    Knowledge-based support in Non-Destructive Testing for health monitoring of aircraft structures

    Maintenance manuals include general methods and procedures for industrial maintenance and they contain information about principles of maintenance methods. Particularly, Non-Destructive Testing (NDT) methods are important for the detection of aeronautical defects and they can be used for various kinds of material and in different environments. Conventional non-destructive evaluation inspections are done at periodic maintenance checks. Usually, the list of tools used in a maintenance program is simply located in the introduction of manuals, without any precision as regards to their characteristics, except for a short description of the manufacturer and tasks in which they are employed. Improving the identification concepts of the maintenance tools is needed to manage the set of equipments and establish a system of equivalence: it is necessary to have a consistent maintenance conceptualization, flexible enough to fit all current equipment, but also all those likely to be added/used in the future. Our contribution is related to the formal specification of the system of functional equivalences that can facilitate the maintenance activities with means to determine whether a tool can be substituted for another by observing their key parameters in the identified characteristics. Reasoning mechanisms of conceptual graphs constitute the baseline elements to measure the fit or unfit between an equipment model and a maintenance activity model. Graph operations are used for processing answers to a query and this graph-based approach to the search method is in-line with the logical view of information retrieval. The methodology described supports knowledge formalization and capitalization of experienced NDT practitioners. As a result, it enables the selection of a NDT technique and outlines its capabilities with acceptable alternatives

    Quantifying the impact of technical barriers to trade : a framework for analysis

    There has been increasing use of technical regulations as instruments of commercial policy in the context of multilateral, regional, and global trade. These nontariff barriers are of special concern to developing countries, which may bear additional costs in meeting mandatory standards. Many industrial and developing countries express frustration with regulations that vary across their export markets, require duplicative conformity procedures, and are continually revised to exclude imports. The authors provide a comprehensive overview of the policy debate and methodological issues surrounding product standards and technical barriers to trade. They begin with a review of the policy context driving demand for empirical analysis of standards in trade, then provide an analytical overview of the role of standards and their relationship to trade. They then review methodological approaches that have been used to analyze standards and theirimpact on trade. Their main interest lies in advancing techniques that are practical and may be fruitfully extended to the empirical analysis of regulations and trade. They discuss concrete steps that could be taken to move forward a practical, policy-relevant program of empirical research.     Understanding requirement specifications was an integral part of information systems design and was critical to the success of interactive systems. However, specifying these requirements was not simple to achieve. This research, including a literature review, describes general methods to support requirement specification analysis that can be adapted into a range of situations in accordance with relevant standards. The main techniques discussed were risk management, stage-based lifecycle models and frameworks. Additionally, as part of the methodology and project history, the methods for implementation, process improvements and schedule of the research was examined. A case study with statistical analysis was described to illustrate how these techniques, methods and standards have been applied in practice and the advantages and disadvantages experienced

    Innovative Stormwater Treatment Technologies: Best Management Practices Manual

    Urban stormwater carries a number of pathogens, nutrients, heavy metals, sediment, and other contaminants as surface runoff flows over land. The increase in impervious or paved surfaces associated with development in urban areas reduces the natural infiltration of precipitation into the ground. With impervious cover, precipitation collects and carries contaminants before draining into nearby surface waters. Stormwater runoff from paved surfaces in developed areas can degrade downstream waters with both contaminants and increased volumes of water. This publication aims to make information on innovative stormwater treatment technologies more available to New Hampshire’s urban planners, developers, and communities. Traditional runoff management techniques such as detention basins and infiltration swales may be preferable, but are not always practical for treating urban stormwater. Lack of space for natural solutions is often a problem in existing developed areas, making innovative treatment technologies an attractive alternative. Mostly designed for subsurface installation, urban “retrofits” use less space than conventional methods to treat stormwater. This manual provides information on the innovative stormwater “retrofit” technologies currently available for use in developed areas in New Hampshire

    Source control SUDS delivery on a global scale and in Scotland including approach by responsible organisations and professional groups

