    A Conceptual Framework and a Suite of Tools to Support Crisis Management

    This article aims at describing an approach to support crisis management. The main idea is to use an original vision of Big-Data to manage the question of collaboration issues in crisis response. On the one hand, this article introduces a general framework that structures the methodology applied in our approach. This framework includes several technical and business dimensions and embeds scientific results that are presented in this article or have been described in previous articles. On the other hand, the resulting implemented suite of tools is also presented with regards to the conceptual framework. Finally, in order to emphasize all the main features described in this article, both the framework and the suite of tools are illustrated and put into action through a scenario extracted from a real exercise

    empathi: An ontology for Emergency Managing and Planning about Hazard Crisis

    In the domain of emergency management during hazard crises, having sufficient situational awareness information is critical. It requires capturing and integrating information from sources such as satellite images, local sensors and social media content generated by local people. A bold obstacle to capturing, representing and integrating such heterogeneous and diverse information is lack of a proper ontology which properly conceptualizes this domain, aggregates and unifies datasets. Thus, in this paper, we introduce empathi ontology which conceptualizes the core concepts concerning with the domain of emergency managing and planning of hazard crises. Although empathi has a coarse-grained view, it considers the necessary concepts and relations being essential in this domain. This ontology is available at https://w3id.org/empathi/

    Event-Cloud Platform to Support Decision- Making in Emergency Management

    The challenge of this paper is to underline the capability of an Event-Cloud Platform to support efficiently an emergency situation. We chose to focus on a nuclear crisis use case. The proposed approach consists in modeling the business processes of crisis response on the one hand, and in supporting the orchestration and execution of these processes by using an Event-Cloud Platform on the other hand. This paper shows how the use of Event-Cloud techniques can support crisis management stakeholders by automatizing non-value added tasks and by directing decision- makers on what really requires their capabilities of choice. If Event-Cloud technology is a very interesting and topical subject, very few research works have considered this to improve emergency management. This paper tries to fill this gap by considering and applying these technologies on a nuclear crisis use-case

    This technology proposal attempts in giving a viable solution for a Management Information System (MIS) for the Director's Office. In today's IT scenario, an Organization's success greatly depends on its ability to get accurate and timely data on its operations of varied nature and to manage this data effectively to guide its activities and meet its goals. To cater to the information needs of an Organization or an Office like the Director's Office, information systems are developed and deployed to gather and process data in ways that produce a variety of information to the end-user. MIS can therefore can be defined as an integrated user-machine system for providing information to support operations, management and decision-making functions in an Organization. The system in a nutshell, utilizes computer hardware and software, manual procedures, models for analysis planning, control and decision-making and a database. Using state-of-the-art front-end and back-end web based tools, this technology proposal attempts to provide a single-point Information Management, Information Storage, Information Querying and Information Retrieval interface to the Director and his office for handling all information traffic flow in and out of the Director's Office

    OpenKnowledge at work: exploring centralized and decentralized information gathering in emergency contexts

    Real-world experience teaches us that to manage emergencies, efficient crisis response coordination is crucial; ICT infrastructures are effective in supporting the people involved in such contexts, by supporting effective ways of interaction. They also should provide innovative means of communication and information management. At present, centralized architectures are mostly used for this purpose; however, alternative infrastructures based on the use of distributed information sources, are currently being explored, studied and analyzed. This paper aims at investigating the capability of a novel approach (developed within the European project OpenKnowledge1) to support centralized as well as decentralized architectures for information gathering. For this purpose we developed an agent-based e-Response simulation environment fully integrated with the OpenKnowledge infrastructure and through which existing emergency plans are modelled and simulated. Preliminary results show the OpenKnowledge capability of supporting the two afore-mentioned architectures and, under ideal assumptions, a comparable performance in both cases

    The lack of adequately skilled and qualified teachers in developing nations, and the impact this has on the educational experiences of children within those nations constitutes an educational crisis comparable to the challenges global medicine faces with malaria or AIDS. The educational challenges, like many other aspects of development, are often most severe in rural areas (Mulkeen, 2005). It has been argued that such a challenge requires a new open-learning architecture for teacher professional development, situated in the context of the teachers daily practice, supported by the teachers peers, and accessing the full potential of new ICTs (Leach & Moon, 2006). There is substantial activity and expenditure to provide ‘computers’ for schools in the global south, but this tends to conform to a pattern identified here as ‘thinking as usual’ about ICT; a pattern often framed by assumptions about the costs of various forms of ICT. However, little is really known about what constitutes ‘appropriate’ ICT for education in poor rural communities (InfoDev 2005); even less about ICT as a vehicle for teacher professional development in such contexts. This paper applies a model of ‘total costs of ownership’ to a ‘freely donated’ ICT suite, and finds that the costs may well be much higher than alternative, more educationally empowering forms of ICT. Demonstrating that ‘common-sense’ assumptions about appropriate ICTs may not be correct, this paper seeks to clear the ground for establishing a framework for identifying appropriate ICTs for rural teacher and community development in the global south

    Integrated Solution Support System for Water Management

    Solving water management problems involves technical, social, economic, political and legal challenges and thus requires an integrated approach involving people from different backgrounds and roles. The integrated approach has been given a prominent role within the European Union¿s Water Framework Directive (WFD). The WFD requires an integrated approach in water management to achieve good ecological status of all water bodies. It consists amongst others of the following main planning stages: describing objectives, assessing present state, identifying gaps between objectives and present state, developing management plan, implementing measures and evaluating their impacts. The directive prescribes broad participation and consultation to achieve its objectives. Besides the obvious desktop software, such an integrated approach can benefit from using a variety of support tools. In addition to tools for specific tasks such as numerical models and questionnaires, knowledge bases on options and process support tools may be utilized. Water stress, defined as the lack of water of appropriate quality is one issue related to, but not specifically addressed by the WFD. However, like in the WFD, a participatory approach could be used to mitigate water stress. Similarly various tools can or need to be used in such a complex process. In the AquaStress Integrated project the Integrated Solution Support System (I3S ¿ I-triple-S) is developed. One of the cornerstones of the approach taken in AquaStress is that organizing available knowledge provides sufficient information to improve the possibility to make a water stress mitigation process truly end-user driven, meaning that dedicated local information is only collected after specific need is expressed by the stakeholders in the process. The novelty of the I3S lies in the combination of such knowledge stored in knowledge-bases, with adaptable workflow management facilities and with specific task-oriented tools ¿ all originating from different sources.     A crisis continues to brew within the pharmaceutical research and development (R&D) enterprise: productivity continues declining as costs rise, despite ongoing, often dramatic scientific and technical advances. To reverse this trend, we offer various suggestions for both the expansion and broader adoption of modeling and simulation (M&S) methods. We suggest strategies and scenarios intended to enable new M&S use cases that directly engage R&D knowledge generation and build actionable mechanistic insight, thereby opening the door to enhanced productivity. What M&S requirements must be satisfied to access and open the door, and begin reversing the productivity decline? Can current methods and tools fulfill the requirements, or are new methods necessary? We draw on the relevant, recent literature to provide and explore answers. In so doing, we identify essential, key roles for agent-based and other methods. We assemble a list of requirements necessary for M&S to meet the diverse needs distilled from a collection of research, review, and opinion articles. We argue that to realize its full potential, M&S should be actualized within a larger information technology framework--a dynamic knowledge repository--wherein models of various types execute, evolve, and increase in accuracy over time. We offer some details of the issues that must be addressed for such a repository to accrue the capabilities needed to reverse the productivity decline
