    Multi-Criteria Decision-Making Method Using Heronian Mean Operators under a Bipolar Neutrosophic Environment

    In real applications, most decisions are fuzzy decisions, and the decision results mainly depend on the choice of aggregation operators. In order to aggregate information more scientifically and reasonably, the Heronian mean operator was studied in this paper. Considering the advantages and limitations of the Heronian mean (HM) operator, four Heronian mean operators for bipolar neutrosophic number (BNN) are proposed: the BNN generalized weighted HM (BNNGWHM) operator, the BNN improved generalized weighted HM (BNNIGWHM) operator, the BNN generalized weighted geometry HM (BNNGWGHM) operator, and the BNN improved generalized weighted geometry HM (BNNIGWGHM) operator. Then, their propositions were examined. Furthermore, two multi-criteria decision methods based on the proposed BNNIGWHM and BNNIGWGHM operator are introduced under a BNN environment.     AN EXTENDED SINGLE-VALUED NEUTROSOPHIC AHP AND MULTIMOORA METHOD TO EVALUATE THE OPTIMAL TRAINING AIRCRAFT FOR FLIGHT TRAINING ORGANIZATIONS

    Aircraft’s training is crucial for a flight training organization (FTO). Therefore, an important decision that these organizations should wisely consider the choice of aircraft to be bought among many alternatives. The criteria for evaluating the optimal training aircraft for FTOs are collected based on the survey approach. Single valued neutrosophic sets (SVNS) have the degree of truth, indeterminacy, and falsity membership functions and, as a special case, neutrosophic sets (NS) deal with inconsistent environments. In this regard, this study has extended a single-valued neutrosophic analytic hierarchy process (AHP) based on multi-objective optimization on the basis of ratio analysis plus a full multiplicative form (MULTIMOORA) to rank the training aircraft as the alternatives. Moreover, a sensitivity analysis is performed to demonstrate the stability of the developed method. Finally, a comparison between the results of the developed approach and the existing approaches for validating the developed approach is discussed. This analysis shows that the proposed approach is efficient and with the other methods

    Multiple criteria selection of design solutions for single-family houses

    Disertacijoje nagrinėjami vienbučių namų architektūrinių-konstrukcinių sprendinių (konstrukcinių elementų ir tvarių medžiagų, vidinių laiptų formų ir įvairių garažo padėčių) parinkimo ir vertinimo modeliai, grindžiami daugiakriteriais sprendimų priėmimo metodais. Literatūros analizė atskleidė, kad šiuo metu tvarumas yra vienas svarbiausių klausimų, į kuriuos reikia atsižvelgti projektuojant ir statant namą. Vis labiau įsitikinama, kad reikia sukurti priemonių siekiant integruoti tvarumo kriterijus į pastatų projektavimo ir statybos procesą, be to, atsiranda vis didesnis žinių, kaip suderinti tvarumą su vienbučių namų statyba, poreikis. Šiame darbe siekiama susieti dvi mokslines sritis sprendžiant vienbučių namų architektūrinių-konstrukcinių sprendinių parinkimo klausimus. Disertaciją sudaro įvadas, trys skyriai, bendrosios išvados, naudotos literatūros ir autorės publikacijų disertacijos tema sąrašai. Įvadiniame skyriuje aptariamos problemos, aprašomi tiriamieji objektai, formuluojamas darbo tikslas ir uždaviniai, iškeliamas mokslinis darbo naujumas, ginamieji teiginiai. Įvado pabaigoje pateikiamos disertacijos tema autorės paskelbtos publikacijos ir pranešimai konferencijose. Pirmajame skyriuje pateikiama tvaraus gyvenamojo būsto sprendinių analizė ir nagrinėjamas komforto, erdvinių zonų, vienbučių namų elementų formų bei medžiagų parinkimas gyvenamajam namui statyti. Apžvelgiamos MCDM (daugiakriterių sprendimų priėmimo metodų, angl. Multiple Criteria Decision Making) panaudojimo galimybės statybos srities uždaviniams spręsti. Skyriaus pabaigoje formuluojamos išvados ir pateikiami disertacijos uždaviniai. Antrajame skyriuje apžvelgiami namo konstrukcinių elementų (laiptų) formų grafiniai kūrimo metodai. Aprašomi daugiakriteriai vertinimo metodai, kuriais įvertinami disertacijoje suformuluoti uždaviniai.     Neutrosophic set has been derived from a new branch of philosophy, namely Neutrosophy. Neutrosophic set is capable of dealing with uncertainty, indeterminacy and inconsistent information. Neutrosophic set approaches are suitable to modeling problems with uncertainty, indeterminacy and inconsistent information in which human knowledge is necessary, and human evaluation is needed. Neutrosophic set theory firstly proposed in 1998 by Florentin Smarandache, who also developed the concept of single valued neutrosophic set, oriented towards real world scientific and engineering applications. Since then, the single valued neutrosophic set theory has been extensively studied in books and monographs introducing neutrosophic sets and its applications, by many authors around the world.     New Challenges in Neutrosophic Theory and Applications

