    Private experiments in global governance : primary commodity roundtables and the politics of deliberation

    Emerging scholarship on global governance offers ever-more detailed analyses of private regulatory regimes. These regimes aim to regulate some area of social activity without a mandate from, or participation of, states or international organizations. While there are numerous empirical studies of these regimes, the normative theoretical literature has arguably struggled to keep pace with such developments. This is unfortunate, as the proliferation of private regulatory regimes raises important issues about legitimacy in global governance. The aim of this paper is to address some of these issues by elaborating a theoretical framework that can orientate normative investigation of these schemes. It does this through turning to the idea of experimentalist governance. It is argued that experimentalism can provide an important and provocative set of insights about the processes and logics of emerging governance schemes. The critical purchase of this theory is illustrated through an application to the case of primary commodities roundtables, part of ongoing attempts by NGOs, producers, and buyers to set sustainability criteria for commodity production across a range of sectors. The idea of experimentalist governance, we argue, can lend much needed theoretical structure to debates about the normative legitimacy of private regulatory regimes

    What we talk about when we talk about "global mindset": managerial cognition in multinational corporations

    Recent developments in the global economy and in multinational corporations have placed significant emphasis on the cognitive orientations of managers, giving rise to a number of concepts such as “global mindset” that are presumed to be associated with the effective management of multinational corporations (MNCs). This paper reviews the literature on global mindset and clarifies some of the conceptual confusion surrounding the construct. We identify common themes across writers, suggesting that the majority of studies fall into one of three research perspectives: cultural, strategic, and multidimensional. We also identify two constructs from the social sciences that underlie the perspectives found in the literature: cosmopolitanism and cognitive complexity and use these two constructs to develop an integrative theoretical framework of global mindset. We then provide a critical assessment of the field of global mindset and suggest directions for future theoretical and empirical research

    Democratization’s Risk Premium: Partisan and Opportunistic Political Business Cycle Effects on Sovereign Ratings in Developing Countries

    We use partisan and opportunistic political business cycle (“PBC”) considerations to develop a framework for explaining election-period decisions by credit rating agencies (“agencies”) publishing developing country sovereign risk-ratings (“ratings”). We test six hypotheses derived from the framework with 482 agency ratings for 19 countries holding 39 presidential elections from 1987-2000. We find that ratings are linked to the partisan orientation of incumbents facing election and to expectations of incumbent victory. Consistent with the framework, rating effects are sometimes greater for right-wing compared to left-wing incumbents, perhaps, because partisan PBC considerations with right-wing (left-wing) incumbents reinforce (counteract) opportunistic PBC considerations.http://deepblue.lib.umich.edu/bitstream/2027.42/39931/3/wp546.pd

    Organizational choices of banks and the effective supervision of transnational financial institutions : [Version: 19 Juli 2012]

    This paper outlines relatively easy to implement reforms for the supervision of transnational banking-groups in the E.U. that should not be primarily based on legal form but on the actual risk structures of the pertinent financial institutions. The proposal also aims at paying close attention to the economics of public administration and international relations in allocating competences among national and supranational supervisory bodies. Before detailing the own proposition, this paper looks into the relationship between sovereign debt and banking crises that drive regulatory reactions to the financial turmoil in the Euro area. These initiatives inter alia affirm effective prudential supervision as a pivotal element of crisis prevention. In order to arrive at a more informed idea, which determinants apart from a perceived appetite for regulatory arbitrage drive banks’ organizational choices, this paper scrutinizes the merits of either a branch or subsidiary structure for the cross-border business of financial institutions. In doing so, it also considers the policy-makers perspective. The analysis shows that no one size fits all organizational structure is available and concludes that banks’ choices should generally not be second-guessed, particularly because they are subject to (some) market discipline. The analysis proceeds with describing and evaluating how competences in prudential supervision are currently allocated among national and supranational supervisory authorities. In order to assess the findings the appraisal adopts insights form the economics of public administration and international relations. It argues that the supervisory architecture has to be more aligned with bureaucrats’ incentives and that inefficient requirements to cooperate and share information should be reduced. Contrary to a widespread perception, shifting responsibility to a supranational authority cannot solve all the problems identified. Resting on these foundations, the last part of this paper finally sketches an alternative solution that dwells on far-reaching mutual recognition of national supervisory regimes and allocates competences in line with supervisors’ incentives and the risk inherent in crossborder banking groups

    Authority, politicization, and alternative justifications: endogenous legitimation dynamics in global economic governance

