Evaluating the Impacts of Driver Behavior in the Speed Selection Process and the Related Outcomes

In the United States, traffic crashes claim the lives of 30,000 people every year and is the leading cause of death for 5-24 year olds. Driver error is the leading factor in over 90 percent of motor vehicle crashes, with the roadway and the vehicle each only accounting for about 2 percent of crashes. In the United States, nearly a third of fatal crashes are due to speeding and therefore, a critical step in improving traffic safety is research aimed to reduce speeding, such as crash data analysis, outreach campaigns, targeted enforcement, and understanding speed selection. In this dissertation, a multi-faceted approach was taken to improve roadway safety by examining the speeding-related crash designation, improving speed limit setting practices, and understanding the causes of speeding. Multiple experiments were conducted under this overarching goal. These experiments included an analysis of speeding-related crashes in Massachusetts, a naturalistic driving study, and a driving simulator study which investigated the causes of speeding. Collectively, the findings from these experiments can expand upon existing speed prediction models, improve crash data influence speed limit setting practices, guide speed management programs such as speed enforcement, and be used in public safety outreach campaigns

Standardization Roadmap for Unmanned Aircraft Systems, Version 1.0

This Standardization Roadmap for Unmanned Aircraft Systems, Version 1.0 (“roadmap”) represents the culmination of the UASSC’s work to identify existing standards and standards in development, assess gaps, and make recommendations for priority areas where there is a perceived need for additional standardization and/or pre-standardization R&D. The roadmap has examined 64 issue areas, identified a total of 60 gaps and corresponding recommendations across the topical areas of airworthiness; flight operations (both general concerns and application-specific ones including critical infrastructure inspections, commercial services, and public safety operations); and personnel training, qualifications, and certification. Of that total, 40 gaps/recommendations have been identified as high priority, 17 as medium priority, and 3 as low priority. A “gap” means no published standard or specification exists that covers the particular issue in question. In 36 cases, additional R&D is needed. The hope is that the roadmap will be broadly adopted by the standards community and that it will facilitate a more coherent and coordinated approach to the future development of standards for UAS. To that end, it is envisioned that the roadmap will be widely promoted and discussed over the course of the coming year, to assess progress on its implementation and to identify emerging issues that require further elaboration

Exploring Pedestrian Counting Procedures

DTFH61-13-D-00016Clear and comprehensive information about pedestrian travel patterns is critical to multimodal transportation planning, programming, and management. This report covers existing guidance and best practices to recommend strategies for accurate, timely, and feasible measurement of pedestrian travel. Recommendations include: 1) expand the use of multi-day/multi-week counts to reduce estimation error rates, and rotate counts around the network; 2) validate equipment at installation and regularly thereafter; 3) tailor quality checks appropriate for low volume versus high volume locations; 4) compute bias compensation factors (e.g., occlusion adjustment factors) to account for limitations related to equipment and locations; and 5) conduct both short-duration and continuous counts to fully consider temporal and spatial aspects of pedestrian traffic patterns

This Standardization Roadmap for Unmanned Aircraft Systems, Version 2.0 (“roadmap”) is an update to version 1.0 of this document published in December 2018. It identifies existing standards and standards in development, assesses gaps, and makes recommendations for priority areas where there is a perceived need for additional standardization and/or pre-standardization R&D. The roadmap has examined 78 issue areas, identified a total of 71 open gaps and corresponding recommendations across the topical areas of airworthiness; flight operations (both general concerns and application-specific ones including critical infrastructure inspections, commercial services, and public safety operations); and personnel training, qualifications, and certification. Of that total, 47 gaps/recommendations have been identified as high priority, 21 as medium priority, and 3 as low priority. A “gap” means no published standard or specification exists that covers the particular issue in question. In 53 cases, additional R&D is needed. As with the earlier version of this document, the hope is that the roadmap will be broadly adopted by the standards community and that it will facilitate a more coherent and coordinated approach to the future development of standards for UAS. To that end, it is envisioned that the roadmap will continue to be promoted in the coming year. It is also envisioned that a mechanism may be established to assess progress on its implementation

Promoting Bicycle Commuter Safety, Research Report 11-08

We present an overview of the risks associated with cycling to emphasize the need for safety. We focus on the application of frameworks from social psychology to education, one of the 5 Es—engineering, education, enforcement, encouragement, and evaluation. We use the structure of the 5 Es to organize information with particular attention to engineering and education in the literature review. Engineering is essential because the infrastructure is vital to protecting cyclists. Education is emphasized since the central focus of the report is safety
