Деятельность международных организаций АРА и “Джойнт” по предоставлению помощи детскому населению Восточного Подолья в условиях голода (1921-1923 гг.).
У статті розглянуто основні шляхи й проблеми надання допомоги Американською
адміністрацією допомоги та Американським єврейським об’єднаним розподільчим
комітетом дитячому населенню Східного Поділля в умовах голоду 1921-1923 рр. Особлива
увага звертається на обсяги надання матеріальної та фінансової допомоги
безпритульним дітям вказаними організаціями. З’ясовується їхня роль у подоланні
голоду 1921-1923 років.В статье рассмотрены основные пути и проблемы оказания помощи Американской
администрацией помощи и Американским еврейским объединенным распределительным
комитетом детскому населению Восточного Подолья в условиях голода 1921-1923 гг.
Особое внимание обращается на объемы предоставления материальной и финансовой
помощи беспризорным детям указанными организациями. Выясняется их роль в
преодолении голода 1921-1923 годов.The hunger of 1921-1923 is the greatest tragedy which had extremely negative results
for Ukrainian people, especially for children. From the official point of view, famine in Ukraine
in 1921-1923 was explained by droughts and also conseguences of economic backwardness,
world and public wars. However, the decisive for Ukraine were subjective reasons: the economic
policy of the Bolsheviks and the violent methods of their implementations. The state was unable
to ensure people in the conditions of hunger, therefore foreign social voluntary organizations
began to play the leading role.
The help of American Relief Administration (ARA) and American Jewish Joint Distribution
Committee (“Joint”) was the most considerable for Podillya. The aim of this article is to show
the basic aspects of help giving to homeless children of Vinnytsia region by foreign organizations
ARA and “Joint” in 1921-1923. Podillya help Committee of American Help Organization, founded
on June 2, 1922 was appealed to give the help to the victims of hunger. The functions of ARA
on the Podillya province territory consisted of supplying the children and other establishments
with food and medical maintenance exclusively of ARA. ARA did’nt patronize the children’s
homes. Activity of ARA included the opening of dining rooms, the distribution of rations, caring
about orphanages and hospitals. Dining rooms were firstly appointed for children and then
for an adult population. The distribution of food among the starting population was carrying
out by special commissions, composed of the representatives of the ARA and Soviet authorities.
Besides food, which was given to children by ARA, “Joint” gave large sums of money for
additional nutrition and fuel and transformed the patronized children’s homes into clean,
comfortable houses with modern heating system. The children got shoes, underwear and clothes.
However, there was a problem of American food. In the reports it often has been mentioned
about the theft and the sale of goods from foreign charities.
Therefore , in the conditions of hunger (1921-1923) the state of children was especially
difficult. At the expense of the large-scale measures of humanistic organizations ARA and “Joint”
hundreds of thousands of Ukrainian people and especially the future of the nation, children,
were saved from terrible death

Проаналізовано процеси, що відбувались у життєвому рівні основних виробничих
верств міського населення (робітники і службовці) України на початковому етапі непу
(1921-1923 рр.). Охарактеризовано роль і значення партійно-державних регуляторних
заходів та з’ясовані їхні наслідки для добробуту трудящих. Виявлено причини процесів,
що привели до зрушень у рівні життя окремих категорій працівників різних галузей
промисловості республіки протягом перших трьох років непу.Осуществлен анализ процессов, которые происходили в уровне жизни основных
производительных слоев городского населения (рабочие и служащие) Украины на
начальном этапе нэпа (1921 —1923 гг.). Дана характеристика роли и значения партийно- государственных регуляторных мероприятий и выяснены их последствия для
благосостояния трудящихся. Выявлены причины процессов, приведших к изменениям
уровня жизни отдельных категорий работников различных отраслей промышленности республики на протяжении первых трех лет нэпа.The process taking place in the living standards of the main industrial sections of urban
population (factory and office workers) in Ukraine at the initial NEP stage (1921 – 1923)
have been analysed. The role and importance of the party and state control actions have been
found out; their consequences for the workers well-being have been defined. The reasons
of the process caused to the changes in living standards of some workers categories from
different industry branches of the republic during the first three NEP years have been revealed

Activity of All-Ukrainian committee of assistance to scientists in Kyiv in 1920s: social control
У статті досліджується діяльність Всеукраїнського комітету сприяння вченим у найбільш критичний період — 1920–1925 рр. В умовах голоду 1921–1923 рр. у найбільшому науковому центрі України Києві комітет підтримував своєю роботою не тільки науковців, викладачів вищих навчальних закладів, але й митців. Розглядаються механізми, як ця допомога була перетворена більшовицькою владою на засіб соціального контролю інтелігенції.В статье исследуется деятельность Всеукраинского комитета содействия ученым в наиболее критический период — 1920–1925 гг. В условиях голода 1921–1923 гг. в самом большом научном центре Украины Киеве комитет поддерживал своей работой не только научных работников, преподавателей высших учебных заведений, но и деятелей искусства. Рассматриваются механизмы, как эта помощь была превращена большевистской властью в средство социального контроля интеллигенции.The article studies the activity of the All-Ukrainian Committee of Assistance to Scientists in the hardest period of 1920–1925. During the Holodomor of 1921–1923 the Committee supported scientists, higher education establishments’ professors as well as the artists in the biggest scientific centre — Kyiv.
