    Multi-criteria decision making with fuzzy TOPSIS:a case study in Bangladesh for selection of facility location

    Abstract. The choice of an ideal facility location becomes essential as businesses work to streamline their processes and increase efficiency. In this study, the Fuzzy Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method is applied to choose the best facility location for Rokomari.com, a well-known Bangladeshi online book seller. The goal is to compare Fuzzy TOPSIS’ effectiveness and efficiency to expert judgment when choosing a facility location. The research begins by examining the existing fulfillment center of Rokomari.com located in Motijheel, south Dhaka, and the company’s desire to establish a new branch in north Dhaka for faster service expansion. Eleven potential alternatives are evaluated using the Fuzzy TOPSIS method, which incorporates fuzzy set theory to represent criteria values and preferences as fuzzy numbers. This approach enables the consideration of uncertainty and vagueness in decision-making, offering a more comprehensive evaluation of the facility location alternatives. The study incorporates the expert opinion of four managerial experts from Rokomari.com in addition to the Fuzzy TOPSIS analysis. To gain a thorough understanding of the decision-making process, their observations and viewpoints are contrasted with the Fuzzy TOPSIS findings. The study aims to compare the analyses produced by Fuzzy TOPSIS and expert judgment in order to assess the efficacy and efficiency of each method for choosing a facility location. The results of this study offer insightful information about the use of Fuzzy TOPSIS in the context of choosing a facility location. Additionally, it adds to the body of knowledge by contrasting the results of Fuzzy TOPSIS with professional judgment, highlighting the advantages and drawbacks of each method. The outcomes can help decision-makers at Rokomari.com and other comparable organizations choose a facility location in a knowledgeable and efficient manner

    Fuzzy Analytic Hierarchy Process Utilization in Government Projects : A Systematic Review of Implementation Processes

    Uncertain assessments challenge the aggregation of expert knowledge in the field of decision-making. Valuable, yet sometimes hesitant, insight of expert decision makers needs to be converted into numerically comparative form in the age of information management. . Fuzzy Analytic Hierarchy Process (FAHP) enables the comparison of decision elements through expert judgements, even when the information at hand is uncertain. The present study explores Fuzzy Analytic Hierarchy Process (FAHP) implementation in government projects in a systematic literature review. Theoretical framework for Analytic Hierarchy Process (AHP), Fuzzy Set Theory (FST) and their combination, namely Fuzzy Analytic Hierarchy Process (FAHP) is provided. The systematic literature review categorizes research results under three categories and examines each paper by utilizing review questions. Three main application purposes rise from the literature review; policy planning and assessment, project selection and project and performance evaluation. Overall implementation processes of the three application areas are discussed. The conclusion provides comprehensive evaluation of the approach and considerations for practitioners.Asiantuntijanäkemysten epävarmuus vaikeuttaa tiedon keräämistä päätöksenteossa. Päätöksentekoprosessin kannalta arvokkaat, vaikkakin joskus epävarmat, asiantuntijanäkemykset tulee voida muuttaa numerollisesti vertailtavaan muotoon tietojohtamisen aikakautena. Sumea Analyyttinen Hierarkiaprosessi mahdollistaa päätöksenteossa käytettävien elementtien vertailun asiantuntija-arviointien avulla, jopa silloin kun käytettävissä oleva tieto on epävarmaa. Opinnäytetyössä tutkitaan systemaattisen kirjallisuuskatsauksen keinoin Sumean Analyyttisen Hierarkiaprosessin, eng. Fuzzy Analytic Hierarchy Process (FAHP), implementointia julkishallinnon hankkeissa. Tutkimus sisältää teoreettisen viitekehyksen Analyyttisen Hierarkiaprosessin, Sumean joukko-opin, eng. Fuzzy Set Theory (FST) ja niiden yhdistelmän, Sumean Analyyttisen Hierarkiaprosessin, eng. Fuzzy Analytic Hierarchy Process (FAHP), ymmärtämisen tueksi. Systemaattisen kirjallisuuskatsauksen myötä valittu aineisto luokitellaan kolmeen kategoriaan ja jokaista tutkimusta tarkastellaan ennalta määrättyjen kysymysten avulla. Systemaattisen kirjallisuuskatsaukseen myötä valittujen tutkimusten kolme olennaisinta käyttötarkoitusta ovat; käytännön suunnittelu ja arviointi, hankevalinta sekä hankkeiden ja suoritusten arviointi. Aineiston luokittelun jälkeen tutkimus etenee tarkastelemaan erilaisiin käyttötarkoituksiin suunnattujen Sumean Analyyttisen Hierarkiaprosessi -metodin implementointiprosesseja.     Three Decades of Fuzzy AHP: A Bibliometric Analysis

