qualities of public services with digital technologies of higher education institutions, 2) suggest the model of relationships among the factors affecting qualities of public services with digital technologies of higher education institutions 3) test the model of relationships among the factors affecting qualities of public services with digital technologies of higher education institutions, and 4) analyze the conditions supporting the factors affecting qualities of public services with digital technologies of higher education institutions. This was a quantitative and qualitative research. Data were collected from 113 higher education institutions and in-depth interview with 5 administrators of higher education institutions and Office of the Higher Education Commission. Data were analyzed using descriptive statistics, inferential statistics and content analysis.Research findings were as follows:1) qualities of public services with digital technologies of higher institutions were at moderate level, 2) the proposed determinants affecting the qualities of public services with digital technologies of higher education institutions comprised the followings: clarity and continuity of policy, participation and mindset of policy actors, financial resource, digital technology infrastructure, coordination network, digital technology and digital technology management knowledge and skill, intellectual property, leadership and motivation, relationships among the organizations with external environments and digital technology readiness of target groups 3) it was found from the determinants test that the readiness of targets on digital technology, relationships among the organizations with external environments and coordination network had direct positive effect on qualities of public services with digital technologies of higher education institutions, while leadership and motivation, digital technology infrastructure, clarity and continuity of policy, digital technology and digital technology management knowledge and skill, financial resource, participation and mindset of policy actors, and intellectual property had indirect effect on qualities of public services with digital technologies of higher education institutions. 4) conditions which supported the factors affecting qualities of public services with digital technologies of higher education institutions were skillfulness, demand, vision of administrators, tenure and transition of administrators, policy alignment, diversity of officers, type and size of higher education institutions, leadership, mindset of policy actors, technology cost,resource limitation, motivation,financial resource, intellectual property ownership, limitation of copyright and intellectual property violation, change resistance, and age of target groups.Keywords: Qualities of Public Service, Digital Technologies, Higher Education Institutions, Public Policy, Strategic Managemen

It will be necessary to consider different aspects such as software, hardware and communications, the analysis of these components will allow generating a comprehensive model based on SCGE. The article contains a brief introduction to the concept of computer services in the field of electronic government and a description of its components. En el presente trabajo se presenta una propuesta sobre la metodologÃa para sistematizar y estandarizar los procesos de Gobierno ElectrÃģnico en la gestiÃģn pÚblica, a travÃĐs de servicios computacionales (SCGE). En tal sentido se consideran distintos aspectos tales como software, hardware y comunicaciones, el anÃĄlisis de estos componentes permitirÃĄ generar un modelo integral basado en SCGE. El artÃculo contiene una presentaciÃģn de algunas metodologÃas existentes que se pueden aplicar a servicios computacionales, una breve introducciÃģn al concepto de servicios computacionales en el ÃĄmbito de gobierno electrÃģnico y una descripciÃģn de sus componentes. Employee Determinants to Share Knowledge in a US Federal Government Environment
Although the literature indicates that knowledge sharing (KS) research is prevalent in the private sector, there is scant empirical research data about KS in the public sector. Moreover, organizations lack an understanding of employee KS behavior. This study investigated two research questions: First, how does the perceived importance of five determinants of KS behavior (organizational culture, workplace trust, incentives, management support, and technology) vary based upon the variables of job function, gender, and work category? Second, what is the relative importance of the five determinants of KS behavior to U.S. federal government employees? This descriptive study employed a Web-based survey methodology and interviews to collect data. The survey was administered to 121 employees in a single U.S. government organization, with a response rate of 69%. The Statistical Package for the Social Sciences was used for data analysis, and the multivariate analysis of variance and analysis of variance statistical techniques were used to compare variables. The study findings indicated no statistical differences in perceptions of the five facets investigated relative to the variables of work category, gender, and job function, and no statistical differences in the importance among the five determinates investigated. As a result, the null hypotheses were not rejected. Additional findings were that respondents perceived the five facets investigated to be positive KS determinants and that they agreed or strongly agreed that each facet was important to the success of KS initiatives. Although the results indicated no statistically significant difference between the five facets investigated, the results support literature findings that the five facets are important to the KS process. The investigation also advances the current state of KS implementation in the public sector by providing empirical data on a subject that is rarely investigated in the U.S. federal government. Future studies in similar and larger organizations are recommended. The investigation is a positive step toward improving the understanding of the determinants that affect employee KS behavior and provides a tool for KS planners to use to ascertain the state of KS in their organizations
