    The Reciprocal Relation Between Executive and Legislative powers In the Syrian Political System

    The permanent constitution of the Syrian Arab Republic of 1973 established a political system that enjoys some characteristics of the Parliament System and Presidential System. The most important point of the parliament system adopted by the Syrian system is the flexible separation between powers, which results in reciprocal relation between the executive and the legislative power and can exercise a kind of censorship thereupon through several means and authorities vested in each power by the permanent constitution. Consequently, this leads the authorized officers to respect the provisions of the constitution and the rights and freedoms of individuals. It also guarantees settling down the rules of responsibility resulting from exercising the power subject of application through censorships between the two powers. Such censorship enables each power to question and punish the members of the other power if they deviate from the rules of exercising their powers and misuse their authorities

    The Portuguese Guarantee Scheme (Portugal GFC)

    By October 2008, Portuguese banks’ access to liquidity was severely restricted due to strains in international wholesale markets. On October 12-13, 2008, the Portuguese government notified the European Commission of a guarantee scheme intended to promote solvent credit institutions’ access to liquidity as part of the European policy response to the acute financial crisis aiming to achieve and maintain financial stability. Under the scheme, the Portuguese government guaranteed financing agreements and banks’ issuance of non-subordinated short- and medium-term debt. To obtain a guarantee under the Scheme, banks paid a fee based on the maturity of the debt and a risk proxy for the issuer. Banks that called on a guarantee were required to either pay back the Portuguese state or exchange the loan for preference shares. Eight credit institutions participated in the Scheme, including three of the largest Portuguese banks. Collectively they issued approximately €21.5 billion in guaranteed debt. Initially set to close on December 31, 2009, the Scheme’s issuance window was repeatedly extended until February 9, 2019. The most recent issuance under the Scheme was made in early 2013. The last remaining bond guaranteed under the Scheme matured on February 17, 2017. The Scheme is considered to have been successful in promoting debt issuance and increasing liquidity in the Portuguese financial system

    In this paper, the generalized Kudryashov method is presented to seek exact solutions of the Eckhaus equation. From these solutions, we can derive solitary wave solutions as a special case. The proposed method is direct, effective and convenient and can be applied to many nonlinear evolution equations in mathematical physics

Le contexte scientifique de ce travail est présenté et les besoins fonctionnels de ce système affinés. L'architecture globale est décrite et les choix de réalisation ainsi que la procédure d'expérimentation (à venir) sont exposés

Electronic Laboratories (ELabs) have been growing for the last few years. LIESP team started in 2002 a research aiming to provide a framework which helps towards exchanging ELab learning scenarios when they fit to similar apparatuses (same functions, maybe not the same hardware). Meanwhile, LIMOS team focused on a design process to automate PLC code generation to help to design and generate programs for industrial discrete systems. This paper presents a project of merging these approaches to help ELab designers to design and integrate apparatuses into ELab frameworks when these apparatuses are discrete systems

    Exact Traveling Wave Solutions of Nonlinear PDEs in Mathematical Physics Using the Modified Simple Equation Method

    In this article, we apply the modified simple equation method to find the exact solutions with parameters of the (1+1)-dimensional nonlinear Burgers-Huxley equation, the (2+1) dimensional cubic nonlinear Klein-Gordon equation and the (2+1)-dimensional nonlinear Kadomtsev- Petviashvili-Benjamin-Bona-Mahony (KP-BBM) equation. The new exact solutions of these three equations are obtained. When these parameters are given special values, the solitary solutions are obtained

    The effects of cytokine and progenitor cell therapy on clinical and biochemical status in patients with non-ischaemic dilated cardiomyopathy

    BACKGROUND: A small number of open-label or pilot studies have assessed the benefit of stem cell therapy in dilated cardiomyopathy (DCM). I report the findings of the REGENERATE-DCM trial, a double-blind, randomised, placebo-controlled trial of bone-marrow derived mononuclear cell and adjunctive granulocyte colony stimulating factor (G-CSF) administration in patients with DCM. METHODS: 60 patients with DCM were randomized into four treatment groups: intracoronary stem cell, intracoronary serum, peripheral G-CSF and peripheral placebo (saline). Apart from the placebo group, all patients received 5-days of G-CSF, with bone marrow harvest performed on Day 6 in the intracoronary group. Primary endpoint was change in left ventricular ejection fraction (LVEF) assessed by advanced cardiac imaging at 3 months. RESULTS: There was little or no difference in baseline characteristics between the groups. At 3 months, intracoronary stem cell therapy was associated with a 5.37% increase in LVEF (38.30 ±12.97 from 32.93 ±16.46 p= 0.014). This increase in LVEF in cell treated patients was associated with clear evidence of decrease in NYHA classification and improved exercise capacity. No evidence of a change in LVEF was seen in the other two treatment groups. CONCLUSION: The novel combination of G-CSF and intracoronary cell therapy led to an improvement in cardiac function and symptoms at 3 months