    [EN] For decades, Fuzzy Sets Theory (FST) has been consistently developed, and its use has spread across multiple disciplines. In this process of knowledge transfer, fuzzy applications have experienced great diffusion. Among them, Fuzzy Analytic Hierarchy Process (fuzzy AHP) is one of the most widely used methodologies today. This study performs a systematic review following the PRISMA statement and addresses a bibliometric analysis of all articles published on fuzzy AHP in journals indexed in Web of Science, specifically in Science Citation Index Expanded (SCIE) and Social Science Citation Index (SSCI). The analyzed database includes 2086 articles published between 1994 and 2022. The results show the thematic clusters, the evolution of the academic conversation and the main collaboration networks. The main contribution of this article is to clarify the research agenda on fuzzy AHP. The results of the study allow academics to detect publication opportunities.     An evaluation of E7 countries' sustainable energy investments: A decision-making approach with spherical fuzzy sets

    The purpose of this study is to identify important strategies to increase sustainable energy investments in emerging economies. For this situation, first, four different indicators are selected according to the dimensions of the balanced scorecard technique. The weights of these items are computed by using Quantum Spherical fuzzy DEMATEL. In the second phase, emerging seven (E7) countries are ranked regarding the performance of sustainable energy investments. In this process, Quantum Spherical fuzzy TOPSIS is taken into consideration. The main contribution of this study is that prior factors can be defined for emerging economies to increase sustainable energy investments in a more effective way. Furthermore, a novel decision-making model is developed while integrating TOPSIS and DEMATEL with Quantum theory, Spherical fuzzy sets, facial expressions of the experts, and collaborative filtering. It is concluded that competition is the most significant factor for the performance of sustainable energy investments. In addition, the ranking results denote that China and Russia are the most successful emerging economies with respect to sustainable energy investments. It is strongly recommended that emerging countries should mainly consider benchmarking the capacity of energy hubs with the aim of increasing the capacity of ongoing energy plants

    Prioritization of public services for digitalization using fuzzy Z-AHP and fuzzy Z-WASPAS

