    Generic approach in choice of adequate methodology for the assessment of it investments

    Investments into information technology (IT), (hereinafter: IT investments) have reached very high figures, which are still continually on the rise. IT potentials are being used in an increasing number of ways. Various company managers have different approaches to this issue. A large number of methods/models for the assessment of IT investments is available, so the question is posed of how to choose the adequate assessment category. The said reasons have initiated a need for defining the generic approach in the choice of adequate methodology for the assessment of IT investments, which was indeed the goal of this paper. General ideas to this approach stem from the fact that each IT investment has its purpose and belongs to a certain type of IT investment (decision-making aspect) which demands its relevant methodology for assessing IT investments. Two groups of demands (conditions) have been defined in choosing relevant methodology. The first group pertains to methodology analysis and determination of its compatibility with characteristics of the defined decision-making aspect. The second group of conditions pertains to methodology analysis with respect to its possibilities (abilities) of integrating quantity, quality and risk factors of IT decision. Conducted field research shows that the assessment of IT investments has been done mainly using simpler methods/models and their combinations, and is focused on quantity aspects of IT values

    Developing composite indicators for ecological water quality assessment based on network interactions and expert judgment

    Increasingly, composite indicators and multi-criteria approaches are applied in environmental assessment and decision-making, including the EU Water Framework Directive. For example, integrated evaluation of aquatic ecosystem conditions and functioning usually involves a group of criteria, such as biological organisms and communities, physicochemical and hydromorphological variables, which are measured individually and combined by a weighted linear function into an overall 'score’. We argue that the network interactions of evaluation components are useful information for expert judgments, which have not been sufficiently considered in existing multi-criteria combination strategies in environmental assessment and management. Built upon the Analytic Network Process and demonstrated with the Chishui River Basin in China, this paper introduces a network-based expert judgment approach to construct ecological water quality indicators, and to determine and adjust their variable weight settings with information of interaction networks. This approach has potential to construct composite indicators for a broad environmental context.</p

    Integrating multiple criteria decision analysis in participatory forest planning

    Forest planning in a participatory context often involves multiple stakeholders with conflicting interests. A promising approach for handling these complex situations is to integrate participatory planning and multiple criteria decision analysis (MCDA). The objective of this paper is to analyze strengths and weaknesses of such an integrated approach, focusing on how the use of MCDA has influenced the participatory process. The paper outlines a model for a participatory MCDA process with five steps: stakeholder analysis, structuring of the decision problem, generation of alternatives, elicitation of preferences, and ranking of alternatives. This model was applied in a case study of a planning process for the urban forest in Lycksele, Sweden. In interviews with stakeholders, criteria for four different social groups were identified. Stakeholders also identified specific areas important to them and explained what activities the areas were used for and the forest management they wished for there. Existing forest data were combined with information from interviews to create a map in which the urban forest was divided into zones of different management classes. Three alternative strategic forest plans were produced based on the zonal map. The stakeholders stated their preferences individually by the Analytic Hierarchy Process in inquiry forms and a ranking of alternatives and consistency ratios were determined for each stakeholder. Rankings of alternatives were aggregated; first, for each social group using the arithmetic mean, and then an overall aggregated ranking was calculated from the group rankings using the weighted arithmetic mean. The participatory MCDA process in Lycksele is assessed against five social goals: incorporating public values into decisions, improving the substantive quality of decisions, resolving conflict among competing interests, building trust in institutions, and educating and informing the public. The results and assessment of the case study support the integration of participatory planning and MCDA as a viable option for handling complex forest-management situations. Key issues related to the MCDA methodology that need to be explored further were identified: 1) The handling of place-specific criteria, 2) development of alternatives, 3) the aggregation of individual preferences into a common preference, and 4) application and evaluation of the integrated approach in real case studies

    Using qualitative reasoning in modelling consensus in group decision-making

    Ordinal scales are commonly used in rating and evaluation processes. These processes usually involve group decision making by means of an experts’ committee. In this paper a mathematical framework based on the qualitative model of the absolute orders of magnitude is considered. The entropy of a qualitatively described system is defined in this framework. On the one hand, this enables us to measure the amount of information provided by each evaluator and, on the other hand, the coherence of the evaluation committee. The new approach is capable of managing situations where the assessment given by experts involves different levels of precision. The use of the proposed measures within an automatic system for group decision making will contribute towards avoiding the potential subjectivity caused by conflicts of interests of the evaluators in the group.Postprint (published version