    Neutrosophic theory has representatives on all continents and, therefore, it can be said to be a universal theory. On the other hand, according to the three volumes of “The Encyclopedia of Neutrosophic Researchers” (2016, 2018, 2019), plus numerous others not yet included in Encyclopedia book series, about 1200 researchers from 73 countries have applied both the neutrosophic theory and method. Neutrosophic theory was founded by Professor Florentin Smarandache in 1998; it constitutes further generalization of fuzzy and intuitionistic fuzzy theories. The key distinction between the neutrosophic set/logic and other types of sets/logics lies in the introduction of the degree of indeterminacy/neutrality (I) as an independent component in the neutrosophic set. Thus, neutrosophic theory involves the degree of membership-truth (T), the degree of indeterminacy (I), and the degree of non-membership-falsehood (F). In recent years, the field of neutrosophic set, logic, measure, probability and statistics, precalculus and calculus, etc., and their applications in multiple fields have been extended and applied in various fields, such as communication, management, and information technology. We believe that this book serves as useful guidance for learning about the current progress in neutrosophic theories. In total, 22 studies have been presented and reflect the call of the thematic vision. The contents of each study included in the volume are briefly described as follows. The first contribution, authored by Wadei Al-Omeri and Saeid Jafari, addresses the concept of generalized neutrosophic pre-closed sets and generalized neutrosophic pre-open sets in neutrosophic topological spaces. In the article “Design of Fuzzy Sampling Plan Using the Birnbaum-Saunders Distribution”, the authors Muhammad Zahir Khan, Muhammad Farid Khan, Muhammad Aslam, and Abdur Razzaque Mughal discuss the use of probability distribution function of Birnbaum–Saunders distribution as a proportion of defective items and the acceptance probability in a fuzzy environment. Further, the authors Derya Bakbak, Vakkas Uluc¸ay, and Memet S¸ahin present the “Neutrosophic Soft Expert Multiset and Their Application to Multiple Criteria Decision Making” together with several operations defined for them and their important algebraic properties. In “Neutrosophic Multigroups and Applications”, Vakkas Uluc¸ay and Memet S¸ahin propose an algebraic structure on neutrosophic multisets called neutrosophic multigroups, deriving their basic properties and giving some applications to group theory. Changxing Fan, Jun Ye, Sheng Feng, En Fan, and Keli Hu introduce the “Multi-Criteria Decision-Making Method Using Heronian Mean Operators under a Bipolar Neutrosophic Environment” and test the effectiveness of their new methods.     Decision analysis in the UK energy supply chain risk management: tools development and application.

    The aims of this thesis are developing decision-making tools for risk identification, risk causal relationships analysis, risk prioritisation, and long-term risk mitigation strategy recommendations in the UK energy supply chain. The thesis is comprised of four study phases in eight chapters. In phase I, a framework is introduced including 12 risk dimensions, and 5 classification perspectives. Then, in phase II, the Neutrosophic Revised Decision-Making Trial and Evaluation Laboratory (NR-DEMATEL) method has been utilised in order to analyse the 12 identified risk dimensions based on the causal interrelationships between them. Additionally, a novel Hesitant Expert Selection Model (HESM) to systematically assist researchers with the expert selection process is proposed. In phase III, two extensions of the original Best-Worst Method (BWM) are proposed in order to contribute to the theoretical development and application of the BWM in energy supply chain risk prioritisation. The Neutrosophic Enhanced BWM (NE-BWM) and hybrid Spanning Trees Enumeration and BWM (STE-BWM) are introduced to enhance the efficiency of the original BWM in dealing with uncertainty in experts’ subjective judgements. In phase IV, a novel stratified decision-making model is introduced. It is based on Concept of Stratification (CST), game theory and Shared Socio-economic Pathway (SSP) to deal with long-term risk mitigation planning for the most critical identified risks. The model has been applied in the region of Highland and Argyll in Scotland based on the primary data obtained from experts to prioritise flooding risk mitigation strategies which were recommended by the Scottish Environment Protection Agency (SEPA). The stratified decision-making model is aimed at taking into account both UK socio-economic situations and flooding risk impacts for the long-term decision making