    In this paper, public services are analyzed for implementations of Industry 4.0 tools to satisfy citizen expectations. To be able to prioritize public services for digitalization, fuzzy Z-AHP and fuzzy Z-WASPAS are used in the analysis. The decision criteria are determined as reduced cost, fast response, ease of accessibility, reduced service times, increase in the available information and increased quality. After obtaining criteria weights using fuzzy Z-AHP, health care services, waste disposal department, public transportation, information services, social care services, and citizen complaints resolution centers are compared using fuzzy Z-WASPAS that is proposed for the first time in this paper.     E-Commerce is a shopping method that allows trading or placing an order for any product or service on a website with various payment methods. This method is gaining importance day by day and increasing its market share. Although the reasons for choosing e-commerce for consumers are different from each other, in general, criteria such as time, payment options and individualization affect preferences. In this study; e-commerce sites were compared, and 14 e-commerce sites were determined as alternatives based on expert opinions. These identified e-commerce sites were evaluated in terms of criteria such as brand image & reliability, campaign, cargo speed, packaging, payment options, personnel, call center services and functionality of the application. In the first part of the study, two clusters of e-commerce sites were created using cluster analysis. These clusters are grouped as general service e-commerce sites and specific service e-commerce sites. Thus, two homogeneous groups were formed from the large heterogeneous group. In the second part of the study, the criteria were compared and sorted using the spherical fuzzy Analytic Hierarchy Process (AHP) method.E-Ticaret, bir web sitesindeki herhangi bir ürün veya hizmet için çeşitli ödeme yöntemleriyle alım satım yapılmasına veya sipariş verilmesine olanak sağlayan bir alışveriş yöntemidir. Bu yöntem her geçen gün önem kazanmakta ve pazar payını arttırmaktadır. Tüketicilerin e-ticareti tercih etme nedenleri birbirinden farklı olsa da genel olarak zaman, ödeme seçenekleri ve bireyselleşme gibi kriterler tercihleri etkilemektedir. Bu çalışmada; e-ticaret siteleri karşılaştırılmış ve uzman görüşleri doğrultusunda alternatif olarak 14 e-ticaret sitesi belirlenmiştir. Belirlenen bu e-ticaret siteleri marka imajı ve güvenilirliği, kampanya, kargo hızı, paketleme, ödeme seçenekleri, personel, çağrı merkezi hizmetleri ve uygulamanın işlevselliği gibi kriterler açısından değerlendirilmiştir. Çalışmanın ilk bölümünde, küme analizi kullanılarak iki e-ticaret sitesi kümesi oluşturulmuştur. Bu kümeler genel hizmet e-ticaret siteleri ve özel hizmet e-ticaret siteleri olarak gruplandırılmıştır. Böylece büyük heterojen gruptan iki homojen grup oluşturulmuştur. Çalışmanın ikinci bölümünde ise, küresel bulanık Analitik Hiyerarşi Prosesi (AHP) yöntemi kullanılarak kriterler karşılaştırılmış ve sıralanmıştır

    Evaluation of learning management systems using interval valued intuitionistic fuzzy-z numbers

    The use of online education tools has increased rapidly with the transition to distance education caused by the pandemic. The obligation to carry out all activities of face-to-face education online made it very important for the tools used in distance education to meet the increasing needs. In line with these needs, radical changes have occurred in the learning management systems used in distance education. Therefore, in this study, it is aimed to determine the features that the systems used in distance education should have and to compare the existing systems according to these features.     Multi-criteria decision-making (MCDM) is a complex process that evaluates and prioritizes options based on multiple criteria, often involving conflicting objectives. In energy efficiency projects, MCDM can be applied to balance cost, environmental impact, and energy savings, enabling more informed and sustainable choices. For portfolio optimization, it assists in selecting a mix of projects that maximize returns while managing risk and resource constraints. Essential for implementing MCDM are digital tools like data analytics and decision support systems. The paper's theoretical framework examines the relationship between project portfolio optimization and MCDM, enabling a comprehensive project evaluation based on cost, risk, environmental impact, and energy efficiency. This approach is particularly appropriate for energy efficiency projects with specific requirements such as sustainability, long-term cost savings, and compliance with environmental regulations. Digital tools facilitate this process by providing advanced data analytics and decision support, which is crucial for balancing these complex, often conflicting criteria. This synergy between portfolio optimization and MCDM, especially in energy efficiency, emphasizes the theoretical model's practical relevance and applicability. In the empirical section of the study, we test our theoretical considerations by analyzing case studies from platforms like SCOPUS. These cases can provide concrete evidence of how MCDM, coupled with digital tools, effectively optimizes project portfolios, especially in energy efficiency projects. The analysis of diverse real-world scenarios demonstrates the practical effectiveness of MCDM in meeting specific project requirements and realizing strategic portfolio goals. In conclusion, this paper aims to bridge the theoretical and empirical realms, demonstrating the effectiveness of MCDM in project portfolio optimization, particularly for energy efficiency projects. The theoretical framework, emphasizing the synergy between MCDM and digital tools, is supported by the empirical evidence from case studies, highlighting MCDM's pivotal role in guiding strategic decisions and optimizing portfolios to meet both efficiency and sustainability goals