    What makes it so hard to look and to listen? Exploring the use of the Cognitive and Affective Supervisory Approach with children’s social work managers

    This paper reports on the findings of an ESRC-funded Knowledge Exchange project designed to explore the contribution of an innovative approach to supervision to social work practitioners’ assessment and decision-making practices. The Cognitive and Affective Supervisory Approach (CASA) is informed by cognitive interviewing techniques originally designed to elicit best evidence from witnesses and victims of crime. Adapted here for use in childcare social work supervision contexts, this model is designed to enhance the quantity and quality of information available for decision-making. Facilitating the reporting of both ‘event information’ and ‘emotion information’, it allows a more detailed picture to emerge of events, as recalled by the individual involved, and the meaning they give to them. Practice supervisors from Children’s Services in two local authorities undertook to introduce the CASA into supervision sessions and were supported in this through the provision of regular reflective group discussions. The project findings highlight the challenges for practitioners of ‘detailed looking’ and for supervisors of ‘active listening’. The paper concludes by acknowledging that the CASA’s successful contribution to decision-making is contingent on both the motivation and confidence of supervisors to develop their skills and an organisational commitment to, and resourcing of, reflective supervisory practices and spaces

    A framework for cumulative risk assessment in the 21st century

    The ILSI Health and Environmental Sciences Institute (HESI) has developed a framework to support a transition in the way in which information for chemical risk assessment is obtained and used (RISK21). The approach is based on detailed problem formulation, where exposure drives the data acquisition process in order to enable informed decision-making on human health safety as soon as sufficient evidence is available. Information is evaluated in a transparent and consistent way with the aim of optimizing available resources. In the context of risk assessment, cumulative risk assessment (CRA) poses additional problems and questions that can be addressed using the RISK21 approach. The focus in CRA to date has generally been on chemicals that have common mechanisms of action. Recently, concern has also been expressed about chemicals acting on multiple pathways that lead to a common health outcome, and non-chemical other conditions (non-chemical stressors) that can lead to or modify a common outcome. Acknowledging that CRAs, as described above, are more conceptually, methodologically and computationally complex than traditional single-stressor risk assessments, RISK21 further developed the framework for implementation of workable processes and procedures for conducting assessments of combined effects from exposure to multiple chemicals and non-chemical stressors. As part of the problem formulation process, this evidence-based framework allows the identification of the circumstances in which it is appropriate to conduct a CRA for a group of compounds. A tiered approach is then proposed, where additional chemical stressors and/or non-chemical modulating factors (ModFs) are considered sequentially. Criteria are provided to facilitate the decision on whether or not to include ModFs in the formal quantitative assessment, with the intention to help focus the use of available resources to have the greatest potential to protect public health

    Complementary music therapy for cancer patients in at-home palliative care and their caregivers: protocol for a multicentre randomised controlled trial

    Background Patients with advanced cancer, receiving at-home palliative care, are subject to numerous symptoms that are changeable and often require attention, a stressful situation that also impacts on the family caregiver. It has been suggested that music therapy may benefit both the patient and the caregiver. We propose a study to analyse the efficacy and cost utility of a music intervention programme, applied as complementary therapy, for cancer patients in palliative care and for their at-home caregivers, compared to usual treatment. Method A randomised, double-blind, multicentre clinical trial will be performed in cancer patients in at-home palliative care and their family caregivers. The study population will include two samples of 40 patients and two samples of 41 caregivers. Participants will be randomly assigned either to the intervention group or to the control group. The intervention group will receive a seven-day programme including music sessions, while the control group will receive seven sessions of (spoken word) therapeutic education. In this study, the primary outcome measure is the assessment of patients' symptoms, according to the Edmonton Symptom Assessment System, and of the overload experienced by family caregivers, measured by the Caregiver Strain Index. The secondary outcomes considered will be the participants' health-related quality of life, their satisfaction with the intervention, and an economic valuation. Discussion This study is expected to enhance our understanding of the efficacy and cost-utility of music therapy for cancer patients in palliative care and for their family caregivers. The results of this project are expected to be applicable and transferrable to usual clinical practice for patients in home palliative care and for their caregivers. The approach described can be incorporated as an additional therapeutic resource within comprehensive palliative care. To our knowledge, no previous high quality studies, based on a double-blind clinical trial, have been undertaken to evaluate the cost-effectiveness of music therapy. The cost-effectiveness of the project will provide information to support decision making, thereby improving the management of health resources and their use within the health system

