    Stewardship of the evolving scholarly record: from the invisible hand to conscious coordination

    The scholarly record is increasingly digital and networked, while at the same time expanding in both the volume and diversity of the material it contains. The long-term future of the scholarly record cannot be effectively secured with traditional stewardship models developed for print materials. This report describes the key features of future stewardship models adapted to the characteristics of a digital, networked scholarly record, and discusses some practical implications of implementing these models. Key highlights include: As the scholarly record continues to evolve, conscious coordination will become an important organizing principle for stewardship models. Past stewardship models were built on an "invisible hand" approach that relied on the uncoordinated, institution-scale efforts of individual academic libraries acting autonomously to maintain local collections. Future stewardship of the evolving scholarly record requires conscious coordination of context, commitments, specialization, and reciprocity. With conscious coordination, local stewardship efforts leverage scale by collecting more of less. Keys to conscious coordination include right-scaling consolidation, cooperation, and community mix. Reducing transaction costs and building trust facilitate conscious coordination. Incentives to participate in cooperative stewardship activities should be linked to broader institutional priorities. The long-term future of the scholarly record in its fullest expression cannot be effectively secured with stewardship strategies designed for print materials. The features of the evolving scholarly record suggest that traditional stewardship strategies, built on an “invisible hand” approach that relies on the uncoordinated, institution-scale efforts of individual academic libraries acting autonomously to maintain local collections, is no longer suitable for collecting, organizing, making available, and preserving the outputs of scholarly inquiry. As the scholarly record continues to evolve, conscious coordination will become an important organizing principle for stewardship models. Conscious coordination calls for stewardship strategies that incorporate a broader awareness of the system-wide stewardship context; declarations of explicit commitments around portions of the local collection; formal divisions of labor within cooperative arrangements; and robust networks for reciprocal access. Stewardship strategies based on conscious coordination involve an acceleration of an already perceptible transition away from relatively autonomous local collections to ones built on networks of cooperation across many organizations, within and outside the traditional cultural heritage community

    Progress Along the Pathway for Transforming Regional Health: A Pulse Check on Multi-Sector Partnerships

    Multi-sector partnerships play an increasingly significant role in the movement to improve heath, equity, and economic prosperity. These partnerships recognize that many of our most pressing challenges defy sector boundaries, and cannot be effectively addressed by any one institution alone. Progress Along the Pathway to Health System Transformation: A Pulse Check on Multi-Sector Partnerships is the only survey of its kind to ask leaders across the U.S. what their partnerships do, how they finance their work, and how their groups have been developing over time. The 2016 Pulse Check report provides a snapshot of 237 multi-sector partnerships throughout the country as well as rich detail around what contributes to—or gets in the way of—moving their important work forward. The survey revealed two sets of findings that are distinct, but closely related. These include characteristics of the partnerships and their efforts, such as composition, portfolio priorities, and financing; as well as developmental phases and the distinctive patterns of momentum builders and pitfalls that groups experience as they evolve. Further, ReThink Health has found that partnerships often face predictable challenges and can catalyze momentum in particularly powerful ways. The Pulse Check explored these barriers and drivers with a view toward understanding how partnerships may evolve along their journey. Pulse Check findings indicate that certain partnership characteristics do indeed show progressive differences across developmental phases (see graphic below). For instance, when compared to respondents in the Earlier and Middle phases, those in the Later phase tend to have partnerships that are more established, with larger staffs, a larger number active sectors, more expansive action portfolios, and longer-term financial plans

    This workshop discussed the impact of digital technology on inland navigation safety and efficiency from the combined perspective government agencies and waterway operators. The US Army Corps of Engineers (USACE) described inland navigation Research & Development (R&D), related demonstration efforts, and Headquarters initiatives for safer, more reliable waterways and infrastructure. The US Coast Guard (USCG) addressed the latest developments in e-Navigation (e.g., electronic charts, AIS, and aidsto-navigation), and how these developments might affect inland waterways operations. The National Oceanic and Atmospheric Administration (NOAA) discussed PORTS (Physical Oceanographic RealTime System) and other activities. Representatives from the Towing Industry, led by the American Waterways Operators Technology Steering Group, described current/future needs, as well as ongoing/planned initiatives to meet challenges associated with projected future increases in inland commerce

This interdisciplinary seminar brought researchers together from many fields including computer science, transportation, operations research, mathematics, machine learning and artificial intelligence. The seminar included two formats of talks: several minute research statements and longer overview talks. The talks given are documented here with abstracts. Furthermore, this seminar consisted of significant amounts of group work that is also documented with short abstracts detailing group discussions and planned outcomes

    Unlocking the potential of the smart metering technology: How can regulation level the playing-field for new services in smart grids?

    By integrating a communications system with the existing power grid, smart grids provide end-to-end connectivity. This enables all entities and components integrated in the electricity supply system to exchange information without knowing the network's structure. New services and applications such as demand response or virtual power plants that will aid to improve and optimize the use of electricity depend on the availability of a smart grid communication network. End-to-end communication networks require that the missing communications gap between consumers' premises and the remaining energy network is bridged by deploying an Advanced Metering Infrastructure (AMI). Given the current liberalized electricity markets' structure incumbent distribution system operators (DSOs) will control the AMI and the meter data. This gives rise to concerns about anti-competitiveness. We argue that leveraging the AMI in a social welfare maximizing way requires non-discriminatory access for all entitled parties to the (1) AMI and the (2) meter data through (3) interoperable standards. We discuss possible regulatory remedies to ensure a level playing-field for innovative services in smart grids and consider implications for research and regulation. --Regulation,Smart Grid,Smart Meter,Antitrust

    Communication and conflict issues in collaborative software research projects

    The Open Source Component Artefact Repository (OS- CAR) was developed under the auspices of the GENESIS project to store data produced during the software development process. Significant problems were encountered during the course of the project in both the development itself and management of the project. The reasons for and potential solutions to these problems are examined with the intention of developing a set of guidelines to enable participants in other collaborative projects to avoid these pitfalls. We wish to make it clear that we attach no opprobrium to any of the participants in the GENESIS project as many of the issues we outline below have solutions only visible with hindsight. Instead, we seek to provide a fair-minded critique of our role and the mistakes we made in a fairly typical two-year EU research project, and to provide a set of recommendations for other similar projects, in order that they can (attempt to) avoid suffering similarly
