validated through simulation, and compared with previous methods in the literature. Finally, the study describes the application of the methodology to the design of the bias estimation procedures for a modern ATC surveillance application, specifically for off-line assessment of ATC surveillance performance

    The results of an air traffic control surveillance accuracy and update rate study are presented. The objective of the study was to establish quantitative relationships between the surveillance accuracies, update rates, and the communication load associated with the tactical control of aircraft for conflict resolution. The relationships are established for typical types of aircraft, phases of flight, and types of airspace. Specific cases are analyzed to determine the surveillance accuracies and update rates required to prevent two aircraft from approaching each other too closely

    This paper describes some key points of a new tool being currently developed by Eurocontrol for the assessment of air traffic control (ATC) multisensor trackers performance. It summarizes the algorithmic foundations of the high-accuracy trajectory reconstruction process used to obtain reference trajectories from recorded measures. These trajectories will serve as a reference for the evaluation of the accuracy of ATC data processing centers. The performance of the system is illustrated with some reconstruction experiments on synthetic and real data

    TRES: Multiradar-Multisensor Data Processing assessment using Opportunity Traffic

    In this paper we describe a new tool being currently developed by Eurocontrol for Air Traffic Control multiradarmultisensor data processing systems assessment. This tool, called TRES (Trajectory Reconstruction and Evaluation Suite), will become in a near future a replacement for some parts of current versions of SASS-C (Surveillance Analysis Support System for Centres) suite. The paper describes the overall architecture of the assessment system, and details the methods used in TRES for the calculation of reference trajectories, taking into account sensor detection characteristics, available information, sensor accuracies, biases, ... The whole system has been tested with real traffic and simulated data, some illustrative examples are presented at the end

    Improving institutional memory on challenges and methods for estimation of pig herd antimicrobial exposure based on data from the Danish Veterinary Medicines Statistics Program (VetStat)

    With the increasing occurrence of antimicrobial resistance, more attention has been directed towards surveillance of both human and veterinary antimicrobial use. Since the early 2000s, several research papers on Danish pig antimicrobial usage have been published, based on data from the Danish Veterinary Medicines Statistics Program (VetStat). VetStat was established in 2000, as a national database containing detailed information on purchases of veterinary medicine. This paper presents a critical set of challenges originating from static system features, which researchers must address when estimating antimicrobial exposure in Danish pig herds. Most challenges presented are followed by at least one robust solution. A set of challenges requiring awareness from the researcher, but for which no immediate solution was available, were also presented. The selection of challenges and solutions was based on a consensus by a cross-institutional group of researchers working in projects using VetStat data. No quantitative data quality evaluations were performed, as the frequency of errors and inconsistencies in a dataset will vary, depending on the period covered in the data. Instead, this paper focuses on clarifying how VetStat data may be translated to an estimation of the antimicrobial exposure at herd level, by suggesting uniform methods of extracting and editing data, in order to obtain reliable and comparable estimates on pig antimicrobial consumption for research purposes.Comment: 25 pages, including two Appendices (pages not numbered).     We develop a mixed complementarity programming (MCP) based estimating framework for non-tariff barriers (NTBs) to examine the evolution of market access conditions in the textile and clothing sectors, working with a panel of bilateral trade data on textile and clothing trade, underlying bilateral tariffs, and the country-pair coverage of quotas under the WTO’s Agreement on Textiles and Clothing (ATC). Our estimating framework takes advantage of the panel nature of trade data when calculating export tax equivalents while allowing for inequality constraints on the quota premium estimates.
