An Opponent of the Turkish State Who Distanced Himself from the Critical Poem “Hân-ı Yağma”: An Examination of Ihsan Adli Serter
Tevfik Fikret, “Hân-ı Yağma” şiiri ile (1912) devletin yolsuzluklarına şiddetle
muhalefet etmiştir. Bu şiirin yazıldığı dönemde iktidarda İttihat ve Terakki
bulunmaktadır. İttihat ve Terakki Cemiyeti’ni (1908-1918) “Yiyin efendiler yiyin, bu
hân-ı iştihâ sizin/Doyunca, tıksırınca, çatlayıncaya kadar yiyin!” şiiriyle en ağır dille
eleştirmekten çekinmeyen Tevfik Fikret, 1867-1915 yılları arasında yaşamıştır.
Yine Tevfik Fikret gibi “Hân-ı Yağma”dan uzak duranlardan birisi de daha önce
hayatı ve şiirini ele aldığımız İhsan Adli Serter (1880-1956)’dir. Yazarın İttihat
ve Terakki ile ilgili olarak yazmış olduğu nesir ve nazım halindeki bilgiler son
derece önem arz etmektedir. Özellikle İttihat ve Terakki dönemine ışık tutan
bu kişilik hakkında bir iki çalışma dışında şu ana kadar maalesef ayrıntılı bir
araştırma yapılmamıştır. Önceleri İttihat ve Terakki Cemiyeti’nin mensubu olan
Serter, daha sonra İttihat ve Terakki’nin kendi beklentilerinden çok uzakta bir
İtilâf Fırkası’na girerek hem gazetelerde yazmış olduğu yazılarla hem de verilen
görevlerde göstermiş olduğu üstün başarılarla İttihat ve Terakki Cemiyeti’nin
özellikle yönetim kadrosunu rahatsız etmiştir. İttihat ve Terakki Cemiyeti’nin
üst kadrosu duyduğu rahatsızlıkla yetinmemiş bilakis İhsan Adli Serter’e çok
ağır hem mobbing uygulamış hem de fiziksel tacizde bulunmuştur. [Suçlusun
dediler latîfe sandım/Meğer ciddî imiş sonra inandım/Nâmerdin ta‘nından bıktım
usandım/Kime ne yapmışım anlasam bari...] diyerek İttihat ve Terakki tarafından
kendisinin neden tahkir, tazib, tecrid, tenkil ve tevbih edildiğinin sorusuna
yaklaşık 45 yıl cevap bulamadan hayata gözlerini yummuştur.
Bu çalışmada öz vatanında düşman olarak tanıtılan ama buna bir türlü sebep
bulamayan tek başınalığın verdiği acılar içinde kıvranan unutulmuş bir şairin
İttihat ve Terakki ile olan serüvenine daha çok Şiirlerim adlı kitabı esas alınarak
ışık tutulmuştur.In 1921, Tevfik Fikret (1867–1915) harshly criticized the corruption in the state
in his poem “Hân-ı Yağma” (House of Plunder). For example, in regard to the Committee of Union and Progress, he wrote, “Eat gentlemen eat, this feast of appetite is yours, eat until you get satisfied,
choked up and burst.” Meanwhile, although the criticism of the committee by İhsan Adli Serter (1880–1956) is also
important, a detailed study has yet to be conducted about this individual and his works. Specifically, he was a former
member of the Committee of Union and Progress who joined the Freedom and Accord Party, and was especially disturbed
by the administrative staff of the committee. In fact, he published several newspaper articles upon discovering that the
committee was carrying out a very different policy from his expectations. Consequently, the higher staff of the committee
engaged Serter and physically harassed him. Expressing the lines, “They said you’re a criminal, I thought it was a joke/Then
I understood it was real/I am fed up with the beating of the evil/If only I could understand what I have done,” he passed
away before realizing why he was exposed to such insults, torture, isolation, banishment, and exile by the Committee
of Union and Progress for 45 years. Thus, based on his book Şiirlerim, this study focuses on this relatively unknown poet,
who was introduced as an enemy of his homeland
A Sophisticated Author: Muhammad al-Bakri’s Life, Books and Persona
Nesebi Hz. Ebû Bekir'e, diğer bir kanaldan da Hz. Peygamber’e kadar dayanan
Mısırlı din adamı, edip, eleştirmen ve düşünür Muhammed Tevfîk el-Bekrî,
Mısır’da 1966 ve 2013 yıllarında yayımlanan iki kitapta ayrıntılı olarak ele
alınmış; ülkemizde ise bir ansiklopedi maddesi dışında hakkında kayda değer
bir araştırmaya rastlanmamıştır. Araştırmalarımız esnasında kendisiyle ilgili
olarak kaleme alınan 2013 tarihli kitabın 1966 tarihli çalışmadan daha tafsilatlı
ve daha ilmî olduğu görülmüştür.
