    Scientific Output from Latin America and the Caribbean – Identification of the Main Institutions for Regional Open Access Integration Strategies

    Latin America is a region in which two thirds of the investment in research and development are funded by State resources. It can be foreseen that in the near future governments in the region will encourage and promote, or require by law or mandates, that scientific output from the region become visible and accessible in open access repositories and portals. This paper presents the results of a survey to identify the institutions of the region with the largest volume of scientific output and most exposure of their output on the Web, in order to help make those institutions visible to national, regional and international organizations involved in open access strategies and programs in Latin America and the Caribbean. The results show a leading position by universities from Brazil; a strong presence of universities from Mexico, Colombia, Argentina, Chile and Venezuela, and some presence of universities from Ecuador, Peru, Costa Rica, Cuba, Puerto Rico and Urugua

    The Development and Usage of the Greenstone Digital Library Software

    The Greenstone software has helped spread the practical impact of digital library technology throughout the world-particularly in developing countries. This article reviews the project’s origins, usage, and the development of support mechanisms for Greenstone users. We begin with a brief summary of salient aspects of this open source software package and its user population. Next we describe how its international, humanitarian focus arose. We then review the special requirements imposed by the conditions that prevail in developing courtiers. Finally we discuss efforts to establish regional support organizations for Greenstone in India and Africa

    Motivating factors in online language teacher education in southern Argentina

    Online teacher education is of growing interest and so is the study of motivation as a key factor in technology-mediated learning environments. This study is based on a pre-service language teacher education programme in Patagonia, a southern Argentinian region with no face-to-face training offers, limited Internet access and a large number of unqualified teachers. Our goal is to broaden the understanding of online teacher education programmes at undergraduate level in contexts where most trainees are practicing teachers and where online education is the only possibility for holding a teaching qualification. We focused on the motivating factors that led 71 trainees to enrol and to remain in this online teacher training course. Through a mixed methods approach, the trainees completed an online survey (n = 71) and participated in a follow-up interview (n = 24). Results showed that obtaining a teaching degree, autonomy, and individual activities were key factors in initial and sustaining motivation. Participants' experiences challenged collaborative learning in an online environment

    Latin American perspectives to internationalize undergraduate information technology education

    The computing education community expects modern curricular guidelines for information technology (IT) undergraduate degree programs by 2017. The authors of this work focus on eliciting and analyzing Latin American academic and industry perspectives on IT undergraduate education. The objective is to ensure that the IT curricular framework in the IT2017 report articulates the relationship between academic preparation and the work environment of IT graduates in light of current technological and educational trends in Latin America and elsewhere. Activities focus on soliciting and analyzing survey data collected from institutions and consortia in IT education and IT professional and educational societies in Latin America; these activities also include garnering the expertise of the authors. Findings show that IT degree programs are making progress in bridging the academic-industry gap, but more work remains

    El presente trabajo tiene como principal objetivo conocer las opiniones y prácticas de difusión en Acceso Abierto (AA) de los docentes/investigadores de la Universidad Nacional de Rosario (UNR), de la Argentina, y sus necesidades en relación con la utilización del Repositorio Institucional (RI). Se basa en las 783 respuestas a una encuesta a docentes/investigadores de la UNR realizada en 2012. Los resultados de este estudio demuestran que un 80% de los docentes/investigadores de la UNR que respondieron la encuesta, acuerdan con la modalidad de difusión académica en AA. Sin embargo, se observa que solo el 13% de los encuestados usa el RI para difundir su producción en acceso abierto, debido, sobre todo, al desconocimiento de su existencia. Las vías más comunes de difusión en acceso abierto son revistas científicas de AA, sitios web de las facultades y de centros o grupos de investigación, así como en páginas web personales. Lo que más motivaría a los docentes/investigadores para difundir sus trabajos en el RI, es el mayor uso por sus colegas docentes/investigadores, estudiantes y público en general. Por otra parte, del RI se valoran los servicios de búsqueda avanzada más adaptada a sus necesidades y perfil de usuario y los informes estadísticos de uso de los trabajos.This paper presents the results of a survey at the Universidad Nacional de Rosario, in Argentina, to know the opinions about, and use of, Open Access (OA) by professors and researchers at the university, and their needs in relation to the use of the university Institutional Repository (IR). It is based on 783 replies to a survey implemented in 2012. The results of this survey show that 80% of professors and researchers at UNR, in all subject areas, agree with the OA dissemination of outputs in all academic areas. However, only 13% of professors and researchers use the IR for dissemination of its own scholarly output, mainly due to ignorance of its existence. The most frequent uses for dissemination in OA are open access journals, websites of the faculties and research centers or groups, as well as personal websites. What motivates professors and researchers to disseminate their work in the IR, is the use of it by their fellow professors/researchers, students and the general public.     Transparencia de datos para construir un sistema de salud más sólido: estudio de caso de bases de datos administrativas argentinas sobre utilización de medicamentos

