    Ocean Governance

    There are a range of legal instruments, institutions, and organizations that collectively establish rules and policies for managing, conserving, and using the ocean. The United Nations Convention on the Law of the Sea (UNCLOS) provides the overarching legal framework for ocean governance and management on a global scale, but there are a number of other important ocean governance-related institutions, instruments and processes. This document provides a brief overview of those institutions and processes that are most relevant to multi-sectoral business and industry interests, with a particular emphasis on opportunities for industry to get involved in the policy-making process. It does not include policies, institutions, and processes that are primarily relevant to a single sector. After first reviewing key aspects of UNCLOS, this document discusses other key ocean policy and governance processes and bodies

    100 opportunities for more inclusive ocean research: cross-disciplinary research questions for sustainable ocean governance and management

    In order to inform decision making and policy, research to address sustainability challenges requires cross-disciplinary approaches that are co-created with a wide and inclusive diversity of disciplines and stakeholders. As the UN Decade of Ocean Science for Sustainable Development approaches, it is therefore timely to take stock of the global range of cross-disciplinary questions to inform the development of policies to restore and sustain ocean health. We synthesized questions from major science and policy horizon scanning exercises, identifying 89 questions with relevance for ocean policy and governance. We then scanned the broad ocean science literature to examine issues potentially missed in the horizon scans and supplemented the horizon scan outcome with 11 additional questions. This resulted in an unprioritized list of 100 general questions that would require a cross-disciplinary approach to inform policy. The questions fell into broad categories including: coastal and marine environmental change, managing ocean activities, governance for sustainable oceans, ocean value, and technological and socio-economic innovation. Each question can be customized by ecosystem, region, scale, and socio-political context, and is intended to inspire discussions of salient cross-disciplinary research directions to direct scientific research that will inform policies. Governance and management responses to these questions will best be informed by drawing upon a diversity of natural and social sciences, local and traditional knowledge, and engagement of different sectors and stakeholders

    The High Level Panel for Sustainable Ocean Economy (https://oceanpanel.org/) has commissioned a series of “Blue Papers” to explore pressing challenges at the nexus of the ocean and the economy. This paper is part of a series of 16 papers to be published between November 2019 and October 2020. It addresses how multiple human impacts will impact biodiversity underpinning ecosystem services such as marine fisheries, aquaculture, coastal protection and tourism. The paper examines the distribution of marine species and critical marine habitats around the world; analyses trends in drivers, pressures, impacts and response; and establishes thresholds for protecting biodiversity hot spots, and indicators to monitor change. From this scientific base, it assesses the current legal framework and available tools for biodiversity protection, current gaps in ocean governance and management and the implications for achieving a sustainable ocean economy tailored to individual coastal states grouped by social indicators

    Establishing a Sustainable Development Goal for Oceans and Coasts to Face the Challenges of our Future Ocean

    Oceans regulate our climate, provide us with natural resources such as food, materials, substances, and energy and are essential for international trade, recreational, and cultural activities. Free access to and availability of ocean resources and services, together with human development, have put strong pressures on marine ecosystems, ranging from overfishing and reckless resource extraction to various channels of careless pollution. International cooperation and negotiations are required to protect the marine environment and use marine resources in a way that the needs of future generations will be met. For that purpose, developing and agreeing on a Sustainable Development Goal (SDG) Oceans and Coasts could be an essential element for sustainable ocean management. The SDGs will build upon the Millennium Development Goals (MDG) and replace them by 2015. Even though ensuring environmental sustainability is one of the eight MDG goals, the ocean is not explicitly included. Furthermore, the creation of a comprehensive underlying set of oceanic sustainability indicators would help assessing the current status of marine systems, diagnose on-going trends, and provide information for forward-locking and sustainable ocean governance

    Ocean Governance: A tertiary educational perspective in the Mauritian context

    Ocean governance provides for the norms and tools needed to ensure the sustainable use and management of marine resources. In order to implement effective ocean governance and tools, there is a need to train all stakeholders involved in the management and sustainable use of ocean resources. This is where education, particularly tertiary education, has an important role to play. The objective of this paper is to examine the contribution of tertiary education in promoting good ocean governance. The paper assesses the role and current involvement of a tertiary education institution, the University of Mauritius, in enhancing ocean governance in Mauritius. The findings will demonstrate that, although ocean governance modules are incorporated in some undergraduate and postgraduate programmes offered at University level, a more interdisciplinary approach and further collaboration is needed to promote training in this field

    Metabarcoding of zooplankton to derive indicators of pelagic ecosystem status

    Zooplankton play a key role in marine food webs and carbon cycling and are useful indicators of climate-related changes and ocean health in pelagic ecosystems. Zooplankton are traditionally identified to species through microscopy, but new molecular techniques have enabled the identification of individual specimens (DNA barcoding) or multiple species in the same sample (DNA metabarcoding). Metabarcoding has been tested and refined using zooplankton collected in South African waters for the first time. Challenges to the implementation of DNA-based methods to measure zooplankton biodiversity easily and routinely include an incomplete DNA barcode reference library, logistical complexity and uptake of the new technology by environmental management agencies. These challenges call for a national effort to intensify zooplankton barcoding initiatives and to effectively engage stakeholders in developing a roadmap towards application of DNA-based methods in marine environmental management. Significance: Metabarcoding has been successfully applied to marine zooplankton for the first time in South Africa, demonstrating its potential as a tool to generate ecosystem indicators during routine ocean observations. National barcoding efforts must be intensified to provide a comprehensive reference library of zooplankton DNA. Effective engagement with stakeholders is required to overcome logistical and policy challenges, and to provide a roadmap towards application of DNA-based methods in marine environmental management