el-Bekrî, mensubu olduğu ailenin maddi imkânları dolayısıyla sağlam bir eğitim
görmüş ve bu eğitim sayesinde çok genç yaşta el-Ezher’den icazet alarak dini
alanda yetkinlik kazanmıştır. Diğer taraftan Mısır'da önemli kabul edilen bazı
şeyhlik makamlarına, nakîbü'l-eşraflığa, Mısır Hükümetine bağlı bazı kurullara
atanması, İngiliz başkonsolosu Lord Cromer ve bazı Mısırlı siyasi şahsiyetlerle
olan yakın ilişkisi, kişiliğinin öne çıkmasına zemin hazırlamıştır.
el-Bekrî’nin, Sultan II. Abdülhamit’ten birinci derecede Nişân-ı Osmânî ve Anadolu
Payesi alması 1892 senesinde yapmış olduğu İstanbul ziyaretinin önemli bir
ziyaret olduğunu göstermektedir. İfade edildiği gibi Sultan II. Abdülhamid’e
olan yakınlığı, bir dönem Mısır’ın siyasi hayatına olan etkisi, Osmanlı Türkçesine
aktarılmış ancak pek bilinmeyen el-Müstakbel li’l-İslâm adlı eseri, en önemlisi
de edebî alanda ve özellikle klasik Arap edebiyatında kabul gören kişiliği göz
önüne alındığında tanıtılması elzem bir şahsiyet olduğunda hiç şüphe yoktur.
Bu makalede ülkemizde pek tanınmayan ve 62 yıllık bir ömür sürmüş olan
el-Bekrî’nin yaklaşık 20 senesi acılarla geçen; ancak önemli eserlerle dolu olan
hayatı, eserleri ve ilmî şahsiyeti gerekli kaynaklar taranıp değerlendirilerek
anlatılmaya çalışılmıştır.Two books published in Egypt in 1966 and 2013 are seen to have dealt with
Muhammad Tawfīq al-Bakrī, the Egyptian cleric, author, critic and thinker
whose lineage goes back to Abū Bakr through one lineage and to the Prophet
Muhammad (pbuh) through another; however, no significant research apart
from one article is found about him in Turkey. During my research, the 2013 book about him was seen to have been written in more detail and more scientifically than the 1966 book. Because al-Bakrī
received the first degree of Nişan-ı Osmanî [Order of Osmanieh] and the Rank of Anatolia from Sultan Abdülhamid II, his
visit was clearly an important one. Al-Bakrī was able to receive a good education thanks to his family’s financial means,
and he received a diploma (i.e., teaching certificate) from Al-Azhar University at a very young age thanks to this education.
