    Intermediate Institutions for Interactive Learning Processes in a Governance Perspective: the Case of Aeronautic Industry in Campania Region.

    The present paper presents the results of the empirical analysis on fifteen enterprises and twenty no-industrial organizations involved at different level in the Aeronautical Cluster in the Campania Region. Information and data on the selected sample are colleted both by a study of the industrial sector, and also by suitable questionnaires and interviews, that the authors have submitted to the entrepreneurs and to the top managers of either the enterprises or the no-industrial organizations. The authors have focalized their study by applying the SWOT analysis on the following issues: • the cluster’s structure by analysing the relational skill developed by single actors of the cluster and by their impact on the innovation capacity of the enterprises; • the effectiveness of cluster’s governance strategies and how different actors actually participate to the local development processes of the aeronautical industrial sector. On these bases the authors wanted to deduce possible policy options for different kind of actors to optimize the cluster’s governance. Particularly they will describe in the present paper some indications to: 1) the SME’s that present strong relations with customers but low integration with large part of the others actors, i.e. with no-customers enterprises; 2) the large enterprises related to the industrial policies and to the suppliers' governance; 3) the policy makers at local level and the intermediate institutions for a better support of the local enterprises. In fact, the research results are based on the conscientious awareness that the analyzed sector is at a critical point, for which it is necessary that all the actors involved put together their efforts in order to steer and to direct the development process, both by identifying participative mechanisms at local level and also by strengthening those exogenous elements which are able to promote local development. Obviously only part of the criticisms can be solved at local and national level and some of them can be solved only partially. This observation opens the question of policy at the international level which can be determinate only with a more exhaustive integration into transnational networks.     How to facilitate the implementation and diffusion of sustainable Product-Service Systems? Looking for synergies between strategic design and innovation sciences

However the application of this concept is still very limited because eco-efficient PSS are intrinsically radical innovations, that challenge existing customers’ habits (cultural barriers), companies’ organizations (corporate barriers) and regulative framework (regulative barriers). Because of these multi-dimensional changes, eco-efficient PSS can be considered complex and highly uncertain innovations, and therefore difficult to be predicted, planned and managed. Therefore the challenge is not only to conceive eco-efficient PSS concepts, but also to understand which are the most effective strategies to introduce and diffuse these concepts in the market. Bringing together insights from innovation sciences (in particular transition management, strategic niche management and radical innovation studies), the paper puts forward an approach through which effectively manage the implementation and diffusion of eco-efficient PSS innovations. Starting from these results the paper outlines the implications on the design level. A new different role for design emerges. A role that may potentially opens new fields of activity alongside the consolidated ones. A role in which design is not only aimed at defining sustainable PSS concept but it is also aimed at promoting, facilitating and setting- up the conditions for implementing and diffusing this kind of innovations

    The role of public policy in stimulating radical environmental impact reduction in the automotive sector: The need to focus on product-service system innovation

Starting form this assumption, this paper presents and discusses the potential contribution that policy measures can have in fostering the automotive sector in innovating on a PSS level. A set of policy instruments (general instruments and specific PSS-targeted ones) are presented and classified, underlining the effects they could produce at the company and environmental levels. In order to effectively support sustainable PSS diffusion in the automotive industry, the paper suggests the integration of general policy measures (such as internalisation of external costs, extended producer responsibility programmes and informative policies), with the PSS-targeted ones (such as Green Public Procurement focused on sustainable PSS, support of companies in acquiring information related to PSS, support of demonstrative pilot projects). In addition, the paper suggests the necessity to involve actively universities and research centres

    The Role of Clusters in Knowledge Creation and Diffusion – an Institutional Perspective

    Clusters and networks have received renewed attention in recent years not only as a tool for regional development in general but as an institution of knowledge creation and diffusion between the knowledge infrastructure of a region and the firms within the clusters. They are therefore often regarded as geographically condensed forms of economic cooperation and knowledge exchange. The recent renaissance of interest in institutions as a factor shaping economic performance has therefore also implications for the creation and sustained existence of clusters and networks as a tool for knowledge management and as learning organisations within and across regions. This institutional perspective serves to identify additional factors influencing economic behaviour leading to cooperation. Different strands of institutional thinking –institutions as “social technologies” in the tradition of evolutionary economics, clusters as a form of Coase institution integrating positive external effects of technological knowledge, the importance of knowledge sharing in the context of the “New Institutional Economics” – emphasize that connectivity cannot be effectively coordinated by conventional markets. Clusters and networks are among the non-market devices by which firms seek to coordinate their activities with other firms and other knowledge-generating institutions. But it is also important to emphasize that clusters as coordinating institutions are not automatically just there but that they are the result of an evolving process shaped by policy activities and entrepreneurial behaviour responding to new challenges. Clusters as social technologies are co-evolving with new physical technologies and are therefore in constant need to change themselves. They can be regarded as an answer to the problems of achieving agreement and coordination in a context where there is a collective interest. They combine different additional elements that are important for regional development and economic growth.

