    CHORUS Deliverable 2.2: Second report - identification of multi-disciplinary key issues for gap analysis toward EU multimedia search engines roadmap

    After addressing the state-of-the-art during the first year of Chorus and establishing the existing landscape in multimedia search engines, we have identified and analyzed gaps within European research effort during our second year. In this period we focused on three directions, notably technological issues, user-centred issues and use-cases and socio- economic and legal aspects. These were assessed by two central studies: firstly, a concerted vision of functional breakdown of generic multimedia search engine, and secondly, a representative use-cases descriptions with the related discussion on requirement for technological challenges. Both studies have been carried out in cooperation and consultation with the community at large through EC concertation meetings (multimedia search engines cluster), several meetings with our Think-Tank, presentations in international conferences, and surveys addressed to EU projects coordinators as well as National initiatives coordinators. Based on the obtained feedback we identified two types of gaps, namely core technological gaps that involve research challenges, and “enablers”, which are not necessarily technical research challenges, but have impact on innovation progress.     Based on the information provided by European projects and national initiatives related to multimedia search as well as domains experts that participated in the CHORUS Think-thanks and workshops, this document reports on the state of the art related to multimedia content search from, a technical, and socio-economic perspective. The technical perspective includes an up to date view on content based indexing and retrieval technologies, multimedia search in the context of mobile devices and peer-to-peer networks, and an overview of current evaluation and benchmark inititiatives to measure the performance of multimedia search engines. From a socio-economic perspective we inventorize the impact and legal consequences of these technical advances and point out future directions of research

    Models of social change have yet to emerge that deal with planning for change at the local community level due to the growth of public network, the Internet. The interactive network is changing the way people live, the way people earn a living, and perhaps more importantly, the way people spend their leisure time. The understanding of the impacts such technological diffusion plays in sustaining the social capital of the smaller communities of America will be of importance to developers of public networks and planners of the local and regional communities. This thesis discusses major trends that will shape the future of social participation in smaller American communities. The thesis will lead a discussion of the history of technological diffusion in society and will focus on the acceptance of advanced means of communication and information processing within various forms of social groups. After such discussion, a proposed Human/Network Interface (HuNI) model will provide a structure for the evolving roles of social groups with regard to the increasing pervasiveness of advanced network communications. Using the HuNI model as a framework, the thesis will conclude with a discussion of practical implications for planners concerning the influence the Internet will have on smaller communities

    THIS PAPER CONSIDERS THE ONGOING LITIGATION against the peer-to-peer network KaZaA. Record companies and Hollywood studios have faced jurisdictional and legal problems in suing this network for copyright infringement. As Wired Magazine observes: “The servers are in Denmark. The software is in Estonia. The domain is registered Down Under, the corporation on a tiny island in the South Pacific. The users—60 million of them—are everywhere around the world.” In frustration, copyright owners have launched copyright actions against intermediaries—like against Internet Service Providers such as Verizon. They have also embarked on filing suits against individual users of file-sharing programs. In addition, copyright owners have called for domestic- and international-law reform with respect to digital copyright. The Senate Committee on Government Affairs of the United States Congress has reviewed the controversial use of subpoenas in suits against users of file-sharing peer-to-peer networks. The United States has encouraged other countries to adopt provisions of the Digital Millennium Copyright Act 1998 in bilateral and regional free-trade agreements

    Internet protocol-based push to talk

    This paper discusses a way of offering voice instant messaging based on Internet Protocol using Session Initiation Protocol. The purpose of this investigation is to enhance the modern social communication amongst the people of South Africa who are already accustomed to text-based instant messaging. The proposed application aims to implement the traditional Push-to-Talk technology using Internet Protocol. Thus the proposed IP-based Push-to-Talk is a new approach to voice communication which emulates a walkie-talkie system. On the mobile phone IP-Push-to-Talk herein referred to as Push-to-Talk over a cell phone can be viewed as a voice SMS. The adoption of a Push-to-Talk service was inspired by the fact that it applies half-duplex communication. This enhances the primary objective of offering a cheap voice instant messaging. In half-duplex communication, only one person can talk at a time, thereby avoiding bidirectional charging. The project was implemented on two platforms, a PC and a mobile phone. The PC Push-to-Talk was implemented through client server approach whilst the mobile Push-to-Talk through a peer-to-peer approach. Several software engineering strategies were used for user requirements gathering as well for testing. Six users participated in the test and the results were gathered through questionnaires.     The Mobile Generation: Global Transformations at the Cellular Level

    Every year we see a new dimension of the ongoing Digital Revolution, which is enabling an abundance of information to move faster, cheaper, in more intelligible forms, in more directions, and across borders of every kind. The exciting new dimension on which the Aspen Institute focused its 2006 Roundtable on Information Technology was mobility, which is making the Digital Revolution ubiquitous. As of this writing, there are over two billion wireless subscribers worldwide and that number is growing rapidly. People are constantly innovating in the use of mobile technologies to allow them to be more interconnected. Almost a half century ago, Ralph Lee Smith conjured up "The Wired Nation," foretelling a world of interactive communication to and from the home that seems commonplace in developed countries today. Now we have a "Wireless World" of communications potentially connecting two billion people to each other with interactive personal communications devices. Widespead adoption of wireless handsets, the increasing use of wireless internet, and the new, on-the-go content that characterizes the new generation of users are changing behaviors in social, political and economic spheres. The devices are easy to use, pervasive and personal. The affordable cell phone has the potential to break down the barriers of poverty and accessibility previously posed by other communications devices. An entire generation that is dependant on ubiquitous mobile technologies is changing the way it works, plays and thinks. Businesses, governments, educational institutions, religious and other organizations in turn are adapting to reach out to this mobile generation via wireless technologies -- from SMS-enabled vending machines in Finland to tech-savvy priests in India willing to conduct prayers transmitted via cell phones. Cellular devices are providing developing economies with opportunities unlike any others previously available. By opening the lines of communication, previously disenfranchised groups can have access to information relating to markets, economic opportunities, jobs, and weather to name just a few. When poor village farmers from Bangladesh can auction their crops on a craigslist-type service over the mobile phone, or government officials gain instantaneous information on contagious diseases via text message, the miracles of mobile connectivity move us from luxury to necessity. And we are only in the early stages of what the mobile electronic communications will mean for mankind. We are now "The Mobile Generation." Aspen Institute Roundtable on Information Technology. To explore the implications of these phenomena, the Aspen Institute Communications and Society Program convened 27 leaders from business, academia, government and the non-profit sector to engage in three days of dialogue on related topics. Some are experts in information and communications technologies, others are leaders in the broader society affected by these innovations. Together, they examined the profound changes ahead as a result of the convergence of wireless technologies and the Internet.
