Implicit Bias in the Criminal Justice System: An Economic Review

This project seeks to investigate implicit racial bias in the prosecution section of the criminal justice system and calculate its potential economic consequences. Combining past research and analyses of racial bias in other contexts with evaluations of legal rulings and precedents that hinder effective reform, potential areas for change and further study are identified. An experiment is designed to identify racial bias within the context of a drug offense where race and strength of evidence are isolated variables. Subsequent results are analyzed in the context of economic and social cost to both individuals and the United States as a whole

Report of The Sentencing Project to the United Nations Human Rights Committee Regarding Racial Disparities in the United States Criminal Justice System

This report chronicles the racial disparity that permeates every stage of the United States criminal justice system, from arrest to trial to sentencing. In particular, the report highlights the influence of implicit racial bias and recounts the findings of the burgeoning scholarship on the role of such bias in the criminal justice system. The report then details the ways in which the Supreme Court of the United States has curtailed potential remedies by discounting the importance of implicit bias and requiring that intentional discrimination be proven in constitutional challenges. Finally, the report offers recommendations on ways that federal, state, and local officials in the United States can work to eliminate racial disparity in the criminal justice system and uphold its obligations under the Covenant

The Costs of Urban Property Crime

This paper estimates the impact of recorded domestic property crime on property prices in the London area. Crimes in the Criminal Damage category have a significant negative impact on prices. Burglaries have no measurable impact on prices, even after allowing for the potential dependence of burglary rates on unobserved property characteristics. A one-tenth standard deviation decrease in the local density of criminal damage adds 1 per cent to the price of an average Inner London property. One explanation we offer here is that vandalism, graffiti and other forms of criminal damage motivate fear of crime in the community and may be taken as signals or symptoms of community instability and neighbourhood deterioration in general.property prices, crime, social disorder, spatial econometrics

Racial Disproportionality in School Discipline: Implicit Bias is Heavily Implicated

This issue brief shows that zero-tolerance policies that mandate automatic disciplinary consequences are applied unevenly across racial and ethnic groups, contributing to the disproportionality problem and creating risks of other negative life outcomes, such as higher drop-out rates, lower academic achievement, incarceration later in life and all of their collateral results

Managing the Socially Marginalized: Attitudes Towards Welfare, Punishment and Race

Welfare and incarceration policies have converged to form a system of governance over socially marginalized groups, particularly racial minorities. In both of these policy areas, rehabilitative and social support objectives have been replaced with a more punitive and restrictive system. The authors examine the convergence in individual-level attitudes concerning welfare and criminal punishment, using national survey data. The authors\u27 analysis indicates a statistically significant relationship between punitive attitudes toward welfare and punishment. Furthermore, accounting for the respondents\u27 racial attitudes explains the bivariate relationship between welfare and punishment. Thus, racial attitudes seemingly link support for punitive approaches to opposition to welfare expenditures.
