    Data Modeling for Ambient Home Care Systems

    Ambient assisted living (AAL) services are usually designed to work on the assumption that real-time context information about the user and his environment is available. Systems handling acquisition and context inference need to use a versatile data model, expressive and scalable enough to handle complex context and heterogeneous data sources. In this paper, we describe an ontology to be used in a system providing AAL services. The ontology reuses previous ontologies and models the partners in the value chain and their service offering. With our proposal, we aim at having an effective AAL data model, easily adaptable to specific domain needs and services

    The Development of eServices in an Enlarged EU:eGovernment and eHealth in Malta

    In 2005, IPTS launched a project which aimed to assess the developments in eGoverment, eHealth and eLearning in the 10 New Member States at national, and at cross-country level. At that time, the 10 New Member States were Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovenia, and Slovakia. A report for each country was produced, describing its government and health systems and the role played by eGovernment and eHealth within these systems. Each report then analyzes, on the basis of desk research and expert interviews, the major achievements, shortcomings, drivers and barriers in the development of eGovernment and eHealth in one of the countries in question. This analysis provides the basis for the identification and discussion of national policy options to address the major challenges and to suggest R&D issues relevant to the needs of each country Âż in this case, Malta. In addition to national monographs, the project has delivered a synthesis report, which offers an integrated view of the developments of each application domain in the New Member States. Furthermore, a prospective report looking across and beyond the development of the eGoverment, eHealth and eLearning areas has been developed to summarize policy challenges and options for the development of eServices and the Information Society towards the goals of Lisbon and i2010.JRC.J.4-Information Societ

    Succeeding with Smart People Initiatives: Difficulties and Preconditions for Smart City Initiatives that Target Citizens

    Smart City is a paradigm for the development of urban spaces through the implementation of state-of-the-art ICT. There are two main approaches when developing Smart Cities: top-down and bottom-up. Based on the bottom-up approach, the concepts of Smart People and Smart Communities have emerged as dimensions of the Smart City, advocating for the engagement of citizens in Smart People initiatives. The aim of this research is both to find the types of Smart People initiatives and to identify their difficulties and preconditions for success. However, such initiatives that aim to (1) leverage the citizens intellectually and (2) use citizens as a source of input for ideas and innovation, are understudied. Therefore, this research proposes a concentrated framework of Smart People initiatives from an extensive literature review. On one hand, this framework contributes with a common ground and vocabulary that facilitates the dialogue within and between practitioners and academia. On the other hand, the identification of difficulties and preconditions guides the academia and practitioners in how to successfully account for citizens in the Smart City. From the literature review and the conduct of case studies of five European cities, participation came out as the key difficulty across both types of Smart People initiatives and cases, closely followed by awareness, motivation and complexity

    Ontology-driven monitoring of patient's vital signs enabling personalized medical detection and alert

    A major challenge related to caring for patients with chronic conditions is the early detection of exacerbations of the disease. Medical personnel should be contacted immediately in order to intervene in time before an acute state is reached, ensuring patient safety. This paper proposes an approach to an ambient intelligence (AmI) framework supporting real-time remote monitoring of patients diagnosed with congestive heart failure (CHF). Its novelty is the integration of: (i) personalized monitoring of the patients health status and risk stage; (ii) intelligent alerting of the dedicated physician through the construction of medical workflows on-the-fly; and (iii) dynamic adaptation of the vital signs' monitoring environment on any available device or smart phone located in close proximity to the physician depending on new medical measurements, additional disease specifications or the failure of the infrastructure. The intelligence lies in the adoption of semantics providing for a personalized and automated emergency alerting that smoothly interacts with the physician, regardless of his location, ensuring timely intervention during an emergency. It is evaluated on a medical emergency scenario, where in the case of exceeded patient thresholds, medical personnel are localized and contacted, presenting ad hoc information on the patient's condition on the most suited device within the physician's reach

    A strategy to make ICT accessible in rural Zambia: a case study of Macha

    The problem discussed in this dissertation is to gather evidence of good practice and derive strategy for the development of ICT access in rural Zambia. Access to ICT services is important, also in rural areas of Africa. The challenges are many. There is a distinct void in tangible descriptions of the realities of ICT Access in rural areas or actionable guidelines for practitioners. This study involves a case study in the rural areas of Zambia. It does so through ethnography involving 10 years of observation of aspects of ICT access in rural Macha, Zambia. In this community, emerging from an articulated vision, ICT access in the form of the Internet arrived in 2004. Macha Works with its ICT unit LinkNet provides the basis for this interpretive approach from within the rural cultural setting. The purpose of the study is to benefit the local rural community, addressing the fundamentals of reality to add to the body of knowledge. The study involves cross cultural interaction and takes a trans-disciplinary view on science. It involves Participative Action Learning and Research aimed at recognising the complex adaptive systems while being aligned with the ethics of the rural African environment. Emphasis is on the needs of the community, rather than of the individual utilising empirical evidence. The good practices in Macha that inform strategy to make ICT accessible in rural areas are: engaging the community, building relationships; workforce development, unlocking productivity; thought leadership, establishing authority

    Designing Healthy Consumption Support: Mobile application use added to (e)Coach Solution

    Healthy living is an increasingly important topic on the agenda of policy makers. Containment of health care cost through public health and specific prevention programs is seen as a key element of the current social-economic policies in the western world. mHealth technology holds the promise to make healthy living more effective than traditional prevention programs. As part of a broad healthy living support program (including food, physical activity, stress management, social support and smoking cessation), we extended web-based and coach-based ‘healthy consumption’ support with smart phone application (mApp) assistance. This paper focuses on the design analysis phase, following a design research cycle. We start from a user needs analysis, then proceed to solution analysis and service development. The result is a design solution, using an mApp for the support of healthy food consumption, together with practical ‘optimal diet’ guidelines. This solution is embedded in a health coach relationship. For the future, we anticipate more personal and intelligent mobile applications for health behavior tracking and feedback, plus an increasing role in health provider processes
