    Place-based approaches to child and family services

    This paper synthesizes the conceptual and empirical literature on place-based approaches to meeting the needs of young children and their families. A specific focus of the paper is on the potential contribution of place-based approaches to service reconfiguration and coordination. Outline The paper begins by outlining the sweeping social changes that have occurred in developed nations over the past few decades and their impact on children, families and communities. It explores the ‘joined up’ problems faced by families and communities in the contemporary world, and highlights the need to reconfigure services to support families more effectively. The paper then focuses on ‘joined up’ solutions, on what we know about how to meet the challenges posed by the complex problems that characterise our society. Next, the paper explores what a place-based approach involves, and what role it can play in supporting families with young children. The rationale underpinning place-based approaches is outlined and the evidence for the effectiveness of the approach is summarised. The paper then looks at what can be learned from efforts to implement place-based initiatives in Australia and overseas, and explores the issues that need to be addressed in implementing this strategy. The ways in which the early childhood service system might be reconfigured are also considered, and the paper ends with a consideration of the policy and implementation implications.&nbsp

    A survey of performance enhancement of transmission control protocol (TCP) in wireless ad hoc networks

    This Article is provided by the Brunel Open Access Publishing Fund - Copyright @ 2011 Springer OpenTransmission control protocol (TCP), which provides reliable end-to-end data delivery, performs well in traditional wired network environments, while in wireless ad hoc networks, it does not perform well. Compared to wired networks, wireless ad hoc networks have some specific characteristics such as node mobility and a shared medium. Owing to these specific characteristics of wireless ad hoc networks, TCP faces particular problems with, for example, route failure, channel contention and high bit error rates. These factors are responsible for the performance degradation of TCP in wireless ad hoc networks. The research community has produced a wide range of proposals to improve the performance of TCP in wireless ad hoc networks. This article presents a survey of these proposals (approaches). A classification of TCP improvement proposals for wireless ad hoc networks is presented, which makes it easy to compare the proposals falling under the same category. Tables which summarize the approaches for quick overview are provided. Possible directions for further improvements in this area are suggested in the conclusions.     Complex regional innovation networks and HEI engagement the case of Chicago

    This article considers how HEIs engage within local complex development networks in order to develop the urban metropolis, using the case of Chicago as a specific example. It focuses on three main issues: how collaboration occurs amongst regional stakeholders; how goals are set and how shared goals have been created; and the extent to which there exist conflicting views amongst stakeholders, and their capability to create solutions where there are disagreements and clashing purposes. Chicago is in the middle of making a paradigm shift, with at its core an open system approach that includes a variety of ways to engage citizen-users as co-creators, including through user-driven innovation and digitalised services. In the metropolitan area there is a widely shared goal amongst stakeholders to develop and improve novel approaches for regional engagement to enhance innovativeness and competitiveness. The paradigm shift in regional engagement from building co-operation clusters to one of organisational betweenness and open systemic thinking requires new skills in management and leadership centred on interaction, co-creation and sharing of knowledge

    Caching-Aided Collaborative D2D Operation for Predictive Data Dissemination in Industrial IoT

    Industrial automation deployments constitute challenging environments where moving IoT machines may produce high-definition video and other heavy sensor data during surveying and inspection operations. Transporting massive contents to the edge network infrastructure and then eventually to the remote human operator requires reliable and high-rate radio links supported by intelligent data caching and delivery mechanisms. In this work, we address the challenges of contents dissemination in characteristic factory automation scenarios by proposing to engage moving industrial machines as device-to-device (D2D) caching helpers. With the goal to improve reliability of high-rate millimeter-wave (mmWave) data connections, we introduce the alternative contents dissemination modes and then construct a novel mobility-aware methodology that helps develop predictive mode selection strategies based on the anticipated radio link conditions. We also conduct a thorough system-level evaluation of representative data dissemination strategies to confirm the benefits of predictive solutions that employ D2D-enabled collaborative caching at the wireless edge to lower contents delivery latency and improve data acquisition reliability
