A âlearning paradoxâ in maritime spatial planning
Both policy-makers and scholars acknowledge and emphasize the need for learning in maritime spatial planning (MSP). However, few explain why learning is important. As such, it remains a vague and understudied process and is taken for granted and assumed to be and do âonly goodâ which might hinder an in-depth assessment of the effectiveness of learning in policy-making. In this paper, we investigate whether, and if so in what way, explicit attention is given to learning in MSP. In this way, we try to unpack a (plausible) âlearning paradoxâ and gain more insight into the different conceptualizations of learning in MSP. We use seven dimensions to examine learning in MSP by conducting a literature review of scientific MSP literature and a case study, which analyzes learning in the Dutch MSP process. The literature review and case study point to a âlearning paradoxâ in MSP, showing both similarities and differences. The common lack of attention for risk and ambiguities is particularly problematic, while the existing clarity about who (should) learn and how can be seen as opportunities to gain insights in learning in MSP. Overall, we argue that acknowledging the paradox is paramount to improve the effectiveness of learning processes in MSP.</p
A Finnish regional non-binding MSP approach : What are the consequences for integrating Blue Growth and GES?
The EU Maritime Spatial Planning Directive (MSPD) requires the member states (MS) to pursue Blue Growth while ensuring good environmental status (GES) of sea areas. An ecosystem-based approach (EBA) should be used for the integration of the aims. However, the MSPD does not specify how the MS should arrange their MSP governance, which has led to a variety of governance arrangements and solutions in addressing the aims. We analysed the implementation of the MSPD in Finland, to identify conditions that may enable or constrain the integration of Blue Growth and GES in the framework of EBA. MSP in Finland is an expert-driven regionalized approach with a legally non-binding status. The results suggest that this MSP framework supports the implementation of EBA in MSP. Yet, unpredictability induced by the non-binding status of MSP, ambiguity of the aims of MSP and of the concept of EBA, and the need to pursue economic viability in the coastal municipalities may threaten the consistency of MSP in both spatial and temporal terms. Developing MSP towards a future-oriented adaptive and collaborative approach striving for social learning could improve the legitimacy of MSP and its capacity to combine Blue Growth and GES. The analysis indicates, that in the delivery of successful MSP adhering to the principles of EBA should permeate all levels of governance. The study turns attention to the legal status of MSP as a binding or non-binding planning instrument and the role the legal status plays in facilitating or constraining predictability and adaptability required in MSP.Peer reviewe
Resistance to change:A case study on framing and policy change of a controversial nature area
Nature policies can be a major source of long-term debates, in which actors involved define problems differently and are unable to formulate (co-constructed) solutions. Especially issues about the well-being of animals raise heated debate among stakeholders. Though debates over nature policies often span longer periods, they are most likely dealt with on the short term. Policy makers will attempt to solve acute issues, which requires minimal political effort. However, these short-term solutions do not necessarily solve the issue as a whole. This paper analyzes conflicting frames about nature in the Dutch Oostervaardersplassen, and presents an analysis of how the different issues are debated, and framed, over a period of 23 years. Gaining in-depth insight into these frames shows linkages between media attention to issues and policy change. This research shows how diverse and unstable the debate has been over 23 years, by using Punctuated Equilibrium Theory to understand the policy process, and by analyzing the evolution of frames in the media with an Evolutionary Factor Analysis. With the combination of both Punctuated Equilibrium Theory and the Evolutionary Factor Analysis, we can relate issue framing to policy change. This shows that policy is adapted, following rising attention. However, at first the attempts for adaptation by policy makers will be minor, as stability is favored over change, until a certain threshold whereafter policy is changed radically. The article will provide more insight for stakeholders, scientists, and policy makers into the complexity of these kinds of wicked problems

Knowledge uncertainties in environmental conflicts:How the mussel fishery controversy in the Dutch Wadden Sea became depoliticised
<p>Policy-makers and scientists often expect that controversies in public policy can be solved by gathering more knowledge, even though this linear model of expertise is widely criticised in social studies of science. To shed more light on this expectation, the role of scientific uncertainties in controversies on mussel fishery in the Dutch Wadden Sea (1990â2016) is investigated. The analysis shows that mussel fishery regulation decisions were primarily based on government authority, not on scientific knowledge. Expectations of policy-makers and scientists on conflict resolution by more research were not met, because the knowledge debate was politicised over ambiguous knowledge claims. The controversy was depoliticised by a political covenant between the conflicting parties. The case study confirms that science-based knowledge fails to guide policy-making as expected in the linear model, and demonstrates how science plays important strategic, procedural and instrumental roles in structuring interactions between stakeholders in nature protection conflicts.</p