This diploma rendered him competent in the religious field. Meanwhile, he was appointed sheikh of the al-Bakrī dervish
order, sheikh in charge of the Sufi orders (masīkhat al-mashāyikh al-sūfiyya), and naqīb al-ashrāf [chief of the Prophet’s
descendants], whose history is much older than that of the masīkhat al-mashāyikh al-sūfiyya. He was also appointed as a
permanent member of the Advisory Board (Meclisu şûra'l-kavânîn) in 1892 and as a permanent member of the General
Assembly (al-Jam‛iyyat al-Umumiyya) of the Egyptian Government. Along with these duties, al-Bakri’s close and warm
relationship with Khedive Abbās II first and then Lord Cromer, a statesman appointed as the British representative to Egypt
and the British consul-general, paved the way for him to become more prominent. When considering al-Bakri’s closeness
to Sultan Abdülhamid II, his influence on Egyptian political life for a time, his little-known book al-Mustaqbal Li'l-Islām
that was translated into Ottoman, and most importantly his persona as accepted in the literary field and especially in
classical Arabic literature, he is undoubtedly a person who definitely needs to be made known publicly. Based on a scan
and evaluation of the relevant sources, this article explains the life, books, and scientific persona of al-Bakrī, a man not
very well known in Türkiye who lived for 62 years, almost 20 of which were spent in pain but filled with important works
An observer who mirrors changing civilization paradigms: Egyptian Yahya Haqqi
Mısır’ın önemli edebi şahsiyetlerinden olan Yahya Hakkı, 1905 senesinde Kahire’de mütevazı bir evde Türk bir baba ile Arnavut bir annenin oğlu olarak dünyaya gelmiş ve 1992’de Kahire’de ölmüştür. Kahire Üniversitesi, Hukuk Fakültesi’nden mezun olduktan (1925) sonra çeşitli ülkelerde diplomat olarak görev yapmıştır. Bu çerçevede 1930-1934 yılları arasında İstanbul’da, 1951-1952 yılları arasında da Ankara’da Mısır elçiliğinde görev yapmıştır. İstanbul’da bulunduğu süre içinde basından çeviri yapabilecek ve basını takip edebilecek düzeyde Türkçe öğrenmiştir. Türkiye’de bulunduğu süre içinde birçok şehri ve köyü gezmiş ve buralarla ilgili izlenimler edinmiştir. Ẕikrayāt Maṭviyye (Saklı Kalmış Hatıralar) adlı eseri uzun yıllar gün yüzüne çıkamamış, nihayet 1993 senesinde yani ölümünden bir sene sonra kızı Neha Yahya Hakkı’nın gayretleriyle basılabilmiştir. Türkiye’de kaldığı süre içinde edindiği kültürel, sanatsal, sosyal, siyasal, ekonomik ve askeri izlenimlerini selis üslubuyla tarihe kaydetmiştir. Okuyucuya sundukları sadece nakil değil, gözlem ve tahlil eleğinden geçen yazılardır.Yaḥya Hakki who is one of remarkable literary figures of Egypt, was born as a son of an Albanian mother with a Turkish father in a modest house in Cairo in the year of 1905 and has died in Cairo in 1992. He served as diplomat in various countries after graduation from Faculty of Law, Cairo University. In this frame; he served in Istanbul in between the years of 1930-1934 as well as in the Egyptian embassy, Ankara in between the years of 1951-1952. He learned Turkish at a level to translate from the press and to follow the press in the time he was in Istanbul. He visited many cities and villages and then acquired impressions about those places in the time he was in Turkey. His work named Ẕikrayāt Maṭviyye (memories that remained hidden) could not come to light for many years. Finally in the year of 1993, namely one year later from his death, it was able to be printed with the efforts of Neha Yahya Hakkı, his daughter. He recorded his cultural, art, social, political, economic and military impressions that he acquired in the time he was in Istanbul to the history with the selis style. What he present to the reader is not only transfer but they are the articles that pass through the sieve of observation and analysis
Catharsis In Gibran Khalil Gibran
Velveleli bir hayat yaşamış olan Cibrân Halîl Cibrân’ın, Arap göç edebiyatının
en önemli ismi olduğu ayrıca dünya edebiyatında da önemli bir yer edindiği
konusunda hiç şüphe yoktur. Kabına asla sığmayan şahsiyetiyle aykırı bir tiptir.