    Background to researchThe Sustainable Urban Drainage Scottish Working Party via CREW commissioned this work on the implementation of source control for SUDS in Scotland. The project is being carried out by researchers based at Abertay University Dundee involves three phases. These are presented in separate reports; this report covers phase 2 of that work. Source control sustainable urban drainage systems (SUDS) are an established technique in many parts of the world. Source control SUDS are a key component of what is termed the stormwater treatment train. Source controls manage the more frequent but smaller polluting rainfall events as close to the source as possible (where the rain falls). Site and regional control SUDS are larger downstream structures which manage the longer term rainfall events and provide additional treatment when required. One of the key advantages of managing the more frequent rainfall events at source is that downstream site and regional SUDS will have longer life spans resulting in overall cost efficiencies. Scotland is regarded as a frontrunner in the UK regarding implementation of SUDS with site and regional drainage structures now considered ‘business as usual’. However the uptake of source control is less routine than would be expected.Objectives of researchPhase one of this research looked at the background to the evolution of source control in Scotland to provide an insight into the enabling factors and obstacles for uptake of the systems since. Phase two(this report) appraises delivery of the systems in seven countries and case studies are developed to understand why source control was implemented and how it was achieved. The current delivery by responsible organisations and professional groups which encourage and influence the source control agenda in Scotland is also appraised. Using these findings, the transition pathway from traditional drainage to source control SUDS are reconstructed and mapped out to highlight the historical and current enabling (and disabling) factors to realise the transition to date. A transition framework is used to highlight the transition strengths developed by responsible organisations over the last two decades which had assisted in accelerating the transition.Key findings and recommendationsKey outcomes of this research include:* In Scotland the source control vision and agenda is fragmented due to different stakeholder drivers and funding mechanisms.* There are examples of the use of incentives in Scotland (i.e. legislative, regulatory, financial,social and environmental) to drive integrated agendas. However these have not been successfully showcased to provide the evidence base for encouraging replication and up-scaling of the methodologies and techniques.* There are limited frontier source control SUDS ‘niches’ to nurture innovative techniques such as raingardens – a learning by doing concept. A more focused research agenda to validate these systems as viable sustainable solutions for Scotland would assist in accelerating uptake.* Lack of sector engagement, particularly with the public is a disabling factor for uptake.A final observation from this phase of the study is that requests from various interested parties for CREW / SUDS Working Party to share outputs indicates the need for this research

    The report provides a framework that categorises the different European Union (EU) policies, laws and governance actions identified as impacting upon food value chains in the defined areas of: fairer trading practices, food integrity (food safety and authenticity), and sustainability collaborations along food value chains. A four-stage framework is presented and illustrated with examples. The evidence shows that European Union policy activity impacting upon food value chain dynamics is increasing, both in terms of the impacts of policies upon the chains, and, in terms of addressing some of the more contentious outcomes of these dynamics. A number of policy priorities are at play in addressing the outcomes of food value chain dynamics. unevenness of the distribution of profit within food value chains, notably to farmers. Regulation of food safety and aspects of authenticity has been a key focus for two decades to ensure a functioning single market while ensuring consumer health and wellbeing. A food chain length perspective has been attempted, notably through regulations such as the General Food Law, and the rationalisation of the Official Controls on food and feed safety. However, there are still gaps in the effective monitoring and transparency of food safety and of food integrity along value chains, as exemplified by misleading claims and criminal fraud. This has led to renewed policy actions over food fraud, in particular. EU regulations, policies and related governance initiatives provide an important framework for national-level actions for EU member states and for EEA members. The more tightly EU-regulated areas, such as food safety, see fewer extra initiatives, but where there is a more general strategic policy and governance push, such as food waste reduction or food fraud, there is greater independent state-level activity. Likewise, there is much more variation in the application of both national and European (Competition) law to govern unfair trading practices impacting upon food value chains. This report presents the findings of a survey of members from the VALUMICS stakeholder platform, that were policy facing food value chain stakeholders across selected European countries, including both EU and EEA Member States. The survey was conducted to check the significance of the main policies identified in the mapping exercise at EU and national levels and so to incorporate the views of stakeholders in the research. The responses suggest the policy concerns identified in EU and national-level research resonate with food value chain stakeholders in participating nations. The report concludes by exploring in more detail how the themes of fairness and of transparency are being handled in the policy activities presented. Highlighted are the ways that both fairness and transparency can be extended within the existing frameworks of EU policy activity. The findings in this report provide an important context for further and detailed research analysis of the workings and dynamics of European food value chains under the VALUMICS project

    In the past regulatory authorities for food products had a duty to ensure that foods offered tothe consumer are at least safe to eat. The authorities required a positive approach of using Good Manufacturing Practices (GMP), producing food in a hygienic manner, and by inspection of finished product. It is now realised that inspection of finished product gives a poor control over the safety of foods. Therefore, since 1 January 1993, regulatory authorities in Europe required that companies take a preventative approach to safety based on the principles of Hazard Analysis and Critical Control Points (HACCP). Anyone exporting fish products to Europe or North America will have to implement a programme based on HACCP. If a company cannot demonstrate to the satisfaction of regulating agencies in importing countries that it has an effective programme operating in their processing plant, importers will not be permitted to accept the products. The United Nations food standard group Codex Alimentarius Commission has recommended HACCP's adoption as a system for ensuring the safety of foods (including finfish and shellfish) and the prevention of foodborne diseases
