    The Ontology of Government Studies Development: A Systematic Review

    Ontology is the process of discussing knowledge from a philosophical point of view. Therefore, this research aims to explain the nature of government studies based on ontology, which is a governmental science used to carry out periodic paradigm shifts. Data was collected from the Scopus database and reviewed using the systematic method. The results showed that government studies are associated with the management of the executive and legislative branches, their leadership, and the relationship between central and local government and between government and society. The study of government science progress is in three phases; the first determines the essence of science in governance and ends with the third phase, which is the development of the concept of good governance. The governance concept is considered a solution to the crisis of lack of public trust in the government and their participation, effectiveness, accountability, and coherence in community activities. This becomes the wheels of government by mono and multi-stakeholder. Collaborative correlation is the initiation by the government to involve the public and the private sector

    Hybrid Hierarchical Architecture for Integration and Interoperability of a One-Stop E-Government Portal

    The main function of a one-stop e-government portal is to provide single access point to various e-government services for its users. It needs an effective architecture for integration and interoperability between a one-stop e-government portal and related e-government services. However, due to heterogeneous e-government service platforms and bad e-government service organization, a one-stop e-government portal may fail to provide its main function effectively. This study proposes an architectural approach to improve integration and interoperability among one-stop e-government portal, e-government applications, and e-government services using a service component architecture. The evaluation shows that the proposed approach could be successfully implemented in a prototype of a one-stop e-government portal

    Appraising the impact and role of platform models and Government as a Platform (GaaP) in UK Government public service reform: towards a Platform Assessment Framework (PAF)

    The concept of “Government as a Platform” (GaaP) (O'Reilly, 2009) is coined frequently, but interpreted inconsistently: views of GaaP as being solely about technology and the building of technical components ignore GaaP's radical and disruptive embrace of a new economic and organisational model with the potential to improve the way Government operates – helping resolve the binary political debate about centralised versus localised models of public service delivery. We offer a structured approach to the application of the platforms that underpin GaaP, encompassing not only their technical architecture, but also the other essential aspects of market dynamics and organisational form. Based on a review of information systems platforms literature, we develop a Platform Appraisal Framework (PAF) incorporating the various dimensions that characterise business models based on digital platforms. We propose this PAF as a general contribution to the strategy and audit of platform initiatives and more specifically as an assessment framework to provide consistency of thinking in GaaP initiatives. We demonstrate the utility of our PAF by applying it to UK Government platform initiatives over two distinct periods, 1999–2010 and 2010 to the present day, drawing practical conclusions concerning implementation of platforms within the unique and complex environment of the public sector.Non

    Customer profiling using a service-orientated architecture

    Customer profiling has recently gained much recognition in the e-commerce domain because of the benefits it is capable of bringing to online business. Customer profiling has been implemented in various systems development approaches such as in a client-server environment. Recently there has been an increase in the number of organisations adopting and implementing e-commerce systems using service-oriented architecture (SOA) principles. This research set out to determine how a customer profile can be implemented using open source SOA implementation tools, and how SOA-based customer profiles can be utilised to provide appropriate personalisation in an SOA environment. The research further endeavoured to complete a comparative study on customer profile implementation in two different architectures, namely SOA and client-server. An extensive literature review was conducted on SOA, customer profiling and e-commerce systems development. SOA enabling technologies, such as, web services, enterprise service bus (ESB) and open source Sun Java SOA implementation tools, for example, Open ESB, GlassFish application server and Netbeans IDE were analysed. A Java web services-based customer profiling system was prototyped following SOA design principles. An end-user evaluation survey was conducted using eye tracking with a sample of 30 participants. The evaluation was done on two e-commerce systems with the same interface but running on two different customer profile back-ends, SOA and client-server. The results show that participants did not experience significant difference between the two systems, however, eye tracking results showed a significant difference between the two systems. The research concluded that customer profiling using SOA offers more benefits than implementations using other architectures such as client-server. SOA component-based development proved to be easier to manage, develop, integrate and improves interoperability between different technologies. The research brought together necessary techniques and technologies that organisations can use to implement SOA. Using SOA, organisations can integrate and utilise different technologies seamlessly to achieve business goals

    E-commerce and small and medium enterprises (SME) in least developed countries : the case of Tanzania

    Includes abstract.Includes bibliographical references.The purpose of the study was to investigate the E-Commerce phenomena in Tanzania with the goal of understanding how E-Commerce is typically made sense of by Tanzanian SMEs and how the sense making is produced, sustained and affected by environmental and organisational conditions. Structuration theory was used as a theoretical lens from which the social construction of the E-Commerce phenomena could be understood. The study primarily adopted a subjective interpretive stance. A preliminary quantitative study using questionnaires and interviews was done to gain an initial understanding of the E-Commerce status quo in Tanzania. The main study was qualitative in nature and used interviews with 33 Tanzanian SMEs as the data collection method