Din, din adamları, kadın, zenginlik, sosyal adalet, feodal yapı ve gelenekler gibi
konularla ilgili hep farklı bakış açılarına sahip olmuştur. Eleştiriyi kolay kolay
kabul edebilen bir şahsiyet hiç olmamıştır. Türkçede “Nevi şahsına münhasır
bir adam” diye bir ifade vardır. İşte bu tanıma uyan bir kişiliktir. Bir edebiyatın
öncüsü olan Cibrân’ın özellikle Ermiş adlı eseri okurlar tarafından büyük bir
rağbet görmüş ve hala da görmektedir. Eserlerinin bu kadar rağbet görmesinin
arkasında tabii olarak bazı nedenler yatmaktadır. “Kim yazarken kalbinin kanı ile
yazmıyorsa ikiyüzlüdür.” “Kim konuşurken içten konuşmuyorsa sahtekârdır.” “Kim
şarkı söylerken kalbiyle şarkı söylemiyorsa sadece bağırıp çağırıyordur.” şeklinde
ilginç görüşleri olan Cibrân, insanları hem tahrik etmiş hem teşvik etmiş hem
de katharsise hazırlamıştır. Ahmet Hamdi Tanpınar, Tolstoy’un Harp ve Sulh adlı
eserini her okuduğunda “İçimi her küçük bencil ve budala zaaftan temizlenir
buldum. Büyük yazarda insan ruhunu yıkayan bir yan var. Uyku gibi…” ifadelerini
kullanmıştır. Dostoyevski’nin Suç ve Ceza’sı, Kafka’nın Dava’sı ve daha pek çok
eser okunduklarında insanda aynı duyguyu uyandırmaktadır. Bu makalemizde
Cibrân Halîl Cibrân’ın okuyucu üzerindeki etkisi ve dolayısıyla daha çok Macar
filozof ve edebiyat bilimcisi Georg Lukacs’ın (ö. 1971) ortaya koymuş olduğu
katharsis kavramının ondaki yansıması ele alınmıştır.Gibran Khalil Gibran lived a tempestuous life and, apart from having an important
place in the world literature, is undoubtedly the most important name in the
Arab migrant literature. He was a strange person with an enthusiastic personality
and always had different perspectives on various issues. He was never a person
who could easily accept criticism, and he was a unique person. Gibran was a
pioneer of a form of literature, and his works, especially The Prophet, were and
still are in great demand by readers. Naturally, some reasons occur behind the
popularity of his works. With such interesting views as “One who does not write
with the blood of one’s heart is a hypocrite,” “One who does not speak sincerely
is dishonest,” and “One who does not sing from the heart just shouts,” Gibran fascinated many readers with a variety of feelings. He both provoked and encouraged people, as well as prepared them
for catharsis. Ahmet Hamdi Tanpınar said, “Whenever I read Tolstoy’s War and Peace, I found myself purified of every little
selfish and stupid weakness. There is something in the great writer that washes the human spirit, like sleep.” Dostoevsky’s
Crime and Punishment, Kafka’s Trial and many other works evoke the same feeling in people when they are read. This
article discusses the effect Gibran Khalil Gibran has had on readers and thus reflects on the concept of catharsis, which
was put forward by the Hungarian philosopher and literary scientist Georg Lukacs (d. 1971)
A Contemporary Abu Talib: Reşîd Selîm al-Hûrî (Fears and Complexes)
Reşîd Selîm el-Hûrî, Lübnan’ın kuzeyinde yer alan Akkâr kazasında 1887 senesinde
dünyaya gelmiş önemli Arap şairlerden birisidir. Yazmış olduklarından ve
düşüncelerinden anlaşıldığı kadarıyla Reşîd Selîm, İslâm’a ve Müslümanlara hep
sempati ile bakmıştır. Hatta “Kim adaletle davranmaz ve eziyet ederse, Allah ona
açıkça savaş açar” hadisini dillendirince, Hristiyanlar tarafından Müslüman olmakla
ve Hristiyanlığa savaş açmakla suçlanmıştır. İslâmî konularda hassasiyetini,
Mısır ve Suriye’nin birleştiği günlerde Kahire’de kendisi için yapılan bir onur
merasiminde Tâhâ Huseyn’i İslâm medeniyetinden uzaklaştığı gerekçesiyle son
derece ağır bir dille eleştirmesi ve onu Firavun medeniyetinin peşine takılmakla
suçlamasından da anlayabiliyoruz. Tarihe baktığımızda Reşîd Selîm’e benzer
örnekleri görebiliriz. Mesela Hz. Peygamber’in amcası Ebû Tâlib’in hayat hikayesi
incelendiğinde şair ile aralarında korku veya kompleks bakımından benzerlik
olduğu görülmektedir. Tarihte Müslüman olmak isteyip de çevrenin baskısı,
tehdidi ya da üstünlük kompleksi nedeniyle Müslüman olamayanların herhalde
haddi hesabı olmamalıdır. Kanaatimize göre bunlardan birisi de el-Hûrî’dir.
