    A proposal of effort estimation method for information mining projects oriented to SMEs

    Software projects need to predict the cost and effort with its associated quantity of resources at the beginning of every project. Information Mining projects are not an exception to this requirement, particularly when they are required by Small and Medium-sized Enterprises (SMEs). An existing Information Mining projects estimation method is not reliable for small-sized projects because it tends to overestimates the estimated efforts. Therefore, considering the characteristics of these projects developed with the CRISP-DM methodology, an estimation method oriented to SMEs is proposed in this paper. First, the main features of SMEs' projects are described and applied as cost drivers of the new method with the corresponding formula. Then this is validated by comparing its results to the existing estimation method using SMEs real projects.     Industrial Policy in Chile

    This paper studies three horizontal policy instruments and two vertical ones in Chilean industrial policy, particularly regarding small and medium enterprises (SMEs). The horizontal instruments are (1) a guarantee program for borrowing by SMEs (FOGAPE), (2) a small subsidy to new exports that was applied from 1985 through 2003, and (3) the innovation subsidies provided by the Corporación de Fomento de la Producción (CORFO). The vertical policy instruments are the activities of Fundación Chile (FCh), a semi-public entrepreneur cum venture capitalist, and a CORFO program to attract foreign direct investment in information technology. Although most programs are well designed, they are numerous and insufficiently funded; Chile could benefit from a prioritization of needs and consolidation of these programs. Moreover, the instruments for making strategic bets on new sectors are particularly weak. In particular, FCh needs to refocus its activities on high-risk projects with long payoffs, something it cannot do with its small endowment.Industrial policy, Small and medium enterprises, Chile

    Measuring Software Process: A Systematic Mapping Study

    Context: Measurement is essential to reach predictable performance and high capability processes. It provides support for better understanding, evaluation, management, and control of the development process and project, as well as the resulting product. It also enables organizations to improve and predict its process’s performance, which places organizations in better positions to make appropriate decisions. Objective: This study aims to understand the measurement of the software development process, to identify studies, create a classification scheme based on the identified studies, and then to map such studies into the scheme to answer the research questions. Method: Systematic mapping is the selected research methodology for this study. Results: A total of 462 studies are included and classified into four topics with respect to their focus and into three groups based on the publishing date. Five abstractions and 64 attributes were identified, 25 methods/models and 17 contexts were distinguished. Conclusion: capability and performance were the most measured process attributes, while effort and performance were the most measured project attributes.     Information Mining (also known as Knowledge Discovery Process) is a growing discipline in continuous expansion. Most of the progress accomplished, are focus on the development activities (i.e. those technical activities associated with the comprehension and adaptation of data, and the implementation of data mining algorithm). According to this conceptual framework, several process models were developed, which allow organizing and defining the set of tasks related to the development of information mining projects. These approaches omit the set of tasks oriented to the management and control of the process. In this paper, we propose a transversal management process to the development process currently in use in information mining projects. As we use artificial intelligence (AI) and machine learning (ML) in everyday life, it is necessary to include them in business and change traditional ways of working. For the purpose of this study, it is essential to understand challenges and areas of project management and how artificial intelligence can contribute to them. A theoretical overview, applying the knowledge of project management, will show a holistic view of the current situation in the enterprises. The research is about artificial intelligence applications in project management, the common activities in project management, the biggest challenges, and how AI and ML can support it. Understanding project managers help create a framework that will contribute to optimizing their tasks. After designing and developing the framework for applying artificial intelligence to project management, the project managers were asked to evaluate.     A review of data mining in knowledge management: applications/findings for transportation of small and medium enterprises

    A core subfeld of knowledge management (KM) and data mining (DM) constitutes an integral part of the knowledge discovery in database process. With the explosion of information in the new digital age, research studies in the DM and KM continue to heighten up in the business organisations, especially so, for the small and medium enterprises (SMEs). DM is crucial in supporting the KM application as it processes the data to useful knowledge and KM role next, is to manage these knowledge assets within the organisation systematically. At the comprehensive appraisal of the large enterprise in the transportation sector and the SMEs across various industries—it was gathered that there is limited research case study conducted on the application of DM–KM on the transportation SMEs in specifc. From the extensive review of the case studies, it was uncovered that majority of the organisations are not leveraging on the use of tacit knowledge and that the SMEs are adopting a more traditional use of ICTs to its KM approach. In addition, despite DM–KM is being widely implemented—the case studies analysis reveals that there is a limitation in the presence of an integrated DM–KM assessment to evaluate the outcome of the DM–KM application. This paper concludes that there is a critical need for a novel DM–KM assessment plan template to evaluate and ensure that the knowledge created and implemented are usable and relevant, specifcally for the SMEs in the transportation sector.     Policy-driven EU Research Networks: Impact on the Greek S&T System

    This paper focuses on the impact of EU-funded collaborative research networks at a national level using a combined method approach, social network analysis and in-depth case study work. First, it examines the participation intensity and role of the Greek organizations in the research network established through the Information Society Technologies priority of the European Community’s 4th, 5th and 6th Framework Programmes. Furthermore, it attempts to assess the impact of the IST research network on the diffusion and deployment of innovation in Greece. Some interesting results with significant policy implications arise: a) Greece exhibits high participation intensity in the EU-funded IST network, b) there are Greek organizations that have assumed an influential role in the network through time, in addition, they are also critical to the connectivity of the more peripheral Greek actors to the IST network, c) the value of the network, lies for the most part in indirect or ‘behavioural’ effects than in immediate project outputs measured in terms of commercialized products or services, d) however, while the knowledge obtained through the network assists organizations to gain better understanding of the market and identify future deployment opportunities this is not always possible due to the lack of sufficient infrastructure and national policies to support market introduction.

    ERP implementation methodologies and frameworks: a literature review

    Enterprise Resource Planning (ERP) implementation is a complex and vibrant process, one that involves a combination of technological and organizational interactions. Often an ERP implementation project is the single largest IT project that an organization has ever launched and requires a mutual fit of system and organization. Also the concept of an ERP implementation supporting business processes across many different departments is not a generic, rigid and uniform concept and depends on variety of factors. As a result, the issues addressing the ERP implementation process have been one of the major concerns in industry. Therefore ERP implementation receives attention from practitioners and scholars and both, business as well as academic literature is abundant and not always very conclusive or coherent. However, research on ERP systems so far has been mainly focused on diffusion, use and impact issues. Less attention has been given to the methods used during the configuration and the implementation of ERP systems, even though they are commonly used in practice, they still remain largely unexplored and undocumented in Information Systems research. So, the academic relevance of this research is the contribution to the existing body of scientific knowledge. An annotated brief literature review is done in order to evaluate the current state of the existing academic literature. The purpose is to present a systematic overview of relevant ERP implementation methodologies and frameworks as a desire for achieving a better taxonomy of ERP implementation methodologies. This paper is useful to researchers who are interested in ERP implementation methodologies and frameworks. Results will serve as an input for a classification of the existing ERP implementation methodologies and frameworks.
