[[abstract]]由於金融危機及先前主權債市動盪，再次引發對歐盟經濟治理的關注。針對經濟問題，歐盟高峰會設置一任務小組。2010年10月21日任務小組向歐盟高峰會提出一份報告，指出在保有國家財政及經濟政策之同時，各會員國間尤其是歐元區，經濟相互依賴度極高。任務小組建議應強化經濟治理，改革方向應朝五個面向發展。 第八屆亞歐高峰會議於2010年10月4至5日在比利時布魯塞爾舉行。亞歐高峰會主席於主持會議時表示，此次會議的主題在於討論「生活品質」，藉此達成所有公民更好的福利並給予更多的尊嚴。在此會議中，所有亞洲與歐洲成員國的領導人皆重申雙邊策略性對話與合作的議題，並且著重在平等的夥伴關係、相互間的尊重與利益分配。 伊斯坦堡是世界上唯一橫跨歐亞兩洲的城市，且在2010年還獲選為歐盟的文化之都。伊斯坦堡為何入選？土耳其不是穆斯林的世界嗎？土耳其為何想加入歐盟？伊斯坦堡的魅力在哪

Development of European Small and Medium Sized Enterprises for Reference in China

The small and medium sized enterprises which are predominantly economic superior in the European small countries mainly produce, process, import and export advanced technical products with high added value and scientific content. They facilitate the development of the economy through technical creation, which is also benefited from the highly efficient economy system established cooperatively by government, bank, and non-government organizations. The experience in Europe provides instructive reference for the development of middle and small sized enterprises in China. Key words: small and medium sized enterprises; economy with high efficiency; reference Résumé: Le nombre des PME occupe une place prépondérante dans l’économie européenne. La plupart d’entre elles se spécialisent dans la production, dans la transformation et dans l'importation et l'exportation des produits de haute valeur ajoutée, ou de haute technologie. Elles s'appuient sur l'innovation technologique afin de promouvoir le développement économique. Une économie efficace fondée sur la base d’une coopération étroite entre le gouvernement, les banques, les organisations non gouvernementales a jouéégalement un rôle très important. Le succès de l'expérience européenne est une référence utile pour le développement des PME en Chine. 中國大陸加入 WTO 後政府職能之變遷 : 調適與挑戰

中國大陸已於2001年12月1日成為「世界貿易組織」(World Trade Organization) 正式會員國。雖然大陸加入此一號稱「經濟聯合國」的經濟組織眾所關心的議題主要是對大陸產業的街擊，國有企業的生存競爭挑戰，以及失業的惡化，但事實上政府體制與職能的變遷與調控，更是值得重視的課題。換言之，加入世貿組織對應的主體首先是政府，其次才是企業。此外，大陸政府職能調過良好與否，亦將攸關大陸經濟市場化發展，以及政經體制變革之進程，其發展動向值得關注。 針對政府職能調整議題，本文由體制面、行為百與法制面分析與觀察：中國大陸加入WTO後政府職能調整與變遷趨勢，並評估其政府職能轉變較易實現之目標與較困難改變之處，以及WTO 規範「應然」(what ought to be) 面與大陸實際發展之「寶然」(what is) 面之落差與影響。最後將提出台商因應之道及大陸政府職能轉變與政經結構調整之展望

Financing Mode of American Small and Medium-sized Enterprises and the Enlightenment to Our Country

Because of the characteristic of small and medium-sized enterprises such as small scale of assets, low transparency message and heavy uncertainty of management, the financing mode of small and medium-sized enterprises of various countries is the same basically. This paper reflect the characteristic of the financing mode of small and medium-sized enterprises of our country indirectly through studying the financing mode and characteristics of American small and medium-sized enterprises, expecting to enlighten alleviating the difficulty of financing of small and medium-sized enterprises of our country . Key words: Financing mode, Characteristic, Enlightenment Résumé : La modèle de fusion des petites et moyennes entreprises dans tous les pays existe des points communs , en raison de ses quelques caractéristiques suivantes : les capitaux de petite envergure , la transparence insuffisante des informations et l’instabilité de gestion . Young Adults View Smartphone Tracking Technologies for COVID-19 as Acceptable:The Case of Taiwan

Taiwan has been successful in controlling the spread of SARS-CoV-2 during the COVID-19 pandemic; however, without a vaccine the threat of a second outbreak remains. Young adults who show few to no symptoms when infected have been identified in many countries as driving the virus' spread through unidentifiable community transmission. Mobile tracking technologies register nearby contacts of a user and notifies them if one later tests positive to the virus, potentially solving this issue; however, the effectiveness of these technologies depends on their acceptance by the public. The current study assessed attitudes towards three tracking technologies (telecommunication network tracking, a government app, and Apple and Google's Bluetooth exposure notification system) among four samples of young Taiwanese adults (aged 25 years or younger). Using Bayesian methods, we find high acceptance for all three tracking technologies (>75%), with acceptance for each technology surpassing 90% if additional privacy measures were included. We consider the policy implications of these results for Taiwan and similar cultures