Financial conditions of scientists and artists were critical. This situation was used by the regime to control intellectuals. It transferred from leading social force, which was determining a direction and establishing of the Ukrainian state and was developing the culture, to ideologically and financially marginal social group.
The subject matter of this article is to study the forms and methods of the All-Ukrainian Committee’s support to Kyiv intellectuals in the first half of 1920s. The archive of the All-Ukrainian Committee of Assistance to Scientists provides us with the opportunity to reveal insights on this issue.
Mechanisms of the use of the following support to social control of intellectuals by the Soviets are analysed.
In the condition of whole-food and essential tools deficiency, which was in the USSR and, in particular,in Kyiv in 1921–1923, scientists were sufficiently unprotected. The territory of the spread of mass man-made famine of 1921–1923 in Ukraine in the politics of the communist regime.
The purpose of our research is to highlight the policy of the communist regime
regarding the official recognition of the limits of the spread of famine in Ukraine in 1921–1923 and
an indication of the factors that influenced the correction of the disaster area.
The scientific novelty of the publication is a comprehensive analysis of normative-legal acts,
according to which the officially recognized limits of the spread of the famine of 1921-1923 were
changed in Ukraine.
Conclusions.. The confrontation between Ukrainian and Russian communists on the issue
of recognizing the famine in Ukraine is shown, in particular, the definition of the territory of its
distribution. Moscow’s policy of downplaying the scale of the catastrophe and forming a common
opinion about its locality in certain regions is traced. Several legislative acts are involved, directly
or indirectly pointing to the actual territories covered by the famine of 1921-1923. The connection
between determining the scale of famine and Moscow’s plans for Ukrainian bread is proved
Украинцы в Бессарабии и Румынии, 1921-1923 гг. (лагерная и внелагерная повседневность интернированных военнослужащих Армии УНР)
The questions of staying of the UNR Army interned soldiers in the camps in Romania during 1921-1923 are analyzed. The article concentrates particularly on soldiers’ everyday life inside and outside the camps. It was discovered that everyday life of Ukrainian interned soldiers was determined by military rules. Simultaneously, interned soldiers pursued cultural and educational work and organized artistic groups with the help of Ukrainian diplomacy in Romania. In 1922-1923, Romanian governmental authorities forced interned soldiers to conduct different types of work in order to limit disbursements of the camps. After the camps’ abolition, the UNR military organization was no longer situated on the territories of Bessarabia and Romania. Nevertheless, erstwhile interned soldiers communicated with each other and participated in different Ukrainian emigrant organizations.У статті проаналізовано специфіку перебування інтернованих вояків Армії УНР у таборах Румунії у 1921-1923 рр., і зокрема, їх таборове та позатаборове повсякдення. Встановлено, що впродовж 1921 р. інтерновані вояки-українці будували своє життя і побут на військових засадах. Водночас, у таборах проводилась культурно-освітня робота, діяли мистецькі гуртки. Це стало можливим завдяки зусиллям самих інтернованих та заходам української дипломатії в Румунії. У 1922-1923 рр. румунська влада активно залучала інтернованих до виконання різного роду робіт, що мало на меті максимально обмежити видатки на утримання таборів. Ліквідація таборів поклала кінець існуванню військової організації УНР на теренах Бессарабії та Румунії, хоча колишні таборяни й надалі підтримували зв’язки між собою, входячи до складу різних українських емігрантських організацій.В статье проанализировано специфику пребывания интернированных военнослужащих Армии УНР в лагерях Румынии в 1921-1923 гг., и в частности их лагерная и внелагерная повседневность. Установлено, что в течение 1921 г. интернированные украинцы строили свою жизнь и быт та военных основах. Вместе с тем в лагерях проводилась культурно-образовательная робота, действовали самодеятельные кружки. Это стало возможным благодаря усилиям самих интернированных и шагам украинской дипломатии в Румынии. В 1922-1923 гг. румынские власти активно привлекали интернированных к выполнению разного рода робот, что имело своей целью максимальное ограничение расходов на содержание лагерей. Ликвидация лагерей положила конец существованию военной организации УНР в Бессарабии и Румынии, хотя ранее находившиеся в них украинцы и в дальнейшем поддерживали связи между собой, входя в состав разных украинских эмигрантских организаций