Son derece bağnaz ve hoşgörünün olmadığı bir ortamda Hz. Peygamber’i
kastederek “Çölden beşere esti bir nur ve hidayet/bir ümmiden gelen, evreni kuşatan
bir medeniyet” diyebilecek kadar cesur ve kendinden emin bir insan, hal ve
hareketleriyle de örnek bir şahsiyet örneği vermiştir. Reşîd Selîm'de Allah inancı,
Allah'ın varlığını araştıranları, gökte güneşin olup olmadığını araştıranlara
benzetecek kadar kuvvetlidir. Bu makalede Reşîd Selîm el-Hûrî'nin İslâm’a
çok yakın durmasından, ilginç vasiyetinden ve Müslüman olmak istediğini
dillendirmesinden yola çıkarak içinde bulunduğu korku veya kompleks ayrıca
Müslüman olup olmadığı meselesi ele alınmıştır.Prominent Arab poet Rashid Salim al-Khouri was born in 1887 in Akkâr town
in northern Lebanon. Rashid Salim’s texts and opinions reveal his constant
sympathy with Islam and Muslims. Moreover, upon saying the hadith, “He who
does not act fairly and torments, will be openly declared a war by Allah,” he was
accused by Christians of being a Muslim and waging war against Christianity.Hence, some fanatics demonstrated extreme hostility against Rashid Salim, attempting to manifest him as an enemy of
Christ on the strength of his views on Prophet Muhammad and Islam. Historically, innumerable people probably wanted
to be Muslim but could not convert because of social pressure, threats, or a superiority complex. In our opinion, Rashid
Salim al-Khouri is one such person. He was self-confident and brave enough to say, “A divine light and right way breezed
from the desert to the man/a civilization coming from the illiterate, surrounding the world.” His words imply that Prophet
Muhammad resided in a somewhat bigoted and intolerant place but served as an example because of his personality
and demeanor. Rashid Salim’s belief in Allah was so strong that he compared those who sought proof of the existence
of Allah to those who searched for evidence of the sun in the sky. This paper will examine the fear and complexes that
plagued Rashid Salim al-Khouri because of his affinity to Islam, his interesting resolve, and the articulation of his desire
to become a Muslim, irrespective of him being was born as a Muslim or not

This research was made with the aim to develop an “Attitude Scale for Assessment and Evaluation” to determine teachers’ attitudes towards assessment and evaluation, besides it is aimed to put forth If the social studies teachers’ attitude levels are differed or not in terms of variables “gender”, “age”, “seniority” and “settlement”. The 549 social studies teachers from all provinces of Turkey who joined to in-service training seminars organized by the Ministry of National Education constitute the study group. As a result of research, the scale consisted of 22 items and three factors. As a result of scale measurements, it is identified that social studies teachers’ attitude levels are not high enough towards assessment and evaluation and there is not a differentiation according to the variables “gender”, “age”, “Professional level of seniority” and “the settlement of the task”
Design of a ROIC for scanning type HgCdTe LWIR focal plane arrays
Design of a silicon readout integrated circuit (ROIC) for LWIR HgCdTe Focal Plane is presented. ROIC incorporates time delay integration (TDI) functionality over seven elements with a supersampling rate of three, increasing SNR and
the spatial resolution. Novelty of this topology is inside TDI stage; integration of charges in TDI stage implemented in current domain by using switched current structures that reduces required area for chip and improves linearity performance. ROIC, in terms of functionality, is capable of bidirectional scan, programmable integration time and 5 gain settings at the input. Programming can be done parallel or serially with digital interface. ROIC can handle up to 3.5V dynamic range with the input stage to be direct injection (DI) type. With the load being 10pF capacitive in parallel with 1MΩ resistance, output settling time is less than 250nsec enabling the clock frequency up to 4MHz. The manufacturing technology is 0.35μm, double poly-Si, four-metal (3 metals and 1 top metal) 5V CMOS process
To Save or not to Save the Kidney: Relieving Unilateral Obstruction May Significantly Improve an Initially Low Split Renal Creatinine Clearance
Objective The aim of this study was to evaluate the change in acute/subacute unilateral renal function after the relief of complete unilateral ureteral obstruction by nephrostomy. Materials and Methods Thirty patients were prospectively enrolled in the study. All had ureteral stone, which were located in the upper ureter in 24 (80%) and in the middle ureter in 6 (20%) patients. As all patients had high-grade hydronephrosis, a percutaneous nephrostomy catheter was placed for the relief of obstruction. At the first week of urinary diversion, 24-hour creatinine clearance (CC) of both affected and normal kidneys were evaluated. In order to determine the difference, same evaluation was performed on the fourth week of nephrostomy placement. Results The mean age of the patients was 44.6 (36-54) years. The mean CC of the affected kidney was 38.8 similar to 4.9 ml/min in the first week of urinary diversion and increased to 42.5 similar to 5.4 ml/min at the end of the fourth week (p<0.001). All patients showed an improvement in CC levels ranging between 2.3% and 17.3% with a mean rate of 8.5 similar to 4.7%. Conclusion According to our results, kidney function may improve during the first month after the relief of obstruction.