    Recent mobilization against core tenets of the liberal international order suggests that international institutions lack sufficient societal legitimacy. We argue that these contestations are part of a legitimation dynamic that is endogenous to the political authority of international institutions. We specify a mechanism in which international authority increases the likelihood for the public politicization of international institutions. This undermines legitimacy in the short run, but also allows broadening the justificatory basis of global governance: Politicization allows civil society organizations (CSOs) to transmit alternative legitimation standards to global elite discourses. We trace this sequence for four key institutions of global economic governance – the IMF, the World Bank, the WTO, and the NAFTA – combining data on authority and protest counts with markers for CSOs and legitimation narratives in more than 120,000 articles in international elite newspapers during 1992–2012. The uncovered patterns are consistent with a perspective that understands legitimation dynamics as an endogenous feature of international authority, but they also show that alternative legitimation narratives did not lastingly resonate in the global discourse thus far. This may explain current backlashes and calls for active re-legitimation efforts on part of international institutions themselves

    The Role of the European Inspections in the European Educational Space - Echoes from Portugal Regarding the Assessment of Schools

    This paper is an approach to the construction of a European educational space (Nóvoa & Lawn, 2002), which is due to new modes of regulation in education. The policy under consideration is the institutional evaluation of schools carried out by the Portuguese General Inspectorate of Education. The aim is to explore how concepts and policies get “contaminated” by the European models (Barroso, 2003, 2006) and understanding how the regulation is outlined by the Inspectorates in some European countries, including Ireland, England, Wales, Scotland, France, the Netherlands and Belgium. This paper owes to the phenomena associated to “travelling policies” (Alexiadou & Jones, 2001), to “policy transfer” (Dolowitz et al, 2000; Stone, 2001), and to “policy borrowing” (Halpin & Troyna, 1995; Steiner-Khamsi, 2004). The authors‟ perspective on the influences of the international movement of policies is free from simplistic and deterministic logics (Lingard & Rizvi, 2000), advocating that the internationalization of ideas come along with national reflections on how these ideas are materialized (Popkewitz, 1996). At the local/regional levels, the regulation of educational systems can be characterized as a growing „multi-regulation' - that comes from a growing number of sources and a variety of tools (assessment, monitoring and sharing best practices) - which mingle with modes that exist in a more traditional, bureaucratic regulation (Afonso & Costa, 2010). Thus, each country has its own overview about the structures, and effects of globalization, which do not occur simultaneously, nor in the same way in the different 'nation states' (Lingard & Rizvi, 2000)

    SMEs; Virtual research and development (R&D) teams and new product development: A literature review

    Small and medium-sized enterprises (SMEs) are indeed the engines of global economic growth. Their continued growth is a major subject for the economy and employment of any country. Towards that end, virtual research and development (R&D) could be a viable option to sustain and ease the operations of SMEs. However, literature shows there has not been a great deal of research into the diverse characteristic of virtual R&D teams in SMEs. This article provides a comprehensive literature review on different aspects of virtual R&D teams collected from the reputed publications. The purpose of the literature review is to provide an outline on the structure and dynamics of R&D collaboration in SMEs. Specifying the rationale and relevance of virtual teams, the relationship between virtual R&D team for SMEs and new product development (NPD) has been examined. It concludes with identifying the gaps and feebleness in the existing literature and calls for future research in this area. It is argued to form of virtual R&D team deserves consideration at top level management for venturing into the new product development within SMEs

Towards that end, research and development (R & D) aspect deserves particular attention to promote and facilitate the operations of SMEs. Virtual R & D team could be a viable option. However, literature shows that virtual R & D teaming in SMEs is still at its infancy. This article provides a comprehensive literature review on different aspects of virtual R & D teams collected from the reputed publications. The purpose of the state-of-the-art literature review is to provide an overview on the structure and dynamics of R & D collaboration in SMEs. Specifying the foundation and importance of virtual teams, the relationship between virtual R & D team and SMEs has been examined. It concludes with the identification of the gaps in the existing literature's and calls for future research. It is argued that setting-up an infrastructure for virtual R & D team in SMEs still requires a large amount of engineering efforts and deserves consideration at top level management

    Representing Strategic International Human Resource Management: Is the Map the Territory?

    This paper is focused on the emergent field of strategic international human resource management (SIHRM). We suggest that SIHRM is becoming an integrated intellectual map in terms of: (1) the typologies created; (2) the language used; and (3) its pedagogy. Does the way in which we articulate SIHRM assist theory development or enact intellectual imperialism? Or both? It is argued that, by exploring the implications of SIHRM for theory, research, practice and teaching, we may raise awareness of current deficiencies and unanswered questions. Do we need to set a new course, or at least make explicit our navigational assumptions