    In order to compile an inventory of national data sources for drug utilization research (DUR) in Argentina and to verify publicly available data sources, we performed a cross-sectional study that sought to identify national and provincial databases of drug use. In July 2020, we searched the websites of government institutions, carried out a systematic query of bibliographic databases for “drug utilization research” conducted in Argentina, and conducted a survey with local experts. Data collected included: the institution responsible for the database, population covered, accessibility, source of the data, healthcare setting, geographic information, and whether data were individual or aggregated. Descriptive analyses were then performed. We identified 31 data sources for DUR; only one was publicly and conveniently accessible. Five published aggregated data and provide more detailed access by formal request. Only seven sources (23%) reported national data, and most (n=29) included only data from the public healthcare sector. Although data sources for DUR have been found in Argentina, limited access by researchers and policymakers is still an significant obstacle. Increasing health data transparency by making data sources publicly available for the purpose of analyzing public health information is crucial for building a stronger health system.Para realizar un inventario de fuentes de datos nacionales sobre utilización de medicamentos en Argentina y verificar las fuentes de datos disponibles públicamente, llevamos a cabo un estudio transversal que investiga la existencia de bases de datos nacionales y provinciales sobre utilización de medicamentos. En julio de 2020, realizamos una búsqueda en sitios web de instituciones gubernamentales, una búsqueda sistemática en bases de datos bibliográficas sobre “drug utilization research” en Argentina y una encuesta de expertos. Se identificaron 31 fuentes de datos de utilización de medicamentos, solo una era de acceso público y conveniente, cinco publicaban datos agregados y proporcionaban un acceso más detallado mediante solicitud formal, solo siete fuentes (23%) informaban datos nacionales, y la mayoría de ellas (n=29) incluían solo datos del sector público de salud. Aunque se han encontrado fuentes de datos de utilización de medicamentos en Argentina, el acceso a investigadores y legisladores sigue siendo una barrera importante. Aumentar la transparencia de los datos de salud a través de fuentes disponibles públicamente para analizar la información de salud pública es crucial para construir un sistema de salud más sólido

    Use of m-Health Technology for Preventive Interventions to Tackle Cardiometabolic Conditions and Other Non-Communicable Diseases in Latin America- Challenges and Opportunities

    In Latin America, cardiovascular disease (CVD) mortality rates will increase by an estimated 145% from 1990 to 2020. Several challenges related to social strains, inadequate public health infrastructure, and underfinanced healthcare systems make cardiometabolic conditions and non-communicable diseases (NCDs) difficult to prevent and control. On the other hand, the region has high mobile phone coverage, making mobile health (mHealth) particularly attractive to complement and improve strategies toward prevention and control of these conditions in low- and middle-income countries. In this article, we describe the experiences of three Centers of Excellence for prevention and control of NCDs sponsored by the National Heart, Lung, and Blood Institute with mHealth interventions to address cardiometabolic conditions and other NCDs in Argentina, Guatemala, and Peru. The nine studies described involved the design and implementation of complex interventions targeting providers, patients and the public.
