    In Pursuit of a Next Generation Network for Public Safety Communications

    In the aftermath of Hurricane Katrina, a unitary reliance on Land Mobile Radio systems (LMRs) failed public safety agencies, leaving them without any source of communications once they lost transmission capability. Unfortunately, in the wake of this tragedy, many have dusted off traditional prescriptions for improving public safety communications, such as more dedicated spectrum and more money for single-purpose LMRs (or LMRs based on technology that fails to facilitate broader functionalities). As we explain, however, both the needs underscored by Katrina and the capabilities made possible by emerging technologies call for a different strategy. In this paper, we argue that sound policy favors adoption of a next generation flexible architecture strategy for public safety communications. Such a flexible architecture embraces technological convergence and, accordingly, strives to coordinate existing LMRs, commercial terrestrial services, satellite technology, and wireless broadband systems to provide a robust, reliable, secure, and interoperable broadband communications system. Additionally, this approach would take advantage of multi-mode radios which are already a reality in most segments of the marketplace (except for public safety). Such multi-mode radios are expected to be even more robust once the recently authorized ancillary terrestrial component (ATC) of mobile satellite services becomes an option for public safety agencies. Notably, the flexible architecture that we advocate does not necessarily require additional spectrum dedicated for public safety agencies nor prohibitive financial investment in the equipment needed to use spectrum effectively. Rather, public safety agencies can leverage networks provided by commercial providers - particularly hybrid satellite and terrestrial systems - to satisfy many public safety needs in a cost-effective fashion. To advance this vision, policymakers should ensure that (1) satellite and terrestrial providers are afforded the opportunity - through pro-market and innovative spectrum policies - to develop effective offerings for public safety agencies; and (2) public safety agencies receive sufficient financial support to promote this type of a hybrid, next generation architecture

    Optimized Handover and Resource Management: An 802.21 Based Scheme to Optimize Handover and Resource Management in Hybrid Satellite-Terrestrial Networks

    International audienceSatellite communications can provide fourth generation (4G) networks with large-scale coverage. However, their integration to 4G is challenging because satellite networks have not been designed with handover in mind. The setup of satellite links takes time, and so, handovers must be anticipated long before. This paper proposes a generic scheme based on the Institute of Electrical and Electronics Engineers 802.21 standard to optimize handover and resource management in hybrid satellite-terrestrial networks. Our solution, namely optimized handover and resource management (OHRM), uses the terrestrial interface to prepare handover, which greatly speeds up the establishment of the satellite link. We propose two mechanisms to minimize the waste of bandwidth due to wrong handover predictions. First, we leverage the support of 802.21 in the terrestrial access network to shorten the path of the signaling messages towards the satellite resource manager. Second, we cancel the restoration of the satellite resources when the terrestrial link rolls back. We use OHRM to interconnect a digital video broadcasting and a wireless 4G terrestrial network. However for the simulation tool, we use a WiMAX as the terrestrial technology to illustrate the schemes. The simulation results show that OHRM minimizes the handover delay and the signaling overhead in the terrestrial and satellite networks

    An SDN-approach for QoE management of multimedia services using resource allocation

    Future networks will be accompanied by new heterogeneous requirements in terms of end-users Quality of Experience (QoE) due to the increasing number of application scenarios being deployed. Network softwarization technologies such as Software Defined Networks (SDNs) and Network Function Virtualization (NFV) promise to provide these capabilities. In this paper, a novel QoE-driven resource allocation mechanism is proposed to dynamically assign tasks to virtual network nodes in order to achieve an optimized end-to-end quality. The aim is to find the best combination of network node functions that can provide an optimized level of QoE to the end users though node cooperation. The service in question is divided in tasks and the neighbor nodes negotiate the assignment of these considering the final quality. In the paper we specifically focus on the video streaming service. We also show that the agility provided by SDN/NFV is a key factor for enhancing video quality, resource allocation and QoE management in future networks. Preliminary results based on the Mininet network emulator and the OpenDaylight controller have shown that our approach can significantly improve the quality of a transmitted video by selecting the best path with normalized QoS values