    The paper explores existing patterns of green innovation and presents an overview of green innovation policies for developing countries. The key findings from the empirical analysis are: (1) frontier green innovations are concentrated in high-income countries, few in developing countries but growing; (2) the most technologically-sophisticated developing countries are emerging as significant innovators but limited to a few technology fields; (3) there is very little South-South collaboration; (4) there is potential for expanding green production and trade; and (5) there has been little base-of-pyramid green innovation to meet the needs of poor consumers, and it is too early to draw conclusions about its scalability. To promote green innovation, technology and environmental policies work best in tandem, focusing on three complementary areas: (1) to promote frontier innovation, it is advisable to limit local technology-push support to countries with sufficient technological capabilities -- but there is also a need to provide global technology-push support for base-of-pyramid and neglected technologies including through a pool of long-term, stable funds supported by demand-pull mechanisms such as prizes; (2) to promote catch-up innovation, it is essential both to facilitate technology access and to stimulate technology absorption by firms -- with critical roles played by international trade and foreign direct investment, with firm demand spurred by public procurement, regulations and standards; and (3) to develop absorptive capacity, there is a need to strengthen skills and to improve the prevailing business environment for innovation -- to foster increased experimentation, global learning, and talent attraction and retention.     Global Production Networks and the Changing Geography of Innovation Systems: Implications for Developing Countries

    The paper addresses disruptive changes that globalization imposes on the geography of innovation systems, and identifies potential benefits that developing countries could reap from international linkages. The analysis is centered on three propositions. First, developing countries nee to blend diverse international and domestic sources of knowledge to compensate for initially weak national production and innovation systems. Second, a greater variety of international knowledge linkages are possible, as globalization reduces the spatial stickiness of innovation: the spread of global production networks (GPN) combines concentrated dispersion with systemic integration, creating new opportunities for international diffusion. We argue that GPN provide firms and industrial districts in developing countries with new opportunities for reverse knowledge outsourcing. We explore resultant challenges that define the need for public policy response, define the new agenda for industrial upgrading, and discuss what types of policies and support institutions may help to reap the benefits from network participation.

    Increasing territorial capitalization by incorporation of small enterprises into clusters

    Modernization of the Russian national economy depends on small businesses and their involvement in capitalization of the territorial potential. This article discusses methods, models, and mechanisms of territorial capitalization based on incorporation of small business enterprises into clusters along with medium- and large businesses. We propose an optimization model for assessing the efficiency of such clusters: our research has shown that this model can be applied for decision-making in regional strategic planning. Methodologically, this study relies on the theories of industrial development and economic growth, the industrial cluster theory, and the works of Russian and international researchers on mechanisms of management of territorial potential, their establishment and implementation. Capitalization of the region's resource potential manifests itself in the form of static and dynamic effects. We developed models of interaction between small and other businesses and structures within a cluster oriented towards territorial capitalization. We demonstrated that incorporation of a university into a cluster structure increases the innovative capacity of all cluster members. This research may be further expanded to study the mechanisms of involving small businesses operating in peripheral areas into clusters

    This paper compares and contrasts Tokyo's innovation structure with the industrial districts model and the international hub model in the literature on urban and regional development. The Tokyo model embraces and yet transcends both industrial districts and international hub models. The paper details key elements making up the Tokyo model-organizational knowledge creation, integral and co-location systems of corporate R&D and new product development, test markets, industrial districts and clusters, participative consumer culture, continuous learning from abroad, local government policies, the national system of innovation, and the historical genesis of Tokyo in Japan's political economy. The paper finds that the Tokyo model of innovation will continue to evolve with the changing external environment, but fundamentally retains its main characteristics.