    Tailoring consent to context: designing an appropriate consent process for a biomedical study in a low income setting

    Background Currently there is increasing recognition of the need for research in developing countries where disease burden is high. Understanding the role of local factors is important for undertaking ethical research in developing countries. We explored factors relating to information and communication during the process of informed consent, and the approach that should be followed for gaining consent. The study was conducted prior to a family-based genetic study among people with podoconiosis (non-filarial elephantiasis) in southern Ethiopia. Methodology/Principal Findings We adapted a method of rapid assessment validated in The Gambia. The methodology was entirely qualitative, involving focus-group discussions and in-depth interviews. Discussions were conducted with podoconiosis patients and non-patients in the community, fieldworkers, researchers, staff of the local non-governmental organisation (NGO) working on prevention and treatment of podoconiosis, and community leaders. We found that the extent of use of everyday language, the degree to which expectations of potential participants were addressed, and the techniques of presentation of information had considerable impact on comprehension of information provided about research. Approaching podoconiosis patients via locally trusted individuals and preceding individual consent with community sensitization were considered the optimal means of communication. Prevailing poverty among podoconiosis patients, the absence of alternative treatment facilities, and participants' trust in the local NGO were identified as potential barriers for obtaining genuine informed consent. Conclusions Researchers should evaluate the effectiveness of consent processes in providing appropriate information in a comprehensible manner and in supporting voluntary decision-making on a study-by-study basis

    The use of MCQs within team based learning: choosing the right approach to foster student learning

    Team Based Learning (TBL) is a learning and assessment strategy that aims to foster learning through the facilitation and development of group cohesiveness which transforms small groups into effective learning teams. It is based on four principles: large teams; student accountability; use of assignments which promote learning and team development and frequent and immediate feedback. The latter two are the focus of this presentation. An outline of the how TBL operates in the classroom will be presented following which there will be a focus on assessment strategies. The key assessment strategy used in TBL is the multiple choice test (MCQ) which is used to assess the extent to which students have engaged with the pre-sessional learning activities. This is known as the readiness assurance test (RAT) and focusses on the understanding of key concepts. Students take the test individually (iRAT), and then take the same test as a group (tRAT). Each group is encouraged to discuss, to debate, to refer back to pre-sessional material, to propose, justify and eventually come to a group decision on what they believe to be the correct answer. Immediate feedback is a key feature of the RATs. MCQs as a commonly used assessment technique is re-visited in the context of its use in TBL. The challenges and benefits of different approaches to the MCQ tests are considered and the factors which influenced the final decision about which approach to use are discussed. The importance of immediacy of feedback in TBL is also outlined. Within the TBL process, following the iRAT and the tRAT, students work in groups on an application activity such as a case study following which each group will make a specific decision based on the information provided, drawing on their collective knowledge, understanding and ability to apply concepts covered in the pre-sessional learning materials. Groups report simultaneously on the choice made and the decision making process. It will be argued that TBL is a teaching and learning strategy which, through the use of specific learning and assessment activities, gives students immediate and on-going feedback and insight into their performance, promotes higher order learning and facilitates the development of interpersonal skills which are particularly appropriate for students on professional programmes

    A data mining-based framework for supply chain risk management

    Increased risk exposure levels, technological developments and the growing information overload in supply chain networks drive organizations to embrace data-driven approaches in Supply Chain Risk Management (SCRM). Data Mining (DM) employs multiple analytical techniques for intelligent and timely decision making; however, its potential is not entirely explored for SCRM. The paper aims to develop a DM-based framework for the identification, assessment and mitigation of different type of risks in supply chains. A holistic approach integrates DM and risk management activities in a unique framework for effective risk management. The framework is validated with a case study based on a series of semi-structured interviews, discussions and a focus group study. The study showcases how DM supports in discovering hidden and useful information from unstructured risk data for making intelligent risk management decisions