    Electronic communications regulation in Europe : an overview of past and future problems

    For many years, electronic communications has been one of the most important areas of policy intervention or the European Union. Liberalisation and privatisation of the telecommunications industry were very important topics of the policy debate in the two decades from 1990 to 2010. In these years, the EU developed a sophisticated regulatory framework aspiring to the principle of favouring the entrance of new players in the sector and characterised by a strong pro-competition flavour. More recently, however, the necessity of mobilising important investments for the creation of new Next Generation Networks, capable of delivering all the benefits of the digital revolution to European citizens, has cast doubts on the validity of the established framework. This paper discusses the solutions adopted during the liberalisation process and summarizes some of the key future challenges to the existing regulatory framework

    Mechanisms for QoE optimisation of video traffic: a review paper

    Transmission of video traffic over the Internet has grown exponentially in the past few years with no sign of waning. This increasing demand for video services has changed user expectation of quality. Various mechanisms have been proposed to optimise the Quality of Experience (QoE) of end users’ video. Studying these approaches are necessary for new methods to be proposed or combination of existing ones to be tailored. We discuss challenges facing the optimisation of QoE for video traffic in this paper. It surveys and classifies these mechanisms based on their functions. The limitation of each of them is identified and future directions are highlighted

    A prototype and demonstrator of Akogrimo’s architecture: An approach of merging grids, SOA, and the mobile Internet

    The trend of merging telecommunication infrastructures with traditional Information Technology (IT) infrastructures is ongoing and important for commercial service providers. The driver behind this development is, on one hand, the strong need for enhanced services and on the other hand, the need of telecommunication operators aiming at value-added service provisioning to a wide variety of customers. In the telecommunications sector, the IP Multimedia Subsystem (IMS) is a promising service platform, which may become a ''standard'' for supporting added-value services on top of the next generation network infrastructure. However, since its range of applicability is bound to SIP- enabled services, IMS extensions are being proposed by ''SIPifying'' applications. In parallel to these developments within the traditional IT sector, the notion of Virtual Organizations (VO) enabling collaborative businesses across organizational boundaries is addressed in the framework of Web Services (WS) standards implementing a Service-oriented Architecture (SOA). Here, concepts for controlled resource and service sharing based on WS and Semantic Technologies have been consolidated. Since the telecommunications sector has become, in the meantime ''mobile'', all concepts brought into this infrastructure must cope with the dynamics mobility brings in. Therefore, within the Akogrimo project the VO concept has been extended towards a Mobile Dynamic Virtual Organization (MDVO) concept, additionally considering key requirements of mobile users and resources. Especial attention is given to ensure the duality of the merge of both, SOA and IMS approaches to holistically support SOA-enabled mobile added-value services and their users. This work describes major results of the Akogrimo project, paying special attention to the overall Akogrimo architecture, the prototype implemented, and the key scenario in which the instantiated Akogrimo architecture shows a very clear picture of applicability, use, and an additional functional evaluation

Chris Marsden maneuvers through the hype articulated by Netwrok Neutrality advocates and opponents. He offers a clear-headed analysis of the high stakes in this debate about the Internet's future, and fearlessly refutes the misinformation and misconceptions that about' Professor Rob Freiden, Penn State University Net Neutrality is a very heated and contested policy principle regarding access for content providers to the Internet end-user, and potential discrimination in that access where the end-user's ISP (or another ISP) blocks that access in part or whole. The suggestion has been that the problem can be resolved by either introducing greater competition, or closely policing conditions for vertically integrated service, such as VOIP. However, that is not the whole story, and ISPs as a whole have incentives to discriminate between content for matters such as network management of spam, to secure and maintain customer experience at current levels, and for economic benefit from new Quality of Service standards. This includes offering a ‘priority lane' on the network for premium content types such as video and voice service. The author considers market developments and policy responses in Europe and the United States, draws conclusions and proposes regulatory recommendations
