Why prostitution policy (usually) fails and what to do about it?
This article describes and discusses the results of two comparative studies of prostitution policy in Europe that are complementary in their design and methodology. One is a comparison of 21 countries using a most different systems design; the other an in-depth comparison of Austria and The Netherlands, using a most similar systems design. The two studies found a remarkable continuity in the inherent approach to the regulation of prostitution and its effects. Despite differences in political regime, administrative organization, and national cultures, since the middle of the 19th century, the purpose of prostitution policy has been to impose strict controls on sex workers and to a lesser extent their work sites. The effects of this approach have been disappointing: despite rhetorical claims to the contrary the control of sex workers has no discernable effect on the prevalence of prostitution in society. The effects of policies aimed at control are mostly negative in that they corrode the human and labor rights of sex workers. The article discusses several challenges to the regulation of prostitution (such as its deeply moral nature and the lack of precise and reliable data) as well a number of other important outcomes (such as the importance of local policy implementation for the effects of regulation). The article concludes with the empirically substantiated suggestion that a form of collaborative governance in which sex worker advocacy organizations participate in the design and implementation of prostitution policy offers real prospects for an effective and humane prostitution policy
The precarious politics of public innovation
This article argues that debates about public innovation among governance scholars risk essentialising the concept. Rather than recognise the inherently normative content of public innovation, some scholars have created taxonomies that conflate very different forms of ‘innovation’ in the public and private sectors, the latter of which is deeply contradictory to public values. We re-think public innovation as both a pragmatic process, a way of responding to developments in contemporary governance, and an inherently public and democratic practice. Our analysis addresses three points: who innovates; what is the object of innovation, and what are the effects of innovation? From this analysis we specify public innovation as both inescapable and democratically necessary to safeguard and promote the important values of public life
Genomic relatedness within five common Finnish Campylobacter jejuni pulsed-field gel electrophoresis genotypes studied by amplified fragment length polymorphism analysis, ribotyping and serotyping
Thirty-five Finnish Campylobacter jejuni strains with five SmaI/SacII pulsed-field gel electrophoresis (PFGE) genotypes selected among human and chicken isolates from 1997 and 1998 were used for comparison of their PFGE patterns, amplified fragment length polymorphism (AFLP) patterns, HaeIII ribotypes, and heat-stable (HS) serotypes. The discriminatory power of PFGE, AFLP, and ribotyping with HaeIII were shown to be at the same level for this selected set of strains, and these methods assigned the strains into the same groups. The PFGE and AFLP patterns within a genotype were highly similar, indicating genetic relatedness. The same HS serotypes were distributed among different genotypes, and different serotypes were identified within one genotype. HS serotype 12 was only associated with the combined genotype G1 (PFGE-AFLP-ribotype). These studies using polyphasic genotyping methods suggested that common Finnish C. jejuni genotypes form genetic lineages which colonize both humans and chickens

Searching for plasticity in dissociated cortical cultures on multi-electrode arrays
We attempted to induce functional plasticity in dense cultures of cortical cells using stimulation through extracellular electrodes embedded in the culture dish substrate (multi-electrode arrays, or MEAs). We looked for plasticity expressed in changes in spontaneous burst patterns, and in array-wide response patterns to electrical stimuli, following several induction protocols related to those used in the literature, as well as some novel ones. Experiments were performed with spontaneous culture-wide bursting suppressed by either distributed electrical stimulation or by elevated extracellular magnesium concentrations as well as with spontaneous bursting untreated. Changes concomitant with induction were no larger in magnitude than changes that occurred spontaneously, except in one novel protocol in which spontaneous bursts were quieted using distributed electrical stimulation
The intra- and interrater reliability of the action research arm test: A practical test of upper extremity function in patients with stroke
Objectives: To determine the intra- and interrater reliability of the Action Research Arm (ARA) test, to assess its ability to detect a minimal clinically important difference (MCID) of 5.7 points, and to identify less reliable test items. Design: Intrarater reliability of the sum scores and of individual items was assessed by comparing (1) the ratings of the laboratory measurements of 20 patients with the ratings of the same measurements recorded on videotape by the original rater, and (2) the repeated ratings of videotaped measurements by the same rater. Interrater reliability was assessed by comparing the ratings of the videotaped measurements of 2 raters. The resulting limits of agreement were compared with the MCID. Patients: Stratified sample, based on the intake ARA score, of 20 chronic stroke patients (median age, 62yr; median time since stroke onset, 3.6yr; mean intake ARA score, 29.2). Main Outcome Measures: Spearman's rank-order correlation coefficient (Spearman's rho); intraclass correlation coefficient (ICC); mean difference and limits of agreement, based on ARA sum scores; and weighted kappa, based on individual items. Results: All intra- and interrater Spearman's rho and ICC values were higher than .98. The mean difference between ratings was highest for the interrater pair (.75; 95% confidence interval, .02-1.48), suggesting a small systematic difference between raters. Intrarater limits of agreement were -1.66 to 2.26; interrater limits of agreement were -2.35 to 3.85. Median weighted kappas exceeded .92. Conclusion: The high intra- and interrater reliability of the ARA test was confirmed, as was its ability to detect a clinically relevant difference of 5.7 points
Spin-mediated dissipation and frequency shifts of a cantilever at milliKelvin temperatures
We measure the dissipation and frequency shift of a magnetically coupled
cantilever in the vicinity of a silicon chip, down to mK. The dissipation
and frequency shift originates from the interaction with the unpaired
electrons, associated with the dangling bonds in the native oxide layer of the
silicon, which form a two dimensional system of electron spins. We approach the
sample with a m-diameter magnetic particle attached to an ultrasoft
cantilever, and measure the frequency shift and quality factor as a function of
temperature and the distance. Using a recent theoretical analysis [J. M. de
Voogd et al., arXiv:1508.07972 (2015)] of the dynamics of a system consisting
of a spin and a magnetic resonator, we are able to fit the data and extract the
relaxation time ms and spin density
spins per nm. Our analysis shows that at temperatures mK magnetic

Detection and control of individual nuclear spins using a weakly coupled electron spin
We experimentally isolate, characterize and coherently control up to six
individual nuclear spins that are weakly coupled to an electron spin in
diamond. Our method employs multi-pulse sequences on the electron spin that
resonantly amplify the interaction with a selected nuclear spin and at the same
time dynamically suppress decoherence caused by the rest of the spin bath. We
are able to address nuclear spins with interaction strengths that are an order
of magnitude smaller than the electron spin dephasing rate. Our results provide
a route towards tomography with single-nuclear-spin sensitivity and greatly
extend the number of available quantum bits for quantum information processing
in diamond
