    A benchmark for impact assessment of affordable housing

    There is a growing recognition in the built environment for the significance of benchmarking. It is recognized as a key driver for measuring success criteria in the built environment sector. In spite of the huge application of this technique to the sector and other sectors, very little is known of it in affordable housing sub-sector and where it has been used, components of housing quality were not holistically considered. This study considers this identified deficiency in developing a benchmark for assessing affordable housing quality impact factors. As part of this study, samples of 4 affordable Housing projects were examined. Two each were originally selected from under 5 categories of ‘operational quality standards’ within United Kingdom. Samples of 10 projects were extracted from a total of 80 identified UK affordable housing projects. Investigative study was conducted on these projects showing varying impact factors and constituent parameters responsible for their quality. Identified impact criteria found on these projects were mapped against a unifying set standard and weighted with ‘relative importance index’. Adopting quality function deployment (QFD) technique, a quality matrix was developed from these quality standards groupings with their impact factors. An affordable housing quality benchmark and a relative toolkit evolved from resultant quality matrix of project case studies and questionnaire served on practitioners’ performance.     Towards a GIS-based Multiscale Visibility Assessment Method for Solar Urban Planning

    Urban areas are facing a growing deployment of solar photovoltaic and thermal tech-nologies on building envelopes, both on roofs and on façades, essential for the realization of the Swiss Energy Strategy 2050. This process often occurs regardless of the desirable archi-tectural integration quality in a given urban context, which depends on socio-cultural sensitivi-ty and on the visibility of the solar modules from the public space. Visibility and visual impact are recurrent decisional factors in spatial planning processes, with practical implications in-cluding touristic and real estate promotion, outdoor human comfort, way finding, public feeling of security and advertisement. In this thesis, the definition of visibility under a geometrical, physical and psycho-physiological perspective is explored, several quantitative indicators being described and test-ed. The objective is to provide a scale-dependent methodology to assess the visibility of build-ing envelope surfaces exposed to solar radiation, which could host solar modules, in urban areas. A visibility index is determined for inclusion as a variable in a multi criteria method, cover-ing areas from the strategic broad territorial scale to the district level, including neighborhoods and clusters of buildings. Accomplished research includes the estimation of public visual inter-est on the basis of crowd-sourced photographic databases, complementing geometry-based parameters such as cumulative viewsheds and solid angles. At each scale, the visibility index is systematically overlapped on an urban sensitivity layer issued from land use and on a spatial representation of the solar energy generation potential, at an appropriate level of detail. Results indicate that stakeholders can reasonably expect to harvest a serious amount of solar energy by means of building integrated solar systems without crucially affecting public perception. In the study area located in the city of Geneva (Switzerland), more than 50 m2 / building of non-visible envelope surface receiving sufficient solar radiation for an economically viable solar re-furbishment is available over half of the buildings. Solar thermal collectors or PV panels in-stalled on scarcely visible surfaces, mainly situated in courtyards, far from the streets or in deep urban canyons, could cover about 10% of the annual heating demand or alternatively, the same share of electricity needs on a district basis. At the same time, plenty of highly visible areas remain available for high-end solar deployments, which could also serve pilot and demonstration purposes

The experience and the expertise world-wide answers a call from both the research and the professional communities for a synthesis of current knowledge about the use of computerized tools in forest management planning. According to the aims of the Forest Management Decision Support Systems (FORSYS) (http://fp0804.emu.ee/) this synthesis is a critical success factor to develop a comprehensive quality reference for forest management decision support systems. The emphasis of the book is on identifying and assessing the support provided by computerized tools to enhance forest management planning in real-world contexts. The book thus identifies the management planning problems that prevail world-wide to discuss the architecture and the components of the tools used to address them. Of importance is the report of architecture approaches, models and methods, knowledge management and participatory planning techniques used to address specific management planning problems. We think that this synthesis may provide effective support to research and outreach activities that focus on the development of forest management decision support systems. It may contribute further to support forest managers when defining the requirements for a tool that best meets their needs. The first chapter of the book provides an introduction to the use of decision support systems in the forest sector and lays out the FORSYS framework for reporting the experience and expertise acquired in each country. Emphasis is on the FORSYS ontology to facilitate the sharing of experiences needed to characterize and evaluate the use of computerized tools when addressing forest management planning problems. The twenty six country reports share a structure designed to underline a problem-centric focus. Specifically, they all start with the identification of the management planning problems that are prevalent in the country and they move on to the characterization and assessment of the computerized tools used to address them. The reports were led by researchers with background and expertise in areas that range from ecological modeling to forest modeling, management planning and information and communication technology development. They benefited from the input provided by forest practitioners and by organizations that are responsible for developing and implementing forest management plans. A conclusions chapter highlights the success of bringing together such a wide range of disciplines and perspectives. This book benefited from voluntary contributions by 94 authors and from the involvement of several forest stakeholders from twenty six countries in Europe, North and South America, Africa and Asia over a three-year period.
