    A Conversation With Harry Martz

    Harry F. Martz was born June 16, 1942 and grew up in Cumberland, Maryland. He received a Bachelor of Science degree in mathematics (with a minor in physics) from Frostburg State University in 1964, and earned a Ph.D. in statistics at Virginia Polytechnic Institute and State University in 1968. He started his statistics career at Texas Tech University's Department of Industrial Engineering and Statistics right after graduation. In 1978, he joined the technical staff at Los Alamos National Laboratory (LANL) in Los Alamos, New Mexico after first working as Full Professor in the Department of Industrial Engineering at Utah State University in the fall of 1977. He has had a prolific 23-year career with the statistics group at LANL; over the course of his career, Martz has published over 80 research papers in books and refereed journals, one book (with co-author Ray Waller), and has four patents associated with his work at LANL. He is a fellow of the American Statistical Association and has received numerous awards, including the Technometrics Frank Wilcoxon Prize for Best Applications Paper (1996), Los Alamos National Laboratory Achievement Award (1998), R&D 100 Award by R&D Magazine (2003), Council for Chemical Research Collaboration Success Award (2004), and Los Alamos National Laboratory's Distinguished Licensing Award (2004).     Challenges in Building an Incremental, Multi-Year Information Literacy Plan

    The authors discuss the plan for building an incremental, multi-year information literacy program at the University of Rhode Island. Review of the current library instruction program leads to why and how they plan to change the program by focusing on the concepts of understanding what information is in addition to learning how to gather, evaluate, and use information. The Draft Plan for Information Literacy at the University of Rhode Island Libraries addresses the information and research needs of undergraduate and graduate students as well as faculty needs. The development of credit-bearing courses in information literacy, the creation of information literacy modules for specific disciplines and the Draft Plan for Information Literacy are discussed. This article received the Outstanding Paper Award for Excellence for 2001 from the journal Reference Services Review. The article was chosen by the Editor and the Editorial Advisory Board as best meeting the editorial and readership objectives of the Journal

    Welcome to Perth, Western Australia, and to the Systems in Management 7th Annual ANZSYS Conference 2001 the relevance of systems thinking in the contemporary world hosted by the We-B Centre, School of Management Information Systems at Edith Cowan University. The conference provides an opportunity for sharing and networking among academics and industry specialists in systems and related fields. The conference has drawn participants from national and international organizations. All submitted papers were subjected to an anonymous peer review process managed by the Conference Committee. Stringent review criteria resulted in an unprecedented number of papers declined this year. Based on these reviews, the final programme was determined. A total of 54 papers were submitted for consideration and 39 were accepted for presentation. The Conference Committee would like to recognise the efforts of many people who have contributed to the success and support in the organising of this conference and without their efforts the conference could not have occurred. The authors are thanked for their continued support to the Systems in Management 7th Annual ANZSYS Conference 2001 and we hope that the conference will receive similar support into the future. The reviewers deserve a special vote of thanks for their commitment and dedication in having their reviews conducted professionally.     Strategic development of the built environment through international construction, quality and productivity management

    This thesis presents a coherent, sustained and substantial contribution to the advancement of knowledge or application of knowledge or both in the field of construction management and economics. More specifically, this thesis outlines the strategic development of the built environment through lessons from international construction, quality and productivity management. The strategic role of construction in economic development is emphasized. It describes the contributions transnational construction firms made towards modern-day construction project management practices globally. It establishes the relationship between construction quality and economic development and fosters a better understanding of total quality management and quality management systems in enhancing construction industry performance. Additionally, it prescribes lessons from the manufacturing industry for construction productivity and identifies the amount of carbon emissions reduced through lean construction management practices to alleviate the generally adverse effects of the built environment on global climate change. It highlights the need for integrated management systems to enhance quality and productivity for sustainable development in the built environment. The thesis is an account of how the built environment has evolved, leveraging on lessons from international construction, quality and productivity management for improvements over the past two decades

    Popular and/or Prestigious? Measures of Scholarly Esteem

    Citation analysis does not generally take the quality of citations into account: all citations are weighted equally irrespective of source. However, a scholar may be highly cited but not highly regarded: popularity and prestige are not identical measures of esteem. In this study we define popularity as the number of times an author is cited and prestige as the number of times an author is cited by highly cited papers. Information Retrieval (IR) is the test field. We compare the 40 leading researchers in terms of their popularity and prestige over time. Some authors are ranked high on prestige but not on popularity, while others are ranked high on popularity but not on prestige. We also relate measures of popularity and prestige to date of Ph.D. award, number of key publications, organizational affiliation, receipt of prizes/honors, and gender.Comment: 26 pages, 5 figure

First, one conformal RFID tag working at 480 MHz is designed and fabricated as a benchmarking prototype and the miniaturization concept is verified. Then, the impact of the material is thoroughly investigated using a hybrid method involving electromagnetic and statistical tools. Two separate statistical experiments are performed, one for the analysis of the impact of the relative permittivity and permeability of the proposed material and the other for the evaluation of the impact of the dielectric and magnetic loss on the antenna performance. Finally, the effect of the bending of the antenna is investigated, both on the S-parameters and on the radiation pattern. The successful implementation of the flexible magnetic composite material enables the significant miniaturization of RF passives and antennas in UHF frequency bands, especially when conformal modules that can be easily fine-tuned are required in critical biomedical and pharmaceutical applications

    Techniques for effective and efficient fire detection from social media images

    Social media could provide valuable information to support decision making in crisis management, such as in accidents, explosions and fires. However, much of the data from social media are images, which are uploaded in a rate that makes it impossible for human beings to analyze them. Despite the many works on image analysis, there are no fire detection studies on social media. To fill this gap, we propose the use and evaluation of a broad set of content-based image retrieval and classification techniques for fire detection. Our main contributions are: (i) the development of the Fast-Fire Detection method (FFDnR), which combines feature extractor and evaluation functions to support instance-based learning, (ii) the construction of an annotated set of images with ground-truth depicting fire occurrences -- the FlickrFire dataset, and (iii) the evaluation of 36 efficient image descriptors for fire detection. Using real data from Flickr, our results showed that FFDnR was able to achieve a precision for fire detection comparable to that of human annotators.
